Burroughs, Mayor The meeting was opened with the pledge of allegiance, followed by the invocation by Councilman Charles G. DeMirjyn. Minutes of the regular meeting of June 18, 1968 were approved as sub- mitted. TITIONS Mr. F. A. Artrip of 709 West Pioneer Avenue addressed Council concerning a problem of noisy music in his neighborhood and requested adoption of a city ordinance to give the police power to arrest noisemakers. City 'Attorney Taylor explained to Mr. Artrip the section of the Penal Code lem which provides for prosecution by the County District Attorney in cases of disturbance of the peace. This area of the code specifically applies uric to loud noises which are objectionable. Mr. Taylor further explained that the City has no ordinances pertaining to this, and that it would be necessary to bring a civil action, which could be done by Mr. Artrip filing a complaint and identifying those making the disturbance. Director of Public Works Shone described the 35- Drainage Easement being required by the City to provide the City w same rights of construction, operation, maintenance and entry whic has heretofore had on this land. This easement will be spanned wi removable bridge. Item #5 of the Engineering requirements referred to in the Plannin mission recommendations is now before the Traffic Commission, and applicants agree to await the report from the Commission. Followi cussion Councilman Cummings moved that C.R.A. #229 be approved acc to the Planning Commission recommendations and with the above outl easement for drasinage. Vice Mayor Martinez handed the gavel to Mr Cummings and seconded the motion, which then carried by the follow roll call vote: AYES : Councilman Cummings, Vice Mayor Martinez NOES : None ABSTAIN: Councilmen DeMlrjyn, Knudsen ABSENT: Mayor Burroughs Councilman Cummings requested that guide lines be set up for prope development along the Zanja for the purpose of establishing consis requirements and policy where there is likely to be building. Pub Works Director Shone explained that builders may build over the Za provided they install reinforced concrete drains . TRAFFIC COMMISSION RECOMMENDATIONS At the regular meeting of the Traffic Commission held on June 20, the following recommendations were submitted to the City Council f consideration: SECTION ONE: Pursuant to Article 680, Section 680. 2 and Sect 22358 of the California vehicle Code: To establish a 25 m.p.h. zone on South Sunset Drive between Alessandro Road and East City limits. SECTION TWO: Pursuant to Article 680, Section 680. 2 and Sect Resolution 22358 of the California Vehicle Code: No. 2692 To establish a 25 m.p.h. zone on North Sunset Drive betWeen Franklin Avenue and East City limits. Traffic Resolution No. 2692, a resolution of the City of Redlands amending Traffic ordinance as above recommended, was presented and adopted motion of Councilman DeMirjyn, seconded by Councilman Cummings . COMMUNICATIONS City Manager Merritt presented a recommendation from the Departmen Public Works concerning the Mill Creek refuse disposal operation, answer to a request from the Santa Ana River Basin Regional Water Board. No burning of any kind be permitted in 'the Mill Creek Canyon area. 2. All septic tank Mudge and other human waste products be remove entirely from the Mill Creek Canyon area. 3. Cut and cover operations be permitted in the areas which will not adversely affect the watershed. 4. Any dump site should have adequate protection to prevent erosion and washout of the waste materials On motion of Councilman DeMirjyn, seconded by Councilman Cummings, the City Council directed that this policy statement be forwarded to the Wat Quality Control Board, ;INESS Resolution No. 2691, a resolution of the City Council declaring intention _ution of the City Council to annex by its own motion, certain uninhabited terri 2691 tory - Annexation #38, was adopted on motion of Councilman Cummings, cation seconded by Councilman DeMirjyn, Annexation #38 is a 300 x 300-foot 38 parcel of property deeded to the City by the Edison Company northeast of the new water treatment plant. _ution On motion of Councilman Cummings, seconded by Councilman DeMirjyn, Reso- 2694 lution No.. 2694, a resolution of the City Council creating an Underground -ground Utilities Advisory Committee of seven members, with duties and purpose .ties outlined in the resolution, was adopted. Councilman Knudsen abstained from voting on this motion. WAGER. Deed A grant deed from the University Methodist Church to the City of Redlands -sity for street right-of-way purposes on Colton Avenue was accepted on motion list of Councilman DeMirjyn, seconded by Councilman Cummings, with the City i Manager authorized to execute the certificate of acceptance on behalf of the City. Deed A grant deed from Citation Construction Corporation to the City of _on Redlands providing for a drainage easement from the three million gallon -uction reservoir in Smiley Heights was accepted on motion of Councilman DeMirjyn, seconded by Councilman Knudsen, with the City Manager author- ized to execute the certificate of acceptance on behalf of the City. A quitclaim deed from Emerich and McDowell to the City of Redlands for an "aim right of entrance on the site of the three million gallon reservoir lo- }Z cated in Smiley Heights was accepted on motion of Councilman DeMirjyn, all seconded by Councilman Cummings, with the City Manager authorized to execute the certificate of acceptance on behalf of the City.
