Burroughs, Mayor The meeting was opened with the pledge of allegiance, followed by the invocation by Reverend Loyal H. Vickers of the Council of Churches. The minutes of the regular meeting of September 5 , 1967 were approved as submitted. IETITIONS Attorney Rex Cranmer, representing the Buin Corporation, presented a letter addressed to the Council and outlining the history of Conditional Use Permit No. 106. Attorney Cranmer stated that it was the desire of the Buin Corporation to go on record that it had not abandoned its in- P. 106 tention to develop the shopping center, and intends to proceed when it uin is legally possible to do so. Following Council discussion, Attorney Davis advised that no official Council action was necessary at this time. He directed that the receipt of the letter be noted in the minutes and the letter filed in the Clerk' s office. Mrs. Miriam Hawthorne addressed Council with the opinion that youths hitchhiking on Cajon Street create a hazard to themselves and traffic. Following discussion the matter was referred to Attorney Davis for study. 1 . R.P.C. No. 283 - Amendment No. 82 to Ordinance No. 1000 That R.P.C. No. 283 amending Zoning Ordinance No. 1000, revising 21. 00 A-P Administrative and Professional Office District, be app] with the deletion of banks and savings and loan associations from Permitted by Conditional Use Permit. Following lengthy discussion during which Mr. Philip Lukei and Mr. Arthur Gregory addressed Cot on motion of Councilman Cummings, seconded by Councilman Martinez, No. 283 was approved as recommended by the Planning Commission wit following roll call vote: AYES: Councilmen Cummings, Martinez, Vice Mayor Hartzell NOES: Councilman DeMirjyn ABSENT: Mayor Burroughs and Ordinance No. 1343, an ordinance of the City of Redlands, Amer No. 82 to Zoning Ordinance No. 1000, was introduced, given first i of the title and laid over under the rules, with public hearing tj set for October 3, 1967 . 2. R.P.C. No. 279 - Amendment No. 80 to Ordinance No. 1000 Ordinance No. 1339, an ordinance of the City of Redlands relating Residential Parking Space Requirements and including R.P.C. 279, 9 returned to the Planning Commission for further consideration at t time of its public hearing on August 15, 1967 . The Planning Commi unanimously recommends the adoption of R.P.C. No., 279 in order to tain the orderly appearance of the City. Following discussion of further clarification of the requirements as stated in Planning Cc sion minutes dated September 12, 1967, on motion of Councilman CUD seconded by Councilman Martinez, R.P.C. No. 279 was approved and C nance No. 1339 given first reading of the title and laid over witl hearing set for October 3, 1967 at 7: 00 P.M. 3. Lot Split No. 384 - Van Wieren Brothers - Final Approval All provisions as contained in Council minutes dated March 21, 19( having been complied with, it is the rec6mmendation of the Plannir partment that final approval be given for Lot Split No. 384 , On n of Councilman Martinez, seconded by Councilman DeMirjyn, the recon tion of the Planning Department was adopted by the City Council. 4. Ordinance No . 1342 - Complete Revision Redlands Sign Code At the Council meeting of August 15, 1967, Ordinance No. 1342 - Si Code - was tabled for additional study by City Attorney Taylor ane Chamber of Commerce. These studies having been completed, followi discussion, the revised ordinance was introduced, given first rear of the title, and laid over under the rules, with public hearing t set for October 3, 1967 at 7: 00 P.M. COMMUNICATIONS Vice Mayor Hartzell read a letter from Assemblyman Bob Monagan, au of Assembly Joint Resolution #29, which requests some form of fedE tax sharing program. Following discussion, this matter was tablee the Council meeting of October 3 to allow time for further study. CITY MANAGER On motion of Councilman Martinez, seconded by Councilman DeMirjyn, Aerial Tower authorization was given for the City Clerk to advertise for bids f Park Dept . 50-foot aerial tower for use by the Park Department. Bid Call On motion of Councilman Cummings, seconded by Councilman DeMirjyn, authorization was also given to advertise for bids for Gas Tax Prc Gas Tax #191 and #194, the installation of traffic signals at the San Mate Projects On motion of Councilman Cummings, seconded by Councilman Martinez, author ce ization was also given to call for bids on five police vehicles, three cies black and white and two plain. This bid call is to be made at the ear- liest possible date. The Department of Finance requests the reappropriation of funds to finance purchase orders outstanding at the end of the 1966-67 fiscal year On motion of Councilman DeMirjyn, seconded by Councilman Martinez, this authorization was given. City Manager Merritt reported on the efforts of the City and the County Flood Control District to improve the drainage situation along the Zanja from Ninth Street to Division Street. Efforts are being made to obtain the right-of-way for this work at the least possible expense in order to allow as much of the budgeted money as possible for actual construction. City Manager Merritt brought to Council attention notification from the s State Department of Public Health that San Bernardino County is again cation declared a rabies area effective December 2, 1967. Bills and salaries were ordered paid as approved by the Finance Committee No further business demanding attention at this time, on motion, the Council adjourned at 7 ;40 P.M.
