ABSENT None
The meeting was opened with the pledge of allegiance, followed by
invocation by Reverend Harry G. Suttner of the Congregational Churl
Before Mayor Burroughs began the regular agenda, City Attorney Tay,
requested the floor to make two presentations from the Council to i
their heartfelt appreciation. Mr. Taylor read a resolution honorij
Waldo Burroughs for dedicated service both as a Councilman and as I
over the past twelve years . Mr. Taylor also presented Mayor Burros
with a plaque of the City seal with his years of service inscribed

brought a framed scroll signed by all of the city employees express
their gratitude for the service of Mayor Burroughs . After a stand,

his pleasure in serving the citizens of Redlands , in working with
Council and with the dedicated City Manager, department heads, and
ployees of the City of Redlands.
City Attorney Taylor then called on Vice Mayor Norman Martinez and
that the combined years of service of Mr. Martinez and Mr. Burroug]
added to twenty-five years, which was indeed a noteworthy length o
He read a resolution honoring Mr. Martinez for his devoted service
Council. Mr. Taylor then presented Mr. Martinez with the City emb,
Mr. Martinez thanked all the Council, expressed appreciation for hi
served with them, congratulated the winners and wished them well of
new duties.
At this time Mayor Burroughs welcomed the very large number of peol
attendance, stated that this was the largest group ever to attend
Council meeting, and added that he hoped that this would open up a
era of citizen participation in the Council meetings .

RESOLUTION NO. 2810
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS ,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF REDLANDS ON THE 14th DAY
OF APRIL, 1970, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY LAW
WHEREAS , a regular general municipal election was held and conducte
in the City of Redlands, County of San Bernardino, State of California,on
Tuesday, the 14th day of April, 1970, as required by law; and
WHEREAS, notice of said election was duly and regularly given in
time, form and manner as provided by law; that voting precincts were prop-
erly established; that election officers were appointed and that in all
respects said election was held and conducted and the votes cast thereat,
received and canvassed and the returns made and declared in time, form
and manner as required by the provisions of the Elections Code of the
State of California for the holding of elections in cities; and
WHEREAS , pursuant to Resolution No. 2805 adopted the 17th day of
March, 1970, the City Clerk of the City of Redlands canvassed the returns
of said election and has certified the results to this City Council, said
results are received, attached and made a part hereof as "Exhibit A. "
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDLANDS, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. That there were 25 voting precincts established for the
purpose of holding said election consisting of consolidations of the
.ution regular election precincts in the City of Redlands as established for the
2810 holding of state and county elections .
, I SECTION 2. That said regular general municipal election was -held fox
.Ion the purpose of electing the following officers of said City as required
is by the laws relating to cities in the State of California, to wit:
Three Members of the City Council of said City for
the full term of four years.
SECTION 3. That the whole number of votes cast in said City (except
absent voter ballots) was 6, 292.
That the whole number of absent voter ballots cast in said City was 110,
making a total of 6,402 votes cast in said City.
SECTION 4. That the names of persons voted for at said election for
Member of the City Council of said City are as follows:
Charles G. DeMirjyn
Norman N. Martinez
Arthur L. Anderson
Bert P. Marcum
Jose Danny Martinez
Julio Y. Martinez
Ellsworth E. Miller
Sam Sewall
That the number of votes given at each precinct and the number of
votes given in the City to each of such persons above named for the res-
pective offices for which said persons were candidates were as listed in
Exhibit "A" attached.
SECTION 5. The City Council does declare and determine that:
Charles G. DeMirjyn was elected as Member of the City Council of
said City for the full term of four years.-
Samuel S . Sewall was elected as Member of the City Council of said
City for the full tdrm of four years;

deliver to each of such persons so elected a Certificate of Electi
signed by her and duly authenticated; that she shall also administ
each person elected, the Oath of office prescribed in the State Co�
tution of the State of California and shall have them subscribe th
and file the same in her office. Whereupon, each and all of said
persons so elected shall be inducted into the respective office tc
which they have been elected. '
SECTION 8. That the City Clerk shall certify to the passage
adoption of this resolution; shall enter the same in the book of c

Cummings seconded. Mr. DeMirjyn was elected Vice Mayor, by unanimo
oral vote. City Clerk Moseley then passed the gavel to Mayor CuMH
Mayor Cummings thanked the members of the Council for the privileg
serving as Mayor, pledged to give his best efforts in fostering a
city, programs for the people, stated that all Councilmen were her

1407 was adopted on motion of Councilman DeMirjyn, seconded by Cour
man Knudsen, with waiver of the reading of the ordinance in full, t
following roll call vote:

ABSENT: None
Public hearing was also advertised for this time and place for Orth
No. 1408, an ordinance of the City of Redlands for a change of zone
Ordinance R-2 to R-2-2000 for 9 acres of land at the corner of Barton Road ar
No. 1408 Bellevue Avenue, Zone Change No. 116 . Mayor Cummings again declarE

Public hearing on agricultural preserves was tabled from the meetir,
April 7, 1970 to this time in order that the new Council might esta
the area and regulations for the handling of this matter. Mayor Cu
again declared the meeting open as a public hearing to hear any que
or comments relative to agricultural preserves. Mr. Dave Waters of
San Jacinto Street addressed the Council opposing establishment of
cultural preserves, and listed several reasons. Mr. Dick Rees and
Agricultural Ernest Larsen both spoke in 'favor of formation of agricultural Pres

Airport approved the hiring of Col. Paul Fotjik as liaison between the Manz
