Mayor Burroughs called this adjourned meeting to order for the purpose

Manager Merritt presented for Council attention an agreement between the
City, the Parking Authority, Redlands Security Company and the Harris
Company, prepared to implement the development of Town Square. Council
7n discussed this agreement at length, and expressed satisfaction with the
ire successful culmination of months of work by many people. Councilman
�ment Cummings showed concern for the flow of traffic on Fourth Street, and the
method to be used to determine whether West State Street should be devel-
oped as a mall. Following discussion, on motion of Councilman DeMirjyn,
