PRESENT Waldo F- Burroughs, Mayor Norman N. Martinez, Councilman Jack B. Cummings, Councilman Charles G. DeMirjyn, Councilman Chresten M. Knudsen, Councilman Ralph P. Merritt, Jr. , City Manager Edward F. Taylor, City Attorney Peggy A. Moseley, City Clerk Erwin S . Hein, Redlands Daily Facts Chuck Palmer, San Bernardino Sun ABSENT None The meeting was opened with the pledge of allegiance, followed by invocation by Reverend Eleanor M. Saffell of the Church of Religioi Science. The minutes of the regular meeting of December 2 and the adjourned lar meeting of December 9 were approved as submitted. BIDS Bids for asphaltic paving material and equipment rental for the yet Bid Award were opened and publicly declared in the office of the City Clerk i Asnhaltin 10:00 A.M. this date. Following study by the Department of Public the Matich Company. City Manager Merritt introduced Dr. Manuel Medina, instructor at Johnston College, and his students Bruce grown and Craig Miller, who will serve i the capacity of internes daring the mini-semester at the University. City Manager Merritt introduced Mr. Chester E. Anderson, of the State Department of Public Health, who presented to Mayor Burroughs a new r water supply permit issued by the State Department of Public Health to ly the City of Redlands. Mr.. Anderson commended Water Superintendent Lowry it for recognition of the need for and continuing efforts to furnish good water to the City of Redlands . The City of Redlands water system has been continuously licensed since 1915; and this change in license was necessitated by the new treatment plant which updated the water service. ATIONS AND PETITIONS Mr. Don Turpin, of 1.855 Industrial Park Avenue, Redlands, addressed Council with a request for deletion of the requirement to install street lights as specified in Conditional Use Permit No. 213 for the reason that et there is sufficient street illumination furnished by the lighting in con ting P. 213 vection with his auto sales business . Following lengthy Council discus- sion, Councilman Martinez moved that the request be denied and that the lighting requirements of Conditional Use Permit No. 213 be complied with. Motion seconded by Councilman Knudsen and carried by the following roll call vote; AYES: Councilmen Martinez, DeMirjyn, Knudsen, Mayor Burroughs NOES:. Councilman Cummings ABSENT: None Mr. Leon Armantrout, architect for the new Methodist Church at the corner of Cajon Street and Olive Avenue, addressed. Council with a request for permission to install an exposed aggregate concrete sidewalk on Olive Avenue adjacent to the Methodist Church property as this is the material being used on either side of the sidewalk and continuity of finish is walk desirable. Mr. Armantrout elaborated on the value of this material . odist Following lengthy consideration, Councilman Cummings moved that the mat- ch ter be tabled until the material had been poured in the area adjacent to the public sidewalk so that Council could view the finished product. Th motion lost for lack of second. Councilman DeMirjyn then moved to deny the request for permission to use aggregate over the city-owned sidewalk. Councilman Martinez seconded the motion and it was carried by the follow- ing roll call vote:. AYES: Councilmen Martinez, DeMirjyn, Knudsen, Mayor Burroughs NOES : Councilman Cummings - opposes procedure rather than concept ABSENT., None Transfer of Option "B" water stock (Freitas) was unanimously approved on motion of Councilman DeMirivn, seconded by Councilman Cummings . Following explanation of the revision requested by the Ci Agreement Rialto, Draft 2 of the Joint Powers Agreement for the East Valley I ning Agency was unanimously adopted by the City Council on motion c Councilman DeMirjyn, seconded by Councilman Martinez, with the Mayc City Clerk authorized to sign in behalf of the City. NEW BUSINESS Ordinance No. 1403, an ordinance of the City of Redlands regulatinc flow of certain wastes into the sewerage system, was given first ri Ordinance of the title and laid over under the rules with second reading set No. 1403 Council meeting of January 6, 1970. Councilman Knudsen described I study that had gone into this ordinance, requested that the study c tee be thanked for their assistance and requested to remain availal further consultation. Attorney Allen Gresham of San Bernardino addressed Council in behal the Pacific Water Conditioning Association and stated that he had received a copy of the ordinance and reviewed it. City Manager Merritt presented a request from the School District t the City furnish irrigation water for the purpose of landscaping pi areas adjacent to school sites to be used for park and recreation I poses . Under present consideration is a four-acre site at the corn Resolution Cypress Avenue and Cajon Street. Following Council discussion, on No. 2791 of Councilman Cummings, seconded by Councilman Knudsen, Resolution Water Rates, 2791, which amends Resolution No. 2551, which established water ral Park Areas charges, adding a paragraph that service will be provided to public owned property which is used exclusively for park and recreation pt charged at the lowest domestic rate established in the current eff( rate structure of water prices within the City of Redlands . Motor unanimously adopted. CITY MANAGER Bid Call The City Clerk was authorized to advertise for bids for widening Et Widening Street from Redlands Boulevard to Brookside Avenue, on motion of Cc Eureka St. man DeMirjyn, seconded by Councilman Martinez . Bid Call The City Clerk was also authorized to advertise for bids on an equi Equipment trailer for the Department of Public Works, on motion of Councilmar Trailer DeMirjyn, seconded by Councilman Knudsen.
