'rhe meeting was opened with the pledge of allegiance, followed by
the invocation by Mayor Waldo Ft Burroughs.
The minutes of the regular meeting of November 1, 1.966, were
approved as submitted.

'ice ordinance No. 1324, an ordinance of the City of Redlands adopting
324 the Uniform Housing Code, 1964 Edition, Mayor Burroughs at this
time declared the meeting open as a public hearing for the purpose
of hearing any protests or comment relative to this ordinance.
None being forthcoming, the public hearing was closed; with waiver
of reading in full and the ordinance was adopted on motion of
Councilman Hartzell, seconded by Councilman Cummings .*
A public hearing was also scheduled for this gime on Ordinance
ace No. 1325, an ordinance of the City of Redlands, amending Ordinance
325 No. 1296, and adopting a Uniform Plumbing Code. Mayor Burroughs
ag again declared the meeting open as a public hearing for the purpose
of hearing any protests or comment relative to this ordinance.
Mr. Raymond Whelps requested that the Plumbing Code version include
a provision making it mandatory that a gas outlet be provided for
a range and dryer in each new home. He based this on his interpre-
tation of the new electrical, ordinance that it is mandatory to put
in electrical raceways :for these appliances , Mr. Mitchell.,
Director of Building and Safety commented that the electrical
ordinance was written to give the City the power to assure that
at Least one type of power would be provided for both appliances .
At this time, Mayor. Burroughs declared the public hearing closed,
second detailed reading of the ordinance was waived, and ordinance
No. 1325, adopting the Plumbing Code, was adopted on motion of
Councilman Cummings, seconded by Councilman Hartzell.*

Mayor Burroughs referred to a letter addressed to Director of Public
ion Works Shone, in which the property owners on Division Street from
Dt Colton .Avenue southerly to High Street had agreed to participate
in improving this street. Ir. Roy Harding, 1461. Ridge, a member of the
Dments University Methodist Church, Located on Colton and Division Streets,
spoke on behalf of the property owners. He explained to the Council..
that the residents are willing to pay for the concrete curbs and
driveways, if the City will assume the costs of reconstructing the
street.
Manager Merritt pointed out to the Cite Council that the staff has
had several meetings with these people and have come to the conclu-
sion that High Avenue east of Division Street be included in this
project and that the City' s portion of the cosi:: is estimated to be
$107, 1.97 . This money is available in the budget.. :for street main-
tenance purposes . 1t is recommended that the City Council authorize
the transfer of funds from the street maintenance budget to be puts
can deposit with. the City Treasurer earmarked for this project,

The request of Mrs . Mary E. Matti for permission to split propel

her request. At this time she was not present, therefore, on me

located at 915 West Colton Avenue, be approved subject to the
recommendations of all departments as contained in Planning Comm
minutes, dated November 8, 1966. on motion of Councilman HartMze
seconded by Council.. DeMirjyn, the recommendation of the Pl.anni_nc

3. Conditional Use Permit No. 136 -- Acme Transmission Comte�n
it was the recommendation of the Planning Commission to deny the
request of the .Acme Transmission Company for Conditional Use Pei
No. 1.26 to locate a transmission repair garage in an existing
building located at 117 West Citrus, as the use is not compatibl
with the area and would have an adverse effect on future develoF
within the area.
Mr. Rex Cranmer, representing Mrs. Clem, the land owner, and Acm
Transmission Company, the applicant, appealed to the City Counci
reconsider the recommendation of the Planning Commission. He st
that the building had been occupied by similar businesses in the

Permit should be extended for a period not to exceed three years with
no right of renewal thereafter.
Mayor Burroughs informed Mr. Cranmer that the Director of Building and.
Safety will be glad to consult with Mrs. Clem' s engineer to work: out
the structural improvements that will have to be made to comply with
the ;standards set forth in the recommendations of the various depart-
ments.
4. Conditional Use Permit No. 127 - Public Works Deaartment of Cl .. "

