The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend John D. Foerster of the First Evangelical Lutheran
Church.
The minutes of the regular meeting of September 2, 1969 were approved as
corrected by Councilman Knudsen - The motion appointing Mr. Fisher and
Mr. Tharaldson to read: "on motion of Councilman Knudsen, seconded by
Councilman DeMirjyn. "
The bids on a 1969 model truck with refuse packer for the Disposal De-
partment, which were tabled at the last meeting for study by the City
Attorney, were presented as follows:

It is the recommendation of the City Attorney' s office that it is reason-
able to believe the Dieterich bid did not include sales tax, that after
the addition of $749.01 to this bid of $14, 980. 25, this still was the
lower bid submitted, and award be made to Dieterich International Truck
Sales in the amount of $15, 729. 26. On motion of Councilman DeMirjyn,
seconded by Councilman Cummings, Council approved award of the bid for
the truck with refuse packer to the Dieterich International Truck Sales
Company in the amount of $15, 729. 26.
Vice Mayor Martinez requested that in the future all specifications be
so worded that sales tax is always included.
TITIONS
Mr. James Geissinger, of 1113 West Palm, addressed Council concerning a
neighborhood problem existing in an apartment complex at 1122 West Palm.
He listed disturbances in the streets, wild parties, loud broadcasting
of party records over loudspeakers, the approaching of young girls in

Mr. Walter Kaiser, of 719 Hibiscus Drive, addressed Council with z

:PLANNING COMMISSION RECOMMENDATIONS
The items considered by the Planning Commission at their meeting c
September 10, 1969 did not require Council action.
Planning Director Schindler described the feelings of the Planning
mission regarding applications for convalescent hospitals, and the
Council concurred that study by an independent authority on bospit

Councilman Cummings reported that the Park Commission had met and

Mr. Wagner also read a letter from Larry Lanterman reporting on the Miss
America contest in Atlantic City and thanking the Council for their sup-
port of Miss Susan Anton in this endeavor.
Councilman DeMirjyn announced the "Johnny Horizon Clean-Up Days" on Octo-
ber 10, 11 and 12 as is outlined in Gems and Minerals hobby magazine. He
suggested support of this and commended Mr. Jack Cox, the editor of the
magazine.
HED BUSINESS
Director of Public Works Shone presented a staff report on the develop-
ment of Pearl Street from Orange Street to Sixth. He stated that the
necessary signal could be on a participating basis, possibly 50% State
and 50% City. He stated that if a one-way access were made no signal
would be necessary. He also stated that a letter outlining the State' s
t policy in the matter had been requested. He explained that if the right-
of-way were furnished and the State Division of Highways agreed to install
this street, it could not be expected before 1974 or 1975. on motion of
Councilman Cummings, seconded by Councilman DeMirjyn, Mr. Shone was re-
quested to furnish to the Chamber of Commerce all the data accumulated
thus far, and also attempt to get cost estimates of the right-of-way for
use in the study by the Chamber of Commerce.

Resolution No. 2772, a resolution of the Council declaring its intention

Councilman Knudsen, seconded by Councilman Cummings.
The Council discussed a public dance recently held on a private parking
lot which required control by the local police, and requested the City
Attorney' s office to consider amending the section of the Code regulating
parades and assemblies to also include an affair of this nature.
Director of Public Works Shone explained to Council that the North Brae
ution water stock has not been acceptable to the City for quite some time, and

reason Council adopted Resolution No. 2773, which omits the North Brae
stock from the list of stock acceptable for City purchase, on motion of
Councilman Cummings , seconded by Councilman Knudsen.
The following grant deeds, both necessary for the. installation of the

on motion of Councilman DeMirjyn, seconded by Councilman Cummings, with
the Administrative Assistant authorized to execute the certificates of
acceptance:
