On motion of Cc man DeMirjyn, seconded by Councilman Knudsen, award was made to A- llubbs in the amount of $11, 694.01 . Resolution No. 2 /93, a resolution declaring t e intention to ciosee a portion of Stillman Avenue and alleys in the new Lincoln School complete, set the public hearing for this closure at this time and place. Mayor Burroughs declared the meeting open as a public hearing for any questions Ltion or comments in connection with this closure. None being forthcoming, on 2 301 motion of Councilman DeMirjyn, seconded by Councilman Knudsen , Resolution .ng No. 2801, a resolution of the City Council ordering the work on the Ig closure of Stillman Avenue and alleys connected with the school project, ian was adopted by the following roll_ call votes AYES . Mayor Burroughs explained that a precise alignment has been requested by ;done 3 Flood Control Dis- trict, which now has $100, 000 000 budgeted, in order that the District may proceed to obtain rights-of--way for a permanent.. drain. He briefly review-4 ed previous routes considered for this channel and stated that five years ago effort was made to bring the property necessary under, public owner- ship First to spe=ak was Councilman Knudsen, who presented a two-fold plan; a) the maintaining of the Zanja an its present~ alignment with landowners giving property to the City in order that the Cite, flood Control District' and Soil. Conservation Service could clean out and maintain the channel, (b) installation of a permanent channel by the Army Corps of Engineers lent located immediately south of the Santa Fe and Southern Pacific tracks . Mr. Arthur Sidler of the Zone 3 Flood Control Distract gave a brief his- tory of efforts toward establishing a permanent routing for they drainage channel.; the Flood Control District ' s recommendations of an alignment south of the railroad tracks, consideration of an alignment north of the tracks , rejection of both proposals by the City and adoption in 1966 of the; Sylvan Boulevard alignment. Mr. Sidler also described a proposed by- pass north of the City to the Santa. Ana River, and gave comparative costs ranging :From approximately $1, 500, 000 to $2, 500, 000 for a concrete channeli to carry a 100-year flood in the three locations , with they Sylvan Boule- vard plan being the cheapest and permitting "step-by-step" development . Miss Gertrude Hagum, representing the Save Our Zanja and Sylvan Park Com._ mittee, introduced the following interested citizens who spoke :in favor of locating the permanent channel in other than zanj a - Sylvan Boulevard alignment: Paul F . Mr. Horace Hinckley, Zone 3 Flood Control District, the funds can be used to advantage elsewhere if not used here. Mayor Burroughs thanked all in attendance for their presentations, stated Council action would be taken at the next meeting .
