Hein, Redlands Daily Facts None The meeting was opened with the pledge of allegiance, followed by the invocation by Chaplain 0. Dean Nelson of the University of Redlands. The minutes of the regular meeting of March 17, 1970 were approved with the change in Planning Commission Recommendations, Commission Review and Approval No. 255, "Councilman Knudsen abstained from voting, " Mayor Burroughs introduced Mr. David Burke, City Attorney of Beaumont, who is sitting in Mr. Taylor ' s place this evening for the Council meeting At this time Mayor Burroughs presented a certificate of appreciation for 23 years of loyal and faithful service to the City of Redlands to retirinci icate Assistant Fire Chief Max Taylor. Mayor Burroughs spoke of his 40-year iation friendship with Mr. Taylor, emphasized that Mr. Taylor had had a great influence within the City of Redlands, and wished Mr. and Mrs . Taylor many years of happiness in retirement. The Council then came down and each shook Mr. Taylor ' s hand. EARINGS As this was the time and place advertised for public 'hearing on the estab- lishment of Underground Utility District No. 1, Mayor Burroughs declared the meeting open as a public hearing for any comments or questions con- cerning this underground utility district. Prior to opening the meeting Mayor Burroughs explainE the Council and City Attorney Taylor agreed that the new Council wt; Agricultural will be elected on April 14 will be working under this decision; ar Preserves should be the ones to make it. For this reason it is recommended t the public hearing be opened and then be adjourned to the meeting c April 21 . Mayor Burroughs then declared the meeting open as a publ hearing . on motion of Councilman Knudsen, seconded by Councilman C Council unanimously adjourned this public hearing to the evening ME of April 21, 1970. ORAL PETITIONS Mr. Jerry Hanson of 220 South Buena Vista Street addressed Council behalf of the Masonic Lodge of Redlands, and stated that April 20 - will be celebrated as Public Schools Week. He invited the Council the candidates to attend a dinner on April 20 in Terrier Hall celeb Public Schools Week. PLANNING COMMISSION RECOMMENDATIONS As considered by the City Council at a regular meeting thereof held 7, 1970 at 3: 00 P.M. Present; Councilmen Martinez, Cummings, DeMirjyn, Knudsen, Mayor Burroughs, City Attorney Taylor 1. R.P.C. No. 317 - Zone Change No. 116 - Brookside Park That R.P.C. No. 317, a resolution of the Planning Commission for ad of Zone Change No. 116 - creating a change of zone from R-2-3000 (N tiple Family Residential) District to R-2-2000 (Multiple Family Res tial) District for 9. 3 acres of land located at the southeast corne Barton Road and Bellevue Avenue - be approved. on motion of Counci DeMirjyn, seconded by Councilman Cummings, the recommendation of th Planning Commission was adopted by the City Council, and ordinance 1408, an ordinance to establish said Zone Change No. 116, was given reading of the title and laid over under the rules with public hear thereon set for April 21, 1970 at 7: 00 P.M. 2. R.P.C. No. 318 - Amendment No. 91 to Ordinance No. 1000 That R.P.C. No. 318, Amendment No. 91 to Zoning ordinance No. 1000 Section 46. 30 Agricultural Groves in All Zones - be approved. Foll discussion and clarification by Attorney Taylor, on motion of Counc DeMirjyn, seconded by Councilman Knudsen, R.P.C. No. 318 was adopte the City Council. ordinance No. 1407, an ordinance of the city of Redlands, was given first reading of the title and laid over under rules with public hearing thereon set for April 21, 1970 at 7: 00 P. TRAFFIC COMMISSION RECOMMENDATIONS At the regular meeting of the Traffic Commission on March 19, 1970 following recommendation was submitted for Council consideration: SECTION ONE: Pursuant to Article 676, Section 67603 of the Redland Traffic ordinance: Resolution 1. C C AT I ONS Councilman Knudsen read a letter from Mrs . Marvin Duncan, Chairman of the Public Affairs Committee of the Y.W.C.A. containing several suggestions for making the bus routes better known throughout the city. Councilman DeMirjyn recommended that the bus routes be printed in Spanish and that some Spanish language information be included over the local radio describing the bus service. Both suggestions were referred to the City Manager' s office for develop- ment. Mayor Burroughs announced the coming City-County Coordinating Committee dinner to be held on April 22 at the Redlands Country Club, at which Redlands will be host. Mr. DeMirjyn has offered to supply entertainment for that evening at no cost to the City. >INESS Resolution No. 2807, a resolution of the City Council authorizing an _ution agreement for installation of water line through the Atchison, Topeka and 2807 Line Santa Fe Railway Company right-of-way, with the Mayor and City Clerk authorized to sign in behalf of the City, was unanimously approved on motion of Councilman DeMirjyn, seconded by Councilman Knudsen. City Manager Merritt described some of the background regarding construc- tion of the peripheral canal which will transport water around the delta of the Sacramento and San Joaquin Rivers, and explained that it is essen- _ution tial to the state water project. Following discussion, on motion of 2808 >heral Councilman DeMirjyn, seconded by Councilman Cummings, the Council unani- mously adopted Resolution No. 2808, which supports the construction of the peripheral canal, and ordered copies of this resolution be sent to the Governor and some State Senators . SAGER Mr. Merritt reported that the house demolition item on the agenda is now being taken care of by a private firm. City Manager Merritt requested authorization to appropriate and expend funds which have been made available from the California Airport Assist 'rt ance Revolving Fund to assist in the Mood control work on the north side c of Redlands Municipal Airport. Following discussion, on motion of Coun- cilman Cummings, seconded by Councilman Knudsen, the Council authorized appropriation and expending of funds in the amount of $17, 050 for flood protection at the airport. The following grant deeds were accepted, with the City Manager authorized to execute the certificates of acceptance in behalf of the City: From Art Gill to the City for street and alley right-of-way purposes, on motion of Councilman DeMirjyn, seconded by Councilman Martinez.
