The meeting was opened with the pledge of allegiance, followed b,
invocation by Mayor Jack B, Cummings.
Minutes of the adjourned regular meeting of August 25 were appro,
with the following change: Page 2, Paragraph 3, the word "light'

PARK COMMISSION RECOMMENDATION
Councilman Sewall brought a request from the Park Commission that
subdivision ordinance be amended to require details of of trees,

TRAFFIC COMMISSION RECOMMENDATION
At the regular meeting of the Traffic commission on August 20, 11.

Captain Warren Elliott explained that the Traffic Commission had
vote on these items and that he had cast the vote which broke the

on Orange Street.
Director of Public Works Shone presented a large diagram showing the
pattern of traffic accidents in the downtown area during the past year,
and stated that there have been*1800 accidents and that they have been
primarily striking parked vehicles or people alighting from parked
vehicles . He added that traffic surveys show that 9, 000 cars travel
North Orange per day - 5, 000 using it for through travel and 4,000 turn-
ing. The diagram also showed a large number of accidents at 5th and
Citrus Streets near the entry to the parking lot.
Director of Public Works Shone stated that if two-way traffic is in
effect on East State Street the ideal arrangement would be the removal
of parking on both sides of Orange Street, removal of the scramble
pedestrian system, and the synchronization of the three signals, at
Redlands Boulevard, Citrus Street, and State Street.
Planning Director Schindler recalled the Victor Gruen Study which did
not anticipate circulation traffic on State Street, and which study
ay predicted that Orange Street would reach its capacity in traffic carry-
ic
ing in 1970. He stated that Orange Street has an obligation to more
than the core area as it is a through north-south street for the entire

Mayor Cummings read a letter from the Downtown Redlands Association and
D.R.A. president, Bertha Rose Grace explained some of the reasons for
the request. Also addressing Council on this matter were: Mr. Arthur
Gregory, Mr. Vaden Covington, and Mr. Jack Dangermond.
Following further discussion of the possible effects of the installation
of traffic signals at Eureka and Redlands Boulevard, and at Brookside
and Eureka, and the opening of the new parking lot, Council unanimously
voted to table this matter until the second meeting in January, 1971, on
motion of Councilman Miller, seconded by Councilman Sewall.
At this time, Council discussed the request brought to their attention
at the August 25 meeting for either stop signs or crossing guards at
San Bernardino and Orange Streets, until such time as the traffic signal
is installed. It was pointed out that as this is a state highway, a
stop sign at San Bernardino halting traffic flow on orange would not be
permitted. captain Elliott added that this was heavy and sometimes fast
traffic, and that a stop at this point might give a child a false sense
of security. He also stated that at a meeting with the school author-
ities last evening, a group of parents had requested a crossing guard.

At this time City Manager Merritt read a brief memo praising the
ities and qualifications of the city staff, and welcoming the prc

Councilman Knudsen read a letter from the Southern Pacific Transr

Those not favoring the motion reemphasized their concern for immediate
protection for the four houses which are frequently flooded.
City Manager Merritt pointed out that in the event the proposed deeds
are not satisfactory with the Zone Three Flood Control District in
order that the county will assume the work, the City then has a great
funding obligation. The Council reiterated that it is essential to
know who does the work in maintaining the Zanja and who pays for it.
Following more discussion the Council concluded:
(1) that the study is not now in order,
(2) that Director of Public Works Shone will contact the Flood
Control District as to acceptability of the property being
under City control by the proposed deeds,
(3) that the committee will proceed to obtain the right-of-way
grants of easement as originally planned,
(4) that Director of Public Works Shone will prepare an estimate
of cost of maintenance of the Zanja.
Mayor Cummings then thanked the committee members for their work, and
stressed that each Councilman must go in the direction that he feels
best in this matter, and that all agreed that immediate protection is
needed.
At the meeting of August 25, 1970, Director of Public Works Shone was
requested to make a cost estimate for the extension of University
ersity Street through to Lugonia. The estimate submitted at this time is two

$34, 275. Totalling in all, $54, 275. As this money is not available at
this time, further consideration was deferred to a future date.

A voting delegate and alternate for the League of California Cities
Annual Conference to be held in San Diego on October 25 to 28 were
Ig appointed as follows: Mayor Cummings as voting delegate, unanimously
4ate approved on motion of Councilman Knudsen, seconded by Councilman Sewall;
and Councilman Knudsen was unanimously approved as voting alternate, on
motion by Councilman Miller, seconded by Councilman DeMirjyn.

Following explanation by City Manager Merritt, on motion of Councilman
Sewall, seconded by Councilman Miller, authorization was given for the
"e purchase by -the police department of a van type truck for use in trans-

porting bulky items . Funds for this purchase are available as the
result of the sale of two Police Department motorcycles, which are no
longer required.
