The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend Gene Beezer of the Christian Missionary Alliance.
Mayor Burroughs welcomed a large number of interested citizens in attend-
ance,
The minutes of the regular meeting of February 17, 1970 were approved as

Residential Baldwin Avenue. Following lengthy Council discussion, in which it

Contemporary Club President Mrs . Ernest Richards, of 1333 Farview I
read a letter written to the Contemporary Club by Albert Smiley in
He thanked them for their adoption of Pansy Day celebrating the bii
of the twin patron saints of Redlands on March 17. Mrs. Richards I
requested that the Council join with members of the Club in celebrz
Smiley the twins ' birthday. She stated that pansies will be furnished tbi

out the city, and will be used on all the trays in the Redlands Con
Hospital on March 17 . Mayor Burroughs congratulated Mrs . Richards
this project and assured her that both the Smiley Library and City
abound in pansies on this day, through the courtesy of the Park Del

PLANNING COMMISSION RECOMMENDATIONS

1. C.U.P. No. 161 - Contemporary Club of Redlands
That the request of the Contemporary Club of Redlands for a Conditi
Use Permit in an R-S zone to construct a clubhouse facility at the
west corner of San Mateo Street and Clifton Avenue be denied, for I
reason that it is not the intent of the Commission, Department or
Council to have several large lot developments concentrated in any
neighborhood in the residential area. On motion of Councilman Demi
seconded by Councilman Martinez, Conditional Use Permit No. 161 waE
denied by the City Council as recommended by the Planning Commissic
2. Tentative Map - Tract No. 7069 - Straco of Orange, Calif.
That the tentative map of Tract No. 7069, located at the northeast
of Lincoln Street and Colton Avenue, R-1 zone, be approved subject

Agricultural Preserve - Williamson Act
At this time the Council considered the California Land Conservatic
or Williamson Act, which is a procedure whereby certain productive
cultural land may be placed in what is called an agricultural presE

dead orange groves, and recommended that the Zoning Ordinance be revised
to treat the maintaining of dead groves in residential areas as a zone
violation. The staff was requested to prepare this amendment on motion
of Councilman DeMirjyn, seconded by Councilman Knudsen.
Location of Electrical Utilities
On motion of Councilman DeMirjyn, seconded by Councilman Knudsen, the
City Council unanimously adopted the Planning Commission ' s recommendation
that any new overhead lines proposed, regardless of size (voltage) , shout
be submitted to the City for approval.
LTIONS AND PETITIONS
City Manager Merritt brought two notices from the Alcoholic Beverage Con- 1
trol Board, one of a person transfer for on-sale beer at 126 E. Redlands
Boulevard, the other a person transfer for off-sale beer and wine at 1562
North Orange Street, for Council information only.
City Manager Merritt also brought notice of application to the Public
Utilities Commission by the General Telephone Company for a rate increase

Mr. Fred Ford spoke concerning the removal of dead orange trees; stated
that fifty-five acres of trees have been removed within the city limits;
and that the work of the Manager ' s office and the City Attorney was appar
ent as he contacted grove owners . He also observed that absentee owners
fe seem unaware of the problem although they have been notified. Mr. Ford

again expressed his desire to see these groves removed because of the
esthetic problem, and recommended that they be handled in the same manner
as the weed abatement program.
INESS Mayor Burroughs recommended the reappointment of Mr. George Forsberg for

over the Mayor' s signature requested.
Councilman Cummings brought notice of the Citrus Belt dinner in Chino on
March 25, 1970. They will have special displays and events celebrating
their 60th anniversary.
NAGER City Manager Merritt brought a request from the Department of Public
Works for authorization of an agreement with James M. Montgomery, Con-
sulting Engineers, Inc. , to undertake a study of the cost comparison of
porn various solutions to the problem of the Dearborn Reservoir . Alternates
'voir open are various methods of rehabilitation of the existing facility and
many types of new construction for replacement. The amount of the study
is not to exceed $3, 500. On motion of Councilman Knudsen, seconded by
Councilman Cummings, unanimous Council approval was given to the author-
ization of the requested agreement in the specified amount.

Attorney Smith brought a progress report on the anti-smog campaign wh
Anti-Smog Redlands and many California cities have launched against the auto in

California Will soon .file action against the major automobile manufac
ers, and that the action will be vigorously opposed and vigorously pu
sued.

Fire Girls and their leader, Mrs . Fulmer. The girls presented the Mayor
and the Council with a birthday cake, complete with candles, celebrating
the Camp Fire Girls ' birthday this coming week. Mayor Burroughs congrat-
ulated the girls on the beauty of the cake, which they had made them-
selves, thanked them and said that he and the Council would enjoy partak-
ing.

Commission Review and Approval No. 255 - Parkview Associates
The Council discussed Commission Review and Approval No. 255, as approved
by the Planning Commission, and approved the motion of Councilman
Cummings, seconded by Councilman DeMirjyn, that an addition be made to
drainage requirements that if the land is drained through Ford Park, the
drain be completely enclosed. Councilman Knudsen abstained.
Lot Split No. 420 - Thomas J. Ditchfield
That the requf_-st of Mr. Thomas J. Ditchfield for permission to split prop-
erty located at 106 prospect Street, Lot Split No. 420, be approved sub-
ject to the recommendations of all departments as contained in Planning
Commissioh minutes dated March 10, 1970. Mr. Ditchfield addressed Council
with the request that the improvements be delayed until the surrounding
area was developed. Following discussion, council accepted the proposal
of Councilman DeMirjyn that this request be taken to the Advisory Commit-
tee for consideration and a report brought to the next Council meeting.
Councilman DeMirjyn presented a plan for the redevelopment of the down-
town area as both commercial and residential. He recommends stores and
shops on the ground floor, with apartments above, in three-story build-
�pment ings, and suggests that restaurants , grogery stores and other businesses
would thrive in such an area. He discussed retaining the uniqueness of
the city and still obtaining maximum use of the land in a manner sup-
ported either by Federal funds or on a cooperative basis . Council sug-
gested it be presented to the Planning Commission.
1MMISSION RECOMMENDATIONS
Councilman Cummings reported that the Park Commission had held a budget
session and concurred with the budget as presented by Park Department
Superintendent Dawson.
CATIONS
Mayor Burroughs announced that the Communication Workers of America mem-
bers in Redlands are going to stage a week-long "get out the vote', just
prior to the City election. Council expressed appreciation of this gen-
erous contribution by this group.
Councilman DeMirjyn gave a brief report on the progress of the East Valle)
Planning Agency, and stated that they are studying joint powers agree-
ments between cities and County relating to water and sewer services.
Manager Merritt briefly mentioned studies for financing projects in the
core area. He stated that Stone and Youngberg had been contacted; meth-
ods of State and Federal financing investigated, and that studies would
continue toward presentation of a resume of available material.
Manaaer Merritt stated that the Redlands City Employees Association and
