Peterson Company Arcadia, California Total $181, 517.00 It is the recommendation of the Department of Public Works that the low qualified bid, meeting all specifications , of the Brutoco Engineering Company be awarded this contract. Following discussion, on motion of Councilman Sewall, seconded by Councilman Miller, the City Council awarded the bid for the construction of the San Timoteo Canyon Road bridge to Brutoco Engineering and Construction, Inc. , of Covina, Califor nia, in the amount of $140, 520. 70 . .EARINGS This being the time and place advertised for the public hearing on Ordi- rance No. 1413, an ordinance of the City of Redlands amending the Redlands ordinance Code for the purpose of adopting the 1970 Edition of the Uniform Building Code for the City. Vice Mayor DeMirjyn at this time declared the meeting open as a public hearing for any comments or ques- .nce tions concerning this ordinance. None being forthcoming, the public 413 hearing was declared closed and ordinance No. 1413 was adopted on motion ng of Councilman Miller, seconded by Councilman Sewall, with waiver of the reading of the ordinance in full, by the following roll call vote: AYES : Councilmen Knudsen, Miller, Sewall, Vice Mayor DeMirjyn NOES- None ABS EY.P: Mayor Cummings Public hearing was also advertised for this time on Ordinance No. 1414, an ordinance of the City of Redlands establishing Zone Change No. 117 . Vice Mayor DeMirjyn again declared the meeting open as a public hearing .nce for any questions or comments concerning this ordinance. Conditional Use Permit No. 164 - Ioannis and Carol Arabatzis That the request of Mr. and Mrs . No. 325, Resolution No. 2828, a resolution of the City Council adopting I ment No. 13 to the General Plan, was authorized for public heari August 18, 1970 at 7: 00 P.M. Following this presentation by Mr. Gordon Binder, who did Phase summer and has completed Phase II of this study, Council congrat him on the thoroughness of his work, and stated that this was inc real contribution toward the improvement of the housing situatic Redlands . 3 . Tentative Map - Tract No. 7110 - W. R. Buster That the tentative map of Tract No. 7110, located at the sotithez ner of Highland Avenue and Ford Street - R-S Zone - be approved to all departmental recommendations as contained in Planning Con minutes dated July 28, 1970, and adding Planning Department recc tion No. 5: An agreement to be reached between the City and dei guaranteeing that the transplanted palms shall remain live treeE replaced; and with the additional Council requirement that the c groves be removed in ninety days or be maintained in a healthy c ductive condition and cared for in accordance with the customari cultural practices in the community. on motion of Councilman Mi seconded by Councilman Knudsen, the recommendation of the Planni mission was adopted by the City Council. 4 . Tentative Map - Tract No. 8124 - Arthur Gregory, Jr. The resubmission of Tentative Tract Map No, 8124 was tabled for weeks by mutual agreement of the Council and engineer for the al in order that a study may be made of the possibility of preserv-- existing rock wall. 5. Commission Review and Approval No. 261 - Brookside park No. 1 Although no Council action is required following this Commissiox and Approval applicant appeared before Council and requested pei to appeal this C.R.A. at the next Council meeting. Approval was by Council . 6. Tract No. 8166 - Lewis Homes Final Approval All provisions as contained in Council minutes dated October 7, having been complied with, it is the recommendation of the Plani Department that final approval be given for Tract No. 8166. on of Councilman Knudsen, seconded by Councilman Miller, the recomr tion of the Planning Department was adopted by the City Council , COMMUNICATIONS Councilman Sewall. mentioned several letters he had received frol interested in the resolution pertaining to students participatii Council assistants to councilmen which will be returned to the agenda of Assistants next Council meeting . Councilman Sewall requested that any coma the Department of Public Works had prepared the documents for the prop- erty to be donated to the City in connection with cleaning of the ganja. Mr. Knudsen also stated that engineering firms had been contacted con- cerning proposed studies of the relative costs of the alignment of the Zanja, and that more information will be brought to Council following study of the proposals by the Department of Public Works . AGER City Manager Merritt presented Resolution No. 2828, which is a resole do of the City Council authorizing the Department of General Services of tion the State of California to purchase certain items . This was prepared in 2828 connection with the purchase of six emergency police vehicles by the se Office of Procurement of the Department of General Services of the State es of California. Following discussion, on motion of Councilman. Miller, seconded by Councilman Knudsen, Resolution No. 2828 was adopted by the City Council . Manager Merritt brought to Council a request for a 6-inch water connec- tion at 21,30 Mentone Boulevard for a mobile home park. The Department E? of Public Works states that the application is an approved and conform- ing land use, the existing water facilities are adequate, the applicant e has agreed to sign the required annexation agreement and pay the water stock and connection fees , and recommends approval of this request. Following discussion, on motion of Councilman Miller, seconded 'by Coun- cilman Knudsenj authorization was given to furnish outside-of-city water service at the stated address . Manager Merritt presented a fall-down claim against the City. Following discussion, on motion of Councilman Miller, seconded by Councilman Knudsen, the claim was denied in the routine manner and referred to the City' s insurance carrier. Council informally discussed air pollution, the various publicity con- nected with this , including the Price report and the meeting today of the City-County Coordinating Committee, which considered, the matter . Councilman Miller reported that the APCD, in the event of a smog alert, will notify the schools and hospitals and that a telephone number in Redlands will be available for citizens wishing to have smog predictions City Manager Merritt corrected a misinterpretation which appeared in the newspaper recently stating a water shortage existed in Redlands . The problem concerned delivery of water to higher elevations . City Attorney Taylor briefly reported on the status of the suit of California cities against the automobile industry concerning air pollu- tion control.
