The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend William Van Peursem of the Highland Avenue
Christian Reformed Church.
The minutes of the regular meeting of July 18, 1967 were approved as
submitted.
Mayor Burroughs welcomed a large group of high school students in
attendance. These were the American Government classes of Mr. Hebbard,
Mr. Anderson and Mr, Stutt. Also present were Boy Scouts from Redlands
Troop No. 10.
This being the date advertised for the opening of bids for the installa
tion of a 20-inch water main for the Sunset Drive Reservoir, the follow-
ing proposals were opened and publicly declared in the office of the
City Clerk at 10:00 A.M. :

At this time it is the recommendation of the Department of Public Works
that this award be made to the A & P Pipeline, whose bid was the lowest
submitted meeting all specifications. On motion of Councilman Martinez
seconded by Councilman Hartzell, the bid of the A & P Pipeline, in the
Council consideration on August 15, 1967 .

Appeals from Planning Commission Decisions
Council discussed the time for hearing appeals from Planning Commission
decisions, and decided to schedule future appeals in the afternoon
session rather than the evening, unless a hardship was created for the
applicant.
C COMMISSION RECOMMENDATIONS
At a regular meeting of the Traffic Commission held on July 20, 1967,
the following recommendations were submitted to the City Council for
consideration:
Section One: Pursuant to Article 676, Section 676.8 of the
Redlands Traffic ordinance:
To establish a "Yield" sign on Clark Street to require eastbound
and westbound vehicles to yield right of way to Grant Street.
Section Two: Pursuant to Article 678, Section 678. 3 of the

of Redlands Boulevard to a point approximately 190 ' North of
North curb line of Redlands Boulevard.
Resolution No. 2614, a resolution of the City of Redlands amending the
Traffic ordinance as above recommended, was presented and adopted on
motion of councilman Martinez, seconded by councilman DeMirjyn..
ATVIONS AND PETITIONS
At this time Mr. Harold O. Hagen addressed council with an appeal to
,e the decision of the Planning Commission which denied Zone Change No. 92
,nge as requested by Glenn-Hagen enterprises . Following lengthy considera-
92 tion, which included the reading of a letter from Mr. Harry P. Eldridge
Hagen Chairman of the South East Redlands Association, on motion of Council-
man Hartzell, seconded by Councilman DeMirjyn, the decision of the
Planning Commission was upheld with the denial of zone Change No. 92.
City manager Merritt brought a routine notification from the Department
of Alcoholic Beverage Control of a change of ownership at 402 East
Redlands Boulevard.
Also a second notification regarding a change to "on Sale General" at
1564-70 North Orange Street.
This latter use is not permitted under City zoning ordinance in this
location. Manager Merritt stated that the owner and the Department of
Alcoholic Beverage Control have been notified of this zoning problem.
ICATIONS
From the County Board of Supervisors, a request that the City enter int

Manager Merritt reported a critical cesspool problem of resident

CITY MANAGER
City Manager Merritt reported that the Chamber of Commerce has c

Manager Merritt presented an injury claim from Mr. James H. McCauley

ferred to the City' s insurance carrier on motion. of Councilman Martinez
seconded by Councilman DeMirjyn.
The committee appointed by the Mayor on May 16, 1967 to study Article
234 of the City Code submitted its report at this time. On motion of
councilman Demirjyn; seconded by Councilman Hartzell, the report was
accepted, letters of appreciation directed to be sent the committee
members, and the staff directed to put the recommendations in the form
of an ordinance for presentation to Council.
The City Manager was requested to prepare a report relative to the quar-
terly turnover in personnel in the City.
Bills and salaries were ordered paid as approved by the Finance Com-
mittee.
No further business demanding attention at this time, on motion, the
Council adjourned at 9:05 P.M.
