The meeting was opened with ..the pledge of allegiance, followed by the
invocation by Councilman Charles G. DeMirjyn.
Minutes of the regular meeting of June 18, 1968 were approved as sub-
mitted.

Mr. F. A. Artri.p of 709 West Pioneer Avenue addressed Council, cor:c.werni nc
a problem of noisy music in his neighborhood and requested adoption of a
city ordinance to give the police power to arrest noisemakers . City
Attorney Taylor explained to Mr.. Arrtrip the section of the Penal_ Code
lerr which provides for prosecution by the County District Attorney in, cases
of disturbance of the peace. This area of the code specifically applies
casi.c to loud noises which are objectionable. Mr . Taylor further explained
that the City has no ordinances pertaining to this , and that it wot. ld be
necessary to bring a civil action, which coul..d be done by :Mr. Artrip

L. No burning of any kind be permitted in the Mill Creek Canyon
area.
2 . All septic tank sludge and other human waste products be rerncave ,
entirely from the Mill. Creek Canyon area..
3 . Cut and cover operations be permitted in the areas which will,
not adversely affect the watershed.
4. Any dump site should have adequate protection to prevent erosion.