That the request of the Public Works Department of the City of
Redlands for Conditional Us6 Permit No. 127 to construct. a Municipal
Water_ Treatment Plant on property located on the south side of Mill
Creek Road approximately .5500 feet east of Wardway be approved subject :
to the recommendations of all departments as contained in Planning
Commission minutes, dated. November 8, 1900. On motion of Councilman
DeMirjyn, seconded by Councilman Ilartzell, the recommendation of the
Planning Commission was adopted by the City Council.
5. Commission Review and 33 prolval No. 202 - California "Mater and
Telephone Ceram inn
That the use of the site of the mobile telephone radio relay facility
to be constructed on property located approximately 1.6070 feet east of
Elder Way and 12501 feet south of Sunset Drive, but before a building
permit is issued, plans and elevations for the building and tower are
to be submitted to the Planning Commission for review and approval be
approved . on motion of Councilman Cummings seconded by Councilman
DeMirjyn, the recommendation was approved, with the addition of the
words, " and a red light on top of the tower be required according to
FFA standards. "
6 . L2L_S21Lt No. 3607 -- Robert 1 . Stern Time Extension
That a time extension of one year be granted for Trot Split No. 3601
from December 1, 1966 to December 1, 1967 . On motion of Coa:in ilman
Cummings, seconded by Councilman DeMirjyn, the recommendation of the
Planning Department was adopted by the City Council.
ZY COMMITTEE RECOMMENDATIOIZ
As considered by the City Council at a regular meeting thereof
held November 1.5, 1966.
1 . The request of Forsberg & Gregory, Inc. for permission to sign the
improvement agreement for installation of sidewalks and sewer for
Parcel. "A" as required in hot Split No. .377 property located on
the south side of Center Crest Drive, approximately 670 feet east
of Center Street - was tabled. The Advisory Committee would like
additional time to discuss the matter of a possible agreement for the
sewer lane and present its findings at the next Council. meeting.
2. That the request of Antonio Sousa for permission to sign the offsite
improvement agreement in lieu of the installation of curb, gutter,
and sidewalk. on Colton Avenue, as required in Commission Review and.
Approval. No. 201 for property located on northeast corner of Columbia
and Colton, be approved, since there have been a number of identical
requests approved along Colton Avenue during the past years with the
anticipation of widening the street a minimum length of one block at
time. On motion of Councilman DeMirjyn, seconded by Councilman
Hartzell, the recommendation of the Advisory Committee was adopted by
the City Council.

following: "No bicycle riding on sidewalks . " On motion of Counc
Hartzell, seconded by Councilman Cummings, the Council, approved t
request of the Contemporary Club to install this lettering on the
curbs under the direction of the Police Department.
A Grant Deed from Antonio J. Sousa to the City of Redlands for st
Grant and alley right-of--way purposes located at the northeast corner o
Deed.
Sousa Colton and Columbia. Avenues was accepted on motion. of Councilman
Hartzell, seconded by Councilman DeMirjyn, and the City Manager
authorized to execute the Certificate of Acceptance.
On motion of Councilman DeMirjyn, seconded by Councilman Hartzell
Grant two Grant Deeds from Priscilla and. games Simonds to the City of
Deed Redlands for street richt-of„-way on Cajon and Carden Streets and
Simonds two triangular islands on Garden Street, were accepted.
The City Attorney is drafting a document releasing the Simonds fr
Agreement the agreement requiring street improvements in connection with
Release Trot I..,ine Adjustment No. 33 . Can motion of Councilman Cummings,
Simonds seconded by Councilman DeMirjyn, the Mayor was authorized to sign
this document.

City Manager Merritt appealed to the Citizens of the Community to
cooperate in keeping the storm drains clear. Manly people have be

Manager Merritt informed the Council that he had received a verba
.Population population estimate from the Department of Finance of the State o
Estimate California of 34, 550 which .is an increase of 3, 550 people over th
last estimate made in October 1964. This increase will benefit t.
City substantially in gas tax funds apportionment.
Bills and salaries were ordered paid as approved by the finance
Committee.
