That the request of the Contemporary Club of Redlands for a Condit
Use Permit in an R-S zone to construct a clubhouse facility at the
west corner of San Mateo Street and Clifton Avenue be denied, for
reason that .it is not the intent of the Commission, Department or
Council to have several large lot developments concentrated in any
neighborhood in the residential. area. On motion cat" Councilman DeM
seconded by Councilman Martinez, Conditional Use Permit No. 1.61 wa
denied by the Citic Council as recommended by the Planning Commissi

Following lengthy discussion, Councilman Cummings moved. that Counc
accept the recommendation of the Planning Commission to establish

rnia. Motion was unanimously adopted by the City Council, a
Councilman DeMirjyn read a prepared statement relating to the removal of
dead orange groves , and recommended that the Zoning Ordinance be revised
to treat the maintaining of dead groves in residential areas as a zone
violation. The staff was requested to prepare this amendment on motion
of Councilman DeMirjyn, seconded by Councilman Knudsen.
Location of Electrical Utilities
Can motion of Councilman DeMirjyn, seconded by Councilman Knudsen, the
City Council unanimously adopted the Planning Commission ' s re:ac;ommeandation
that any new overhead Lines proposed, regardless of size (voltage) , should
be submitted to the City for approval.

City Manager Merritt brought two notices from the Alcoholic Beverage Con- .
trol. Board, one of a person transfer, for can-sale beer at 1.26 E. Redlands
Boulevard, the other a person transfer for Gaff-sale beer and wince at :1-562
North Orange Street, for Council information only.
City Manager Merritt also brought notice of application to they Public
Utilities Commission by the General 'Telephone Company for a rate increase:

Mr . Fred lord spoke concerning the removal of dead orange trees; stated
that fifty-five acres of trees have been removed within the city limits ,-
and
i_mits,and that the work of the Manager ' s office and the City Attorney was appar-
ent as he contacted grove owners . He also observed that absentee. owners
seem unaware of the problem although they have been notified. Mr . Ford.
again expressed his desire to see these groves removed because of the
esthetic problem, and recommended that they be handled in the same manner ,
as the weed abatement. program.

Councilman Cummings brought notice of the Citrus Belt dinner in Chino on
March 25, 1.970 . They will have special displays and events celebrating
their 60th anniversary.
4AGER City Manager Merritt brought a request from the Department of Ptablic
Works for, authorization of an agreement with James M. Montgomery, Con-
sulting Engineers, Inc. , to undertake a study of the cost comparison of

many types of new construction for replacement. The amount of the study
is not to exceed $3, 500. On motion of Councilman Knudsen, seconded by
Councilman Cummings, unanimous Councilor approval was given to the author-
ization of the requested agreement in the specified amount .
