BIDS The following bids for cement mortar lined and coated steel watei were opened and publicly declared in the office of the City Clerl October 24, 1967: Smith-Scott Steel Pine Division in the amount of $11, 975 ,60, being the lowest submitted and meeting all specifications, be approved. On motion of Councilman Cummings, seconded by Councilman DeMirjyn, the bid of Smith-Scott was accepted by the City Council. Also opened at 10: 00 A.M. , October 24, was a bid from Donald Hunt, Yucaipa, for the repair of Safety Hall roof, in the amount of $18,441. Hall This bid was referred to the Department of Building and Safety for study and recommendation. It is the recommendation of the City Manager that as this bid is not acceptable, this decision be postponed to the Council meeting of Novem- ber 7, 1967. Council concurred in this recommendation. ,ETITIONS Mr. Amos Isaac, of 1328 Calhoun Street, addressed the City Council with four questions relating to "open housing" in the City of Redlands, which were the outcome of group discussion at a Community Civics Banquet held !n on October 12. Following lengthy discussion, during which the Council .ng congratulated Mr. Isaac on the scope of the banquet and on his work in the general area of human relations, the Council elected to refer this matter for study in order to properly evaluate and answer the questions presented. NG RECOMMENDATIONS Tract 7765 - Chester Salisbury - Time Extension That a time extension of one year be granted for Tract 7765, to November 3, 1968. On motion of Councilman DeMirjyn, seconded by Councilman Hartzell, this recommendation of the Planning Department was adopted by the City Council, Lot Split 373 - John Tyler - Time Extension That a time extension of one year be granted for Lot Split 373, to November 3, 1968. On motion of Councilman Cummings, seconded by Coun- cilman Hartzell, this recommendation of the Planning Department was adopted by the City Council. iRY COMMITTEE RECOMMENDATIONS The request of Forsberg and Gregory for permission to sign the off-site improvement agreement in lieu of installation of improvements as re- quired by the Engineering Department in Lot Split No. 230, for property located on east Center Street* approximately 120 feet north of Center Crest Drive, was tabled at the Council meeting of October 3 for further study. At this time it is the recommendation that the agreement be signed for these improvements as their installation at this time would cause drainage and alignment problems. On motion of Councilman DeMirjyn seconded by Councilman Cummings, this recommendation of the Advisory Committee was adopted by the City Council. SECTION THREE: Pursuant to Article 678, Section 678. 5 of tl Redlands Traffic Ordinance: To establish a 12 minute green zone on east side of Sixth S1 between Vine Street and Olive Avenue in front of Hockridge I Resolution No. 2633, a resolution of the City of Redlands amendix Traffic Ordinance as above recommended, was presented and adoptee motion of Councilman Cummings, seconded by Councilman DeMirjyn. APPLICATIONS AND PETITIONS Mr. Arthur Gregory, Jr. , presented a request from the Downtown Re Association that the City adopt an ordinance establishing a Park: Business Improvement Area within the approximate boundaries of t) existing Parking District, in accordance with the Parking and Bu! Resolution Improvement Law of 1965. Mr. Gregory states that over 80% of the No. 2636 businesses within the area join in this request. The Council di: Parking area, general promotion of retail trade, and advantages of total cipation. On motion of Councilman Hartzell, seconded by Councils Cummings, Resolution No. 2636, a resolution of intention to estal Parking and Business Improvement Area, and setting the time and I of the public hearing as November 21 at 7: 00 P.M. in the Safety I was adopted by the City Council. Councilman Hartzell requested that the City Attorney, in collaboi with the Downtown Redlands Association, draft an appropriate ord: to be given first reading at the public hearing. City Manager Merritt read a letter from Robert H. Phillips of Oal Variance Estates, requesting a variance to permit use of existing overheat Oak Estates trical lines for a portion of Tract No. 6997 . Following lengthy discussion, on motion of Councilman Hartzell, seconded by Counci.* DeMirjyn, this request was denied and the electrical installatiol quired to be put underground as stated in the ordinance. COMMUNICATIONS On August 15, 1967 Council informally approved the request of Cot man DeMirjyn for formation of a sister city affiliation with San de Allende, provided approval be received from the Town Affiliat- Association of the United States. At this time Councilman DeMir- brings to Council attention a letter from Richard Oakland, Direct Resolution Town Affiliations, recommending this affiliation. Following discussion, Council adopted Resolution No. .0ject 2638, a resolution of the City of Redlands concerning water project ending funding, on motion of Councilman Cummings, seconded by Councilman Hartzell. Mayor Burroughs read a letter from Mayor John Shelley of San Francisco concerning California participation in forthcoming Expo 1970 which will be held in Osaka, Japan. Manager Merritt presented three areas of estimated increased income to the general fund - increased cigarette tax, accelerated sales tax, and 1965 flood damage reimbursement. Bid Call The City Clerk was authorized to call for bids on the following Trucks Two Water Department trucks, authorized on motion of Counci Water Dept, Hartzell, seconded by Councilman DeMirjyn. Humane One truck for the use of the Humane Officer, authorized on i officer of Councilman Cummings, seconded by Councilman Hartzell. Reservoir Construction of the three million gallon steel reservoir, o.1 motion of Councilman DeMirjyn, seconded by Councilman Cummings. Bills and salaries were ordered paid as approved by the Finance i mittee. No further business demanding attention at this time, on motion, Council adjourned at 9: 20 P.M. Only one bid was received - jer Jumbo Equipment Company Dept . Huntington Park, California $11, 700.15 At this time it is the recommendation of the Park Superintendent that as this bid meets all specifications, it be accepted. Congratulating Superintendent Dawson on his department ' s conversion of a truck to accommodate this equipment, Councilman Cummings moved ed that this bid be accepted by the City Council. Motion seconded by Councilman Martinez and carried. Bids originally scheduled for presentation at this time on the Agate ?rvoir Street Reservoir were readvertised, and will be ready for the meeting of November 21, 1967 , HEARINGS This being the time and place set for public hearing on Ordinance No. -nance 1345, an ordinance of the City of Redlands adopting Uniform Building 1345 Code, 1967 Edition, Mayor Burroughs at this time declared the meeting open as a public hearing of any protests or comment. None being forth- ,form coming, the public hearing was closed and Ordinance No. 1345 was adopted -ding_ on, motion of Councilman Hartzell, seconded by Councilman Martinez, with >de waiver of the reading in full, by the following roll call vote: AYES: Councilmen Martinez, Hartzell, Cummings, DeMirjyn, Mayor Burroughs NOES: None ABSENT: None A public hearing also having been scheduled for this time and place on Ordinance No. 1346, an ordinance of the City of Redlands adopting Uni- -nance form Mechanical Code, 1967 Edition, Mayor Burroughs again declared the 1346 meeting open as a public hearing for any protests or comment relative -form to this ordinance. No comment pertaining to the ordinance being forth finical coming, the public hearing was declared closed.
