Hall of the State Street Christian Ch The minutes of the regular meeting of November 18, 1969 were approv corrected. section of the Redlands ordinance Code regulating signs and adverti structures in the City of Redlands, was given second reading of the title and adopted on motion of Councilman Knudsen, seconded by Cour Ordinance man Cummings, with waiver of reading of the ordinance in full, by t No. 1401 Signs following roll call vote-, AYES : Councilmen Martinez, Cummings, DeMirjyn, Knudsen, Mayor Burroughs NOES: None ABSENT: None CITY MANAGER City Manager Merritt outlined recent State legislation relating to player-employee relations and presented Resolution No. 2786, a resc developed to implement this section of the Government Code, to prow orderly procedures for the administration of employer-employee rely Resolution between the City and its employee organizations, and for resolving No. 2786 putes regarding wages, hours, and other terms and conditions of emr Employer- ment. This resolution has been studied and approved by the Police Employee i Relations, Benevolent Association and the Redlands City Employees ' Associatior Redlands Professional Firefighters ' Association requested an extens time for further study. Council discussed the resolution, the mute advantages of the historically good relationship between the Counci City employees, and explained that this resolution can be amended c modified in the future. on motion of Councilman. Cummings, secondee Councilman Martinez, Resolution No. 2786, a resolution of the City Redlands establishing procedures for administration of employer-emF relations, was unanimously adopted. Bid call - On motion of Councilman Martinez, seconded by Councilman Cummings, Paving City Clerk was authorized to call for bids for paving material and Material ment rental for 1970. On motion of Councilman Cummings , seconded by Councilman Demirjyn, Budget moms approval was given to a budget addition in the amount of $2, 27 Addition Surplus Funds of the General Fund for purchase of a new generator t Emergency place the inoperative and unrepairable generator which serves the e Generator cy equipment in the Police Station. This cost will be shared betwe the City and Civil Defense. City Manager Merritt expressed appreciation to Councilman DeMirjyn Ordinance Mr. John Wagner for their efforts toward developing bus service for No. 1.402 City of Redlands, and presented ordinance No. 1402, an ordinance of Bus City of Redlands amending Ordinance No. 1393, which granted a bus f Franchise chile to Leroy Gish, Following Council discussion, ordinance No. I was given first reading of the title and laid over, with second rea set for December 9, 1969. The ordinance will be adopted as an emer measure in order that it can take eff6ct immediately upon adoption. Bills and salaries were ordered paid as approved by the Finance Committee., The Council again discussed dead orange groves . Manager Merritt reported that some favorable replies had been received in answer to Mr. Taylor 's communications, and that the City is obtaining cost proposals from all contractors doing this work in the area- These costs will be given to the property owners . Mr. Fred Ford addressed the Council with reports on his new equipment for destroying dead orange trees . He stated that the cost presently appears to be about $1.50 per tree, and added that the Council will undoubtedly need to take firm action in regard to out-of- town property owners . There being no further business demanding attention at this time, Council adjourned on motion at 8: 35 P.M. to an adjourned regular meeting at 8: 00 A.M. on December 9, 1969.
