corrected by Councilman Knudsen - the motion. to abandon Annexations 41

This being the time and place advertised for public hearing on Ordinance

1399 for property to be annexed to the City of Redlands, known as Annexation
g - 43, Mayor Burroughs at this time declared the meeting open as a public

No. 1.399 was adopted., on motion of Councilman Martinez, seconded by Coun-
cilman DeMi.rjyn, with waiver, of the reading of the ordinance in full, by

being forthcoming, the public hearing was declared closed and Ordinance
No. 1400 was adopted, on motion of Councilman DeMi.rjyn, seconded by
Councilman Knudsen, with waiver, of the reading of the ordinance in full ,
by the following roll call vote:

Michael Leigh, of Cortner Nall, University of Redlands, chairman of the
coordinating committee of the Moratorium, addressed Council with a re-
quest for the; use of Smiley Park area during the afternoon and early
evening of November 1.4, and most of the day November 15 for a moratorium
program which would consist of music, speeches , discussions, an(.1 a. pro-

Bested that it would perhaps be more appropriate to read these names in

that there had been disapproval expressed by veterans organizations to

stated that he was unequivocally against any activities that gave aid and

TLANNING COMMISSION RECOMMENDATIONS

1 . Lot Split No. 415 - Emmett F. Lowry
That the request of Emmett F. Lowry for permission to split proper

2. Street Vacation No. 54 - Redlands Unified School District
That the request of the Redlands Unified School District for vacat
approximately 100 feet of the easterly portion of Stillman Avenue
Church Street and Division Street and those alleys presently withi

October 28, 1969. On motion of Councilman DeMirjyn, seconded by C
man Knudsen, unanimous approval was given to the recommendation of
Planning Commission.
3 . Street Vacation No . 55 - Security Pacific National Bank, Riverside
That the request of the Security Pacific National Bank Company for
vacation of the north half of unimproved Shepherd Street, located
Henrietta and Dwight Streets, be approved subject to the recommend

4. Appeal to Commission Denial. of Commission Review and Approval - Co

At its meeting on October 14, 1969, the Planning Commission unanim
denied commission review and approval for C.U.P. No. 131 for the r

After further discussion, Councilman Cummings moved to deny approval_ of
sign requested based upon the following findings:
1. The Council. finds that the applicant ' s sign has as a priaaaary
purpose commercial advertising as opposed to identification.

city staff, would emceed permissible size limits under the

Councilman Martinez seconded the motion, which carried unanimously-

Council again discussed convalescent homes, hospitals and Type "L" bong
Term Facilities, and possible desirable locations for such developments .
Planning Director Schindler expressed concern for proper, ratio of such
establishments in residential areas .
COMMISSION RECOMMENDATIONS
At the regular meeting of the Traffic Commission on October 16, 1969,
the following recommendation was submitted to the Council for considera-
tion:
SECTION ONE: Pursuant to Article 678, Section 67805 ( a) 1. of t',.he
Redlands Traffic Ordinance:
1 . Establish No Parking zone on west side of Orange Street from 500 '
south of center line of San Bernardino Avenue northerly to Dreka
Street.

On motion of Councilman Martinez, seconded by Councilman DeM:i r yn, R ISO-

changes above outlined, was adopted by the City Council .
CATIONS
Councilman Cummings announced a meeting of Park Commissioners and a park
planner. can November 3 and invited interested persons to attend.
City Manager Merritt read a letter from Mr . Courtney Matthews seconding
the feelings of the FAA and members of SCAG Airport Systems Planning
which the city could assist in the special program of emphasis on
mental improvement for the City of Redlands .

A claim against the City for impounding of a vehicle was denied in
routine manner on motion of Councilman Martinez, seconded by Counc
Cummings , and referred to the City Manager ' s office.
