The meeting was opened with the pledge of allegiance, followed b,
invocation by Reverend Father Ricardo Meza of St. Mary' s Church.
Mayor Cummings thanked Father Meza for having the city Council al
time and introduced the following City employees present in the
audience: John Shone, Director of Public Works; Police Chief Rol
Graefe; Planning Director W. C. Schindler, Gordon Binder; Chief
Librarian Phyllis Irshay; Personnel Assistant, Peggy Hooks; Dire(
Building and Safety Robert Mitchell; Director of Finance H. L. A]
and Administrative Assistant John Wagner. Mayor Cummings also ii
duced the City Clerk, Peggy Moseley; the Deputy City Clerk, Alic4
and Redlands Daily Facts representative Hein.
The minutes of the regular meeting of August 18th were approved i
mitted.
Mayor Cummings announced to the approximately 90 people in the al
that the regular Council meetings are the first and third Tuesdal
each month at 7: 00 P.M. for the regular agenda and 3:00 P.M. for

Mr. William Simader of 1643 Orange Street read a letter from the

Mrs . Jovita Garcia of 710 West Sun Avenue asked if the City chec)
unlicensed dogs, and was assured that owners of dogs which are ui
licensed will be fined.
Mrs . T. L. Kelly of 1576 Lassen Street itquired concerning the pj
of the installation of the light (traffic signal) at San Bernard:
Orange Streets , and was told that the present delay is caused by
unavailability of a controller device. Mrs . Kelly was told by Mj
Shone that the probable date of installation is January, 1971.
Mrs. Lenore Jimenez of 701 Baldwin Avenue requested a temporary
adjacent to her property which is used by teenage boys for drinking,
smoking, and glue-sniffing.
Mr. Sam Coyazo of 939 Calhoun Street reported having been robbed twice
recently. Chief Graefe acknowledged that robbery is the number one
crime presently in the United States, and added that a successful deter-
rent was cooperation between the neighbors in watching each other' s
property. Chief Graefe stated that this type of surveillance of an area
proved very satisfactory in many cities.
Father Meza of 1005 Columbia Street requested additional police protec-
tion on the north side due to the break-ins, muggings and other problems
He stated that five to ten more policemen would be desirable. City
Manager Merritt explained to Father Meza the problem of funds for addi-
tional personnel. Mr. Merritt added that the $90, 000 to $100, 000 neces-
sary for ten additional police is not available in the present city tax
rate as allowed by State Law. City Manager Merritt stated that the city
now pays 1million dollars per year for police and fire protection.
Mrs . McArthy of 927 Washington Street requested sidewalks on Texas
Street at Stuart Street, and also signs to be placed in the downtown
area to keep children with bicycles off the sidewalks.
Mr. Sal Gonzales of 6th Street brought to Council attention the need for
sidewalks on Texas Street between Brockton and Tribune, and also the
problem of poor lighting. Mr. Gonzales also recommended a four-way stop
at 6th and Colton to stop the traffic on Colton Avenue. This matter was
referred to the Traffic Commission.
Mr. Julio Martinez of 1128 East Lugonia requested clarification of the
gas tax expenditures and a brief summary was given by Mr. Shone of the
areas in which this money is permitted to be spent.
Mrs . Florence Coleman requested a progress report on the solution of
removal of dead orange groves and was told by City Attorney Taylor that
he had filed four complaints in court this morning, and more would fol-
low.
The proposed Long-range Capital Improvement Program was briefly explaine4
to Mr. A. Medina and Mr. Ted Cortez. This is a guide set up by the city
as required by both state and federal governments . This program will be
considered by the City Council at its meeting of September 15th.
Mr. Philemon Diaz of 1548 Lassen Street requested a clarification of the
expenditure of the Park and Recreation Commission funds to which Coun-
cilman Sewall and Councilman Knudsen spoke briefly. Mr. Diaz also
requested that the 9. 2 acres adjacent to the community ball field be
developed as soon as possible. Mr. Simader also spoke to this point and
urged that at least trees be planted at this time.
An executive meeting of the Citrus Belt Division on Thursday
August 27, to prepare resolutions for presentation to the Lc
meeting in October.
The Victorville County Fair with the Mayors ' Cookoff on Satt
August 29.
The new teachers ' luncheon on Wednesday, August 26.
The cutting of the ribbon of the Audiovisual opening on Frit
at 9::00, September 11.
The Mexican-American celebration on September 12.
City Manager Merritt announced the receipt of $6,861. 38 from the
Officers Training Fund, as reimbursement to the city for traininc
by the Redlands officers in certified courses given under the Pez
Officers ' Standards and Training Program. Mr. Merritt added that
was the largest amount received by the city �n any year.
City Manager Merritt presented a request from Larry Hendon, Chaii
the Environmental Conference held in February, 1970, which was j(

Authorization was given for a letter of congratulations to Jack I
for promotion to Police Lieutenant, and recognition as Service C1
president.

Following discussion of a proposed study to assist the City Counc
finalizing their decision for the location of the Zanja, on motic

Councilman Knudsen introduced Mrs. Patricia Schuermann, who presE

Zanja. " Councilman Knudsen thanked Mrs. Schuermann for her work.
Vice-Mayor DeMirjyn requested a study be made of the feasibility

Deaton, the owner, was receiving approximately $155. 20 per month for
t management expense cost, which is considered reasonable. Mr. Wagner
added that if the revenues continue to increase a slight reduction of
ce city payments might be appropriate, but recommended that no change be
made in the bus payments at this time. The Council thanked Mr. Wagner
for his report, and a motion by Councilman Miller, seconded by Council-
man DeMirjyn, voted to make no change in the arrangements concerning the
bus at the present time. This matter will be reviewed at the end of
December 1970.
City Manager Merritt reported on a training program for adults under the
direction of the State Department of Human Resources . Those trained wil'
be residents of Redlands, will work forty hours per week for thirteen
ing weeks, or twenty-six weeks; the salary, insurance and other costs of the
am training will be paid by the state. Mr. Merritt stated that the city is
in a position to accept 15 trainees . Following discussion, on motion of
Councilman DeMirjyn, seconded by Councilman Miller, authorization was
given for the City Manager to sign this agreement for this program in
behalf of the city.
Manager Merritt reported a request from the City of Ontario for the serv-
ices of one fire prevention officer to work in the City of Ontario on
Sunday, September 6. Following explanation, on motion of Councilman
Miller, seconded by Councilman DeMirjyn, the City Manager was authorized
to sign this agreement with Ontario on behalf of the city.

Councilman Sewall read, in its entirety, a proposed resolution whereby
the City Council would meet in special session for the purpose of review-

of each department of the city administration. Following discussion,

veness nel session. There was no second to this motion. Following further dis
cussion, on motion of Councilman Sewall, seconded by Councilman Miller,
the resolution was tabled to the next meeting, September 1, 1970.
City Attorney Taylor read Resolution 2833, a resolution of the City of
Redlands commending the Redlands "Meals on Wheels" , and expressing ap-
ution preciation to President Gertrude Hagum, vice-president William Simader,
on Vice-president Reverend Henry W. Keane, Secretary Dr. Alvin T. Fishman,
