The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend William H. Belli pastor of the Temple Baptist
Church.
The minutes of the regular meeting of March 21 and the adjourned
regular meeting of March 28, 1967 were approved as submitted.
The opening of bids for the '11967 Water Revenue Bonds, Series A" ,
having been advertised for 7 : 30 P.M. this date, was tabled to that
time.
'ING COMMISSION R9COMENDATIONS
,Lot Split No. 376 —Harold H. Nickerson - Final Approval
All provisions as contained in Council minutes dated October 4, 1966
incl having been complied with, it is the recommendation of the Planning
Split Department that final approval be given for Lot Split No. 376, on
376 motion of Councilman Hartzell, seconded by Councilman Cummings, the
recommendation of the Planning Department was adopted by the City
Council.
IONS Mayor Burroughs at this time brought to Council attention a petition
signed by 136 citizens requesting that every consideration be given
to promoting from within the present Redlands City Police Staff, in
selecting a new Chief to replace the retiring Police Chief.
NICATIgNS
Mayor Burroughs read a letter from Reverend Paul Kirk, pastor of the
Christian and Missionary Alliance Church, expressing awareness of the
seriousness of the responsibility of choosing a Police Chief and
suggesting that selection be made from within the department.
Also a letter from the State Division of Industrial Safety expressing
appreciation for the recognition of Mr. Sam Marracco ' s work in helping
to develop the Redlands Electrical ordinance No. 1334 .
Manager Merritt presented a request from Redlands Lodge No. 300, Free
and Accepted Masons of California and Hawaii, requesting permission to
hang a banner across orange Street between the La Posada Hotel and the
nners Rexall Drugstore building to announce Public Schools Week. Council
cy Study reviewed the complexities relative to banners within the City, a pro-
gram which has not been carried on in Redlands for 7 years . Mr. Carl
Anderson, speaking for the Masons, withdrew the request for permission
The study is still under way concerning Juveniles frequenting pc
rooms , Consideration will be given to the manner in which this
currently handled in other cities, and this report will be avail
at a later date.
NEW BUSINESS Councilman Cummings reported that he attended his last REDCO meE
as a member of that board on March 30, 1967 . At that time it wa
REDCO unanimously voted to continue to include the City of Redlands it
planning, and the Mayor or his representative, the manager of tt
Chamber- of Commerce and the president of the Chamber of CommercE
be asked to continue as ex officio members.
Manager Merritt announced the receipt of the following franchisE

BIDS At this time Council again turned their attention to the bids.
This being the time and place fixed for the opening of bids for
$1, 500, 000 bonds of the City of Redlands, California, designated
Water Revenue Bonds, Series A, " the following bids received pure

Shearson, Hamill & Co. , Inc. Taylor & Co. bid par, accrued interest to
date of delivery, and a premium of $74. 00 for bonds bearing interest
payable annually the first year and semiannually thereafter at the

Each bid was accompanied by a good faith check in an amount not less
than $20,000.00.
All bids were then referred to a three-man committee for checking and
computation, a report thereon to be given to the Council later in this
meeting.
The committee appointed to check and compute the bids on the bonds for
which bids were opened previously during this meeting reported that the
bid of Merrill Lynch, Pierce, Fenner & Smith, Inc. is the bid yielding
the lowest net interest cost: $1, 298, 063.
After considering the various bids and the report thereon, it was moved
by Councilman Hartzell and seconded by Councilman DeMirjyn that Resolu-
tion No. 2596 entitled "Resolution of the City Council of the City of

On motion of Councilman Hartzell, seconded by Councilman Martinez, this
additional appropriation was approved, to be financed from budget sur-
plus , general fund.
Manager Merritt brought to Council attention a claim for damages filed
by Col. William I . Williams, 1411 Pleasantview Drive, with the recom-
�laim mendation that this claim be handled in the routine manner; that is,
iams denied by Council and referred to the City' s insurance carrier. On
Redlands Police Department - and the very high competence of the
view board. it was his recommendation, following individual int

and consideration of the recommendation of the oral board, that
next Chief of Police of Redlands be Robert I . Graefe; who is pre
Area Inspector of the San Bernardino Sheriff's office.
Following Council discussion, which included an expression of al
ciation for the concern Redlands ' citizens have shown regarding
replacement of Chief Bowen; appreciation of the great accomplisl
of Chief Bowen; gratitude for the cooperation and effort of all

Police Chief expression of loyalty made by Captains Elliott, Pattison and Poe
the Redlands Police Department, on motion of Councilman Cumming:

Bills and salaries were ordered paid as approved by the Finance
mittee.
No further business demanding attention at this time, on motion,
Council adjourned at 8 :50 P.M.
