PRESENT Waldo F. Burroughs, Mayor Norman N. Martinez, Councilman Jack B. Cummings , Councilman Charles G. DeMirjyn, Councilman Chresten M. Knudsen, Councilman Ralph P. Moseley, City Cherk Malcolm Schwartz, Redlands Daily Facts Chuck Palmer, San Bernardino Sun ABSENT None The meeting was opened with the pledge of allegiance, followed by invocation by Doctor Maurice Lyerla, of the State Street Christian The minutes of the adjourned regular meeting of November 4, 1968 u approved as submitted. Presentation At this time Mayor Burroughs awarded the Mayor' s Trophy for the le Mayor' s fish caught in Isaac Ford Park lake during the fishing season of I Trophy Pam Burns. Heaviest attendance was 145 fishermen taking 600 fish. The cat- fish averaged three-fourths to a pound each. Children came from all parts of the city, and it was estimated that four to five thousand hours of recreation were provided by this sport. iEARINGS This being the time and place advertised for public hearing on ordinance once No. 1380, an ordinance of the City of Redlands creating a change of zone 1380 to "0" Open Land for lands presently being utilised for park and other g for public purposes, Mayor Burroughs at this time declared the meeting open as a public bearing of any protest or comment relative to this ordinance. None being forthcoming, the public hearing was declared closed and ordi- nance No. 1380 was adopted on motion of Councilman DeMirjyn, seconded by Councilman Martinez, with waiver of the reading of the ordinance in full, by the following roll call vote.- AYES: Councilmen Martinez, Cummings , DeMirjyn, Knudsen, Mayor Burroughs NOES: None ABSENT: None Prior to opening the public hearing which was advertised on ordinance No. 1381, City Manager Merritt pointed out that Section Eight should include the following words: '" . . . in abating the nuisance to the person or per- sons in charge or controlling the property, or legal. . . " on motion of ance Councilman Cummings, seconded by Councilman Knudsen, this correction was 1.381 made. Mayor Burroughs at this time declared the meeting open as a public ed bearing on Ordinance No. 1381, an ordinance of the City of Redlands which Les provides for the abatement and removal from private property of wrecked or inoperative vehicles . Following questions from the floor about manner of notification to property owner and explanation of enforcement, also discussion of other ordinances relating to vehicles parked on private property, and discussion of vehicles parked on public property, Mayor Burroughs declared the meeting closed as a public hearing. on motion of Councilman Cummings, seconded by Councilman Knudsen, ordinance No. 1381 was adopted, with waiver of the reading of the ordinance in full, by the following roll call vote: AYES- Councilmen Martinez, Cummings, DeMirjyn, Knudsen, Mayor Burroughs NOES: None ABSENT: None qAGER Manager Merritt explained that following a comprehensive comparison of salary and fringe benefits of all city employees with statewide cities in population range between 20,000 and 58, 000 and fourteen other cities in ation the area, it was apparent that the Redlands salaries are comparable for 2718 the area with the exception of Police and Fire Departments, and the Direc- tor of Building and Safety, Director of Finance, Planning Director, Street Superintendent and Engineer, Water Superintendent and Engineer, LAILCIII.L.IttU%AZ).Ly C%.P&.L%JVU%A AJY 1-11= %-LL..Y A. . Manager Merritt also recommendedtthat the fringe benefits for city ployees be increased in the following manner: A guarantee of nine days per year; and a change in vacation policy to fifteen working vacation after ten years of continuous service and twenty working Fringe vacation after twenty years of continuous service. This latter re Benefits mandation would change the personnel rules and regulations, and wo require posting for five days prior to the Council meeting at whirl will be considered. It is recommended that this change in fringe fits be considered at the Council meeting of December 17, 1968, to effective on January 1, 1969. On motion of Councilman DeMirjyn, s by Councilman Cummings, this proposal was unanimously approved. Mr. Cummings leaves the Council Chambers at 7: 55 P.M. BIDS The following bids for the furnishing and installation of water li Agate Avenue, King Street and Sand Canyon Road were opened and pub declared in the office of the City Clerk at 10: 00 A.M. this date: Ace Pipeline Construction Inc. COMMUNICATIONS Councilman Knudsen brought an expression of appreciation from Mr. Tucker, Vice President of Stevens Hosiery, for the welcome and coo' tion given the Stevens Company at the opening celebration and para November 11. On motion of Councilman DeMirjyn, seconded by Councilman Knudsen, Resolution resolution of commendation and tribute to S . Wesley Break, supervi Honoring S. W. Break the Third District, on his retirement, was unanimously approved an signed by the Council for presentation to Mr. Break at the dinner row night in his honor. Ordinance No. 1371, an ordinance of the City of Redlands providing for aance the abatement as a public nuisance of dry weeds, dead shrubs and certain 1371 other waste matter which creates fire hazard, was introduced, given first ament reading of the title, and laid over under the .rules, with second reading scheduled for December 3 , 1968. Councilman Knudsen expressed interest in; the over-all operational plan of the General Telephone Company as related to Redlands; enlargement of the Recreation Commission; enlargement in membership and scope of the Board of Parking Place Commissioners ; Council ' s failure to annex Sunset Drive property fifteen years ago; the availability of maps of entike cit for study during Council meetings; establishment of a fee schedule for copying of public records . **See addition in minutes of Dec. 3, :1968 Resolution No. 2717, a resolution of the City Council of the City of Lution Redlands urging legislators of the United States and the State of 2717 California to seriously consider closing the United States-Mexican border Brous to American minors unless accompanied by a parent or other responsible adult, was read in its entirety by Mayor Burroughs and adopted on motion of Councilman Martinez, seconded by Councilman Knudsen. Following adoption of Resolution No. 2717, Councilman DeMirjyn expressed his concern with the present policy of the school administration and Board in the handling of accused peddlers of heroin, dangerous drugs and marijuana - the current policy considers each case individually. Coun- cilman DeMirjyn feels that positive action with written rules should be established related to "pushers of drugs, " and that they should be segre- gated from school students in general, with the recommendation that they be tutored to keep up their grades until such time as they are taken to trial and either vindicated or convicted. Mayor Burroughs stated that the City Council and the police have made every effort to emphasize the seriousness of the entire problem, and expressed hope that the schools would indeed take a firm stand. Chief Graefe stated that at the present time the cost of apprehending the narcotics peddlers is approximately $15, 000, or 2' (� on the tax dollar. On motion of Councilman Knudsen, seconded by Councilman DeMirjyn, L mous approval was given to the above recommendation.
