Hein, Redlands Daily Facts Chuck Palmer, San Bernardino Sun None The meeting was opened with the pledge of allegiance, followed by the in- vocation by Bishop Nile Sorenson of the Redlands Ward, Church of Jesus Christ of Latter-Day Saints . Mayor Burroughs welcomed a large group of visitors present in the Chambers . He also welcomed Mrs . Janet Green, two assistant Girl Scout leaders, and Girl Scout members of Cadet Troop 697 . Before taking up the regular agenda, Mayor Burroughs presented certifi- cates of achievement to George Miller,, Jr. , and Charles Driggers qualify- ing them as Grade 3 Water Pollution Control Plant operators . Mayor Burroughs commended both men on achieving this proficiency. City manager Merritt read a letter from the Veterans of Foreign Wars of the United States , Department of California, Third District, presenting their 1969-70 Law Enforcement Award to the Redlands Police Department. The award included a United States flag which had flown over the Capitol Building in Washington. The minutes of the regular meeting of November 4, 1969 were approved as submitted. gNL4IS 10�NECOMME IM�62IONS As considered by the City Council at a regular meeting thereof held November 18, 1969 at 3: 00 P.M. Present: Councilmen Martinez, Cummings, DeMirjyn, Knudsen, Mayor Burroughs; Attorney Michael R. Quinn Consideration of Plans for Route 106 - Tennessee Street Freeway Mr. Cale Whipple read a statement from the Chamber of Commerce encouraginc earliest possible construction of the Tennessee Street Freeway, and requesting study and review of the freeway access to freeway oriented business located at the existing Alabama Street Interchange. Mr. John Runkel also read a request from businessmen and property owners in the Alabama Street - Freeway-offramp area asking restudy of the pro- posed traffic movement as planned in connection with Route 106. Council discussed many aspects of Route 106; the benefits to the city; the time schedule; merits of elevated and depressed construction as related to water and sewer lines, landscaping; drainage, as a buffer between zones; desirability of frontage roads; and particularly the Alabama Street offramps . on motion of Councilman Knudsen, seconded by Councilman Cummings, a request will be directed to the State Division of Highways to give every consideration possible to providing direct off- tamp access to businesses located at Alabama Street near the freeway. A request will also be directed to the State Division of Highways to work with the City of Redlands to consider possibility of two-way frontage roads paralleling the freeway on both sides, from California to Nevada, curred with the conclusions of the Planning Commission as stated ii minutes dated November 12, 1969 by the following vote: AYES : Councilmen Martinez, Cummings, Mayor Burroughs NOES : Councilman Knuds6m—desixes further clatifit&tion of Ty] facility ABSTAIN: Councilman DeMirjyn - wishes further explanation of Type facility 3. Appeal to Planning Mr. Benson requests relief from the requirements to install off-si� provements on the portion of property not being developed as descr. Commission Review and Approval No. 252, for the reason that it wil, ever be economically possible to develop that portion of this prop After consideration of the present condition, usability, appearance zoning of the property, Councilman Cummings moved that the requires for widening the west side of Texas Street be dropped, but that acl on Texas be disallowed, and driveway be placed on State Street; the parking be eliminated on west side of Texas Street; that dedicatiol street widening and flood control be made; and that all other requ. ments outlined in Planning Commission minutes dated October 28, 191 fulfilled. Motion seconded by Councilman Knudsen and carried by t] lowing roll call vote: AYES : Councilmen Martinez, Cummings, DeMirjyn, Knudsen NOES: Mayor Burroughs ABSENT: None 4. Lot Split No. 416 - Dr. E. E. Nichols - Final Approval All provisions as contained in Council minutes dated October 21, 11 having been complied with, it is the recommendation of the Plannin, partment that final approval be given for Lot Split No. 416. On mi of Councilman DeMirjyn, seconded by Councilman Martinez, the recorm tion of the Planning Department was adopted by the City Council. PARK COMMISSION RECOMMENDATIONS Councilman Cummings described the concern in Redlands for trees, ticularly at this time for palm trees . He introduced Park Commiss, Ed Fisher and Leon Armantrout, who in turn presented a comprehensi, study of the palm trees in Redlands, both with numerous color slid, maps showing the areas in which the palm trees are most probably t] ened by subdivision development and street widening . Mr. Armantroi presented slides and maps which described alternate manners of lane development that could be used to take the maximum advantage of bo- ography and existing trees . Following the slide presentation, Mr. Palm Armantrout suggested the formation of a Planning Advisory Committe, Tree would recommend concerning the use of land and the preservation of Study ing trees . He also suggested a master plan of trees to designate trees to be preserved, and also the adoption of a Planned Resident, ordinance and an Existing Tree Ordinance. Mayor Burroughs thanked Mr. Fisher and Mr. Armantrout for their wo. recommended that studies be undertaken by the Park Commission, the ning Commission and the Planned Residential Development Committee, is having its first meeting this week, with members of the staff ci nesting. intments study the housing needs in the city; he listed the following thirteen people as members of the committee, with the Chairman being Mr. Larry Hendon: Mr. Larry Hendon, Chairman ing Mrs. Mary Burgess Mrs . Primrose, Air Force sory I retired. on motion of Councilman Martinez, seconded by Councilman Knudsen, Major Primrose was appointed to a four-year term on the Airport Advisory Board. 3INES S riance Ordinance No. 1401, an ordinance of the City of Redlands amending the 1401 ordinance Code as it relates to advertising structures and signs in the 3 City of Redlands, was given first reading of the title and laid over under the rules, with second reading set for the meeting of December 2, 1969. %PAGER Manager Merritt announced that the Tri-City sublease on the agenda had been withdrawn by the applicants . Resolution No. 2782, a resolution of the City of Redlands authorizing Lution application to the Public utilities Commission for allocation from the 2782 ication State crossing protection fund for crossing protection installed at 2rossing Tennessee Street and the Southern Pacific Company crossing, and author- ection izing the Mayor and City Clerk, to submit the application to the Public Utilities Commission, was approved on motion of Councilman DeMirjyn, seconded by Councilman Knudsen. A grant deed to the City of Redlands from J. P. Buoye, Jr. , and Eleanor t Deeds Buoye for street right-of-way purposes on Colton Avenue, was accepted on motion of Councilman DeMirjyn, seconded by Councilman Knudsen, with the City Manager authorized to execute the certificate of acceptance in be- half of the City. On motion of Councilman DeMirjyn, seconded by Councilman Martinez, a els grant deed was accepted from Dr. E. E. Nichols for street right-of-way purposes as required in Lot Split No. 416, with the City Manager author- ized to execute the certificate of acceptance in behalf of the City. Resolution No. 2783, a resolution of the City of Redlands requesting the Lution Tax Collector of the Countv of San Bernardino to remove from public request that the Flood control District transfer money which was budgeted for Zanja right-of-way acquisition east of Sylvan Park to used for the construction of a rail and wire fence along the airpor property. The City would then fill the area between the fence and runway with rock or combination of rock and old automobiles anchone a cable to form a suitable levee.
