The meeting was opened with the pledge of allegiance, followed by
,invocation by Reverend. Harry G. Suttner of the Congregational Chur
Before Mayor Burroughs began the regular agenda, City Attorney ":Pal
requested the floor to makes two presentations from the Council to
their heartfelt appreciation.. Mr . Taylor read a resolution honori
Waldo Burroughs for dedicated service both as a Councilman and as
over the past twelve year's . Mr. "Taylor also presented Mayor Burrc
with a plaque of: the City sea]_ with his bears of service inscribe6

their gratitude for the service of Mayor Burroughs . After a stand

his pleasure in serving the citizens of Redlands, in working with
Council and with the dedicated City Manag er, department heads,, anc
ployees of the City of Redlands .
City Attorney Taylor then called on Vice Mayor Norman Martinez and
that the combined years of service of Mr. Martinez and Mr . Burrouel
added to twenty-five years, which was indeed a noteworthy length c
He read as .resolution honoring Mr'. Martinez for his devoted service
Council. Mr. Taylor, then presented Mr. Martinez with. the City emb
Mr. Martinez thanked all the Council, expressed appreciation for h
served with them, congratulated the winner's and wished them well o
new duties .
At this time Mayor Burroughs welcomed the very large number of pea
attendance, stated that this was the largest group ever to attend
Council meeting, and added that he hoped that this would open up as
era of citizen participation in the Council meetings .
The minutes of the meeting of April 7, 1070 were approved as submi

RESOLUTION NO. 2810
A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF REDLANDS ,
CALIFORNIA, RECI'T'ING THE F'AC'T OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF RED DS ON THE 14th DAY
OF APRIL, 1970, DECLARING THE RESULT THEREOF' AND SUCH
OTBER MATTERS AS ARE PROVIDED BY LAW
WHEREAS , a regular general municipal election was held and conducted
in the City of Redlands , County of San Bernardino, State of Ca1__ifornia,on
Tuesday, the 14th day of April, 1970, as required by law; and
WHEREAS , notice of said election was duly and regularly given in
time, form and manner as provided by law; that voting precincts were prop-�
erly established; that election officers were appointed and that in all
respects said election was held and conducted and the votes cast thereat,
received and canvassed and the returns made and declared in time, forma
and manner as required by the provisions of the Flections Code of the
State of California for the holding of elections in cities; and
WHEREAS , pursuant to Resolution No. 2 305 adopted. the 17th day of
March, 1.970, the City Clerk of the City of Redlands canvassed the returns
of said election and has certified the results to this City Council, said ,,:
results are received, attached and made a part hereof as "Exhibits A. "
NOW, THEREFORE, THE CITY COUNCIL OF THE CI`T'E'' OF REDLA DS , CALIFORNIA,'
DOES RESOLVE AS FOLLOWS :
SECTION 1. That there were 25 voting precincts established for the
purpose of holding said election consisting of consolidations of the
aat.ion regular election precincts" in the City of Redlands as established for the

That the whole number of absent voter ballots cast in. said C:s"..ty was 1.1.0,
making a total of 6, 402 voter cast in said. City.
SECTION 4. That the names of persons voted for at said election for '

SECTION 5. The Catty Council. does declare and determine that.:
Charles G. DeMirjyn was elected as Member of the City Council of
said City for the full term of four. years ;
Samuel S . Sewall was elected as Member of: the City Coa.ancil of saai cl
City for the fall term of four years;
deliver to each of such persons so elected a Certificate of EIectJ
signed by her and duly authenticated,- that she shiall also administ
eachPerson elected, the Oath of office prescribed in the State C(
tution of the State of California and shall. have them subscribe tT
and file the same in her, office. Whereupon, each and all of said
persons so elected shall be inducted into the respective office t,
which they have been elected.
SECTION 8. That the City Clerk shall certify to the passage
adoption of this resolution; shall. enter the same in the book of
Resolutions of said City; and shall make a minute of the passage
adoption thereof in the records of the proceedings of the City Co,
of said City, in the minutes of the meeting at which the same is
and adopted.

At this time Mayor Burroughs and Vice Mayor Martinez rose, shook,
with the other members of the Council-, and moved to the audience.
Installation elected Councilmen Samuel S . Sewall and Ellsworth E. Miller came
and City Attorney Taylor administered the oath of office to them
Councilman DeMirjyn. They also received certificates of election
rented by the City Clerk, and were seated for organization of Cou.
The new officers were seated, and the next or-der of business was
election of the Mayor for the next two years . City Clerk Moseley
the Council -to order and asked for nominations for Mayor'. Summar
the work done by Councilman DeMirjyn during the past four years,
cilman Knudsen placed his name in nomination. This was seconded
organization Councilman Sewall, who then placed in nomination the name of Coun
of Cummings . This was seconded by Councilman Miller. On motion of

Cummings, three votes; Councilman DeMirjyn two votes . City Clerk
Moseley then stated that the next order of business was the elect
Vice Mayor for two years , and stated that nominations were in ord
Councilman Miller, nominated Councilman DeMi,rjyri for Vice Mayor. I
Cummings seconded. Mr. DeMirjyn was elected vice Mayor by unanim,
oral vote. City Clerk Moseley then passed the gavel to Mayor Cum.,
Mayor Cummings thanked the members of the Council for the pi
serving as Mayor, pledged to give 'his best efforts J.,n fostering a
city, programs for the people, stated that all- Councilmen were he
try to do those things which the citizens want done, and outlined

Public hearing on agricultural preserves was tabled from the meeti.
April 7, 1970 to this time in carder that the new Council might est
the area and regulations for, the handling of this matter. Mayor C
again declared the meeting open as a public hearing to hear any qu
or comments relative to agricultural preserves . Mr. Dave Waters o
San Jacinto Street addressed the Council opposing establishment of
cultural- preserves, and listed several reasons . Mr. Dick Rees and
Agricultural Ernest Larsen both spoke in favor of formation of agricultural pre
Preserves Following explanations by Mr. Schindler and City Attorney Taylor as

COMMISSION RECOMMENDATIONS
At the regular meeting of the Traffic Commission on April 1.6, 1979 the
following recormnendations were submitted for Council consi.derat ou:
SECTION' ONE: Pursuant to Article 676, Section 67603 of the Redlands
Traffic Ordinance:
1 . Establish stop signs, replacing yield signs, to stop northbound acid
southbound traffic on Monterey Street at intersection with Cedar:.
.ut: on Avenue.
281.1 SECTION TWO: Pursuant to Article 677, Section 67704 (a) of the, Redlands
.ic Traffic ordinance.
1. Place proper signs and/or curb markings to prohibit parking on the
east side of Ninth Street between estate Street and Citrus Avenue.
SECTION THREE: Pursuant to Article 677, Section 677019 (a) of the
Redlands Traffic Ordinance:
1 . Establish a two hour parking limit on the west side of Ninth Street
between State Street and Citrus Avenue.
Following explanation by Chief of :Police Graefe, on motion of Cou.n ilman
Knudsen, seconded by Councilman DeMi_rjyn, the above recoiTaneridations were
approved, and Resolution No , 2811 establishing these changes unanimously
adopted by the City Council .
At this time Mr . Perry requested that the meters be removed between
your
Third and Fourth Street on West State and the space be used for two-hour

parking. This request was referred to the staff and will be taken to
the Board of Parking Place Commissioners by Mr . John Wagner.

seconded by Councilman Sewall.
Following explanation by City Manager Merritt, Council unanimously

placing him under the City' s insurance for State Compensation.
Council thanked Mr. Taylor for his presentations early in the even
