This request wi approved by Council, PUBLIC HEARINGS This being the time and place advertised for public hearing on 0: No. 1339, an ordinance of the City of Redlands relating to Reside Parking Requirements, Vice Mayor Hartzell at this time declared . meeting open as a public hearing for the purpose of hearing any j Ordinance tests or comment relative to this ordinance. Department and Planning Commission for study of this problem as relates to the R-1 District. Smith That the request of Gerald V. Smith for a Conditional use Permit R-2 (Multiple Family Residential) District to establish Boys Clul America in an existing building located at 1125 North Sixth Strei approved subject to the recommendations of all departments as col in Planning Commission minutes dated August 8, 1967 , on motion i Councilman DeMirjyn, seconded by Councilman Martinez, this recomt tion of the Planning Commission was adopted by the City Council . 2. Lynn for permission to split props located on the west side of Halsey Street, approximately 800 fee- of Garden Street - Lot Split No. 391 - be approved subject to thi Lot Split No. 329 - Mrs. Vena May Sandefur That the request of Mrs . Vena May Sandefur for permission to split property located at 1800 Country Club Drive - Lot Split No. 392 - be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated August 8, 1967 . on motion of Coun- cilman DeMirjyn, seconded by Councilman Martinez, the recommendation of the Planning Commission was adopted by the City Council. Commission Determination No. 14 - Robert I . Stern Following discussion which included explanation of "Commission Deter- mination" by City Attorney Taylor, it was the determination of the Council that no Council action is required. Commission Determination No. 15 - John Curtis No Council action required. Ordinance No. 1342 - Complete Revision Redlands Sign Code Following lengthy discussion of signs in the City of Redlands, an ex- pression by Council of appreciation for the work of the sign committee, and comments by Mr. Jack Gideon of Pacific outdoor Advertising, on motion of Councilman Martinez, seconded by Councilman DeMirjyn, ordinance No. 1342 was tabled to the meeting of September 5, 1967, and letters of appreciation directed to be written to committee members. [CATIONS Vice Mayor Hartzell read a letter from Governor Reagan requesting City participation in a Salute to City and County Government to be held during the week of October 8 to 14 . This was referred to the Manager 's office for a report at the Council meeting of September 5 . Councilman DeMirjyn brought to Council attention a request from Mayor Antonio Jilo of San Miguel de Allende in Mexico that a Sister City Pro- gram be established between his city and Redlands . Following discussion, Council informally approved working on this through the League of California Cities and the Department of State. A report from City Attorney Taylor concerning parental responsibility for children who start fires informed Council that this matter is covered in the California Civil Code (1714 .1) and allowed damages not to exceed $500.00. SHED BUSINESS Ordinance No. 1341, an ordinance of the City of Redlands relating to iance the rules and regulations of the City Water Department, was given second 1341 reading of the title and adopted on motion of Councilman DeMirjyn, seconded by Councilman Martinez, with waiver of reading in full, by the :er following roll call vote: Les AYES : Councilmen Martinez, DeMirjyn, Vice Mayor Hartzell NOES-. CITY MANAGER Manager Merritt presented a request from the Mission Trailer Park outside an increase in water meter size from I" to 2" . After discussion, Water Councilman DeMirjyn moved that the requested increase be made wit. Service stipulation that this is for the existing facility and not for an, planned expansion. Motion seconded by Councilman Martinez and ca Council discussed the recurring flooding problem on Alabama Stree- concluded that efforts should be made to expedite the section of Foot-hill Freeway planned to cross the Santa Ana Wash and connect Foothill the Tennessee Street Freeway off-ramp. on motion of Councilman Di Freeway seconded by Councilman Martinez, the staff was requested to prep& resolution urging the cooperation of other agencies in bringing t' matter to the attention of the State Division of Highways . This lution to be presented at the meeting of September 5, 1967 . Mr . Michael Hesser of the Chamber of Commerce requested that Coun, authorize placement of "Traveler Information" signs on City grope: Travel adjacent to the freeway at the Alabama and Ford Street off-ramps . Information are to be lighted signs which will be furnished by the Chamber of Signs coerce. Following lengthy consideration, on motion of Councilman Martinez, seconded by Councilman DeMirjyn, this proposal was refe: for study. Cyn motion of Councilman DeMirjyn, seconded by Councilman Martinez Grant Deed grant deed to the City from the University of Redlands for the pri Sixth - located on the northeast corner of Citrus and Sixth, was accepted Citrus the City Manager authorized to execute the certificate of acceptal behalf of the City,. A Grant Deed from the Redlands Community Hospital to the City in Grant Deed vection with the closing of Laurel Avenue, accepted on motion of i Community man Martinez, seconded by Councilman DeMirjyn with the City Manage Hospital authorized to execute the certificate of acceptance in behalf of City. Resolution No. 2618, a resolution of the City Council fixing the Resolution rate and levying the property tax for the fiscal year 1967 - 1968 No. 2618 adopted on motion of Councilman Martinez, seconded by Councilman Tax Rate DeMirjyn . Bills and salaries were ordered paid as approved by the Finance Com- mittee. No further business demanding attention at this time, on motion, the Council adjourned at 8:50 P.M.
