ABSENT None
Fire Girls and their leader, Mrs . Fulmer. The girls presented the Mayor
and the Council with a birthday cake, complete with candles, celebrating
the Camp Fire Girls ' birthday this coming week. mayor Burroughs congrat-
ulated the girls on the beauty of the cake, which they had made them-
selves, thanked them and said that he and the Council would enjoy partak-
ing.
The minutes of the regular meeting of March 3, 1970 were approved as sub-
mitted.

Commission Review and Approval No. 255 - Parkview Associates
The Council discussed commission Review and Apixoval No. 255, as approved )
by the Planning Commission, and approved the motion of Councilman
Cummings , seconded by Councilman DeMirjyn, that an addition be made to
drainage requirements that if the land is drained through Ford Park, the
drain be completely enclosed. Councilman Knudsen abstained.
LotSplitNo. 420 - Thomas J. Ditchfield
That the requpst of Mr. Thomas J. Ditchfield for permission to split prop-I
erty located at 106 Prospect Street, Lot Split No. 420, be approved sub-
ject to the recommendations of all departments as contained in Planning
Commission minutes dated March 10, 1970. Mr. Ditchfield addressed Council
with the request that the improvements be delayed until the surrounding
area was developed. Following discussion, Council accepted the proposal
of Councilman Demirjyn that this request be taken to the Advisory Commit-
tee for consideration and a report brought to the next Council meeting.
Councilman DeMirjyn presented a plan for the redevelopment of the down-
town area as both commercial and residential . He recommends stores and
shops on the ground floor, with apartments above, in three-story build-
)pment ings, and suggests that restaurants, groVery stores and other businesses
would thrive in such an area. He discussed retaining the uniqueness of
the city and still obtaining maximum use of the land in a manner sup-
ported either by Federal funds or on a cooperative basis . Council sug-
gested it be presented to the Planning Commission.
)MMISSION RECOMMENDATIONS
Councilman Cummings reported that the Park Commission had held a budget
session and concurred with the budget as presented by Park Department
Superintendent Dawson.
:CATIONS
Mayor Burroughs announced that the Communication Workers of America mem-
bers in Redlands are going to stage a week-long "get out the vote" just
prior to the City election. Council expressed appreciation of this gen-
erous contribution by this group.
Councilman Demirjyn gave a brief report on the progress of the East Valle)
Planning Agency, and stated that they are studying joint powers agree-
ments between cities and County relating to water and sewer services.
Manager Merritt briefly mentioned studies for financing projects in the
core area. He stated that Stone and Youngberg had been contacted; meth-
ods of State and Federal financing investigated, and that studies would
continue toward presentation of a resume of available material.
Manaqer Merritt stated that the Redlands City Employees Association and

A request from the League of California Cities that each citizen re
promptly to the census questionnaires which will be delivered on of
March 28.
A notice of Proposition 7 on the June 2 ballot, which will raise tl
limit of interest the state can pay on general obligations to 7% ar
facilitate sale of bonds which have heretofore been voted by the p(
and remained unsold.
An announcement from William D. Creech, Senior Public Health Sanitz
San Bernardino County, stating that a 2,-day:.-sanitation.-.seminarwill
on March 19 and March 26 to promote more wholesome eating establisl
and also announcing the week of March 16, 1970 as Sanitation Educat
Week in Redlands.
Mayor Burroughs brought an invitation to Council to visit the open]
San Bernardino Redevelopment Agency' s "Mini-mall" on March 20, 197C
UNFINISHED BUSINESS
Planning Director Schindler brought a progress report on studies re
to establishment of agricultural preserves Within the City, present
Agricultural maps of proposed areas and listed recommendations from the County I
Preserves ning, County Agricultural and County Counsel Departments. Followir
cussion, Council set April 7 at 7: 00 P.M. for the public hearing or
matter.
NEW BUSINESS
Resolution Resolution No. 2805, a resolution of the City Council ordering the

Director of Public Works Shone described the proposed first undergi

hearing of this matter be set. Council set the hearing date for Al
1970 and ordered advertisement of this time.
At the request of City Manager Merritt authorization for the purcha
a parcel on the northeast corner of Citrus and University, for $1, 3
was unanimously approved on motion of Councilman Cummings, seconded
Councilman DeMirjyn.
On motion of Councilman Cummings, seconded by Councilman Martinez,

Attorney Taylor spoke concerning the suit against the City relative
the denial of a permit for a sign at 232 Cajon Street, and stated t
Before adjournment, Mr. Sam Sewall, 419 Summit Avenue, a C ouncil candi-
date in the coming election, addressed Council expressing appreciation
for a recently held briefing of Council candidates arranged by the City
Manager, in which each department head described the operation of his
department and answered candidates ' questions concerning areas under his
direction. Mr . Sewall stated that the presentation was most constructive

adjourned on motion at 8: 30 P.M.
