The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend Fred Overby of the First United Methodist Church.
Before beginning the regular business of the meeting, Mayor Cummings
Is called Brian Jeffers of 208 East Holly Lane forward to the podium.
y Mayor Cummings awarded Brian the Mayor' s Trophy for the largest fish
taken in Ford Park lake, which was a one and three-quarter pound cat-
fish. During the fishing season 1, 780 fish were caught by 1, 509 young
fishermen.
The minutes of the regular meeting of October 6 and the adjourned regu-
lar meeting of October 13, 1970 were approved as submitted.
On motion of Councilman DeMirjyn, seconded by Councilman Miller, the
appointment of Michael Quinn as Deputy City Attorney was rescinded and
Mr. Bill Brunick was appointed Deputy City Attorney for the City of
Redlands .
COMMISSION RECOMMENDATIONS
As considered by the City Council at a regular meeting thereof held

Ordinance No. 1421 - Mobile Home Park Develo2ment E2aulations
The Planning Commission, in its session of October 13, 1970, considered
Amendment No. 95 to Ordinance No. 1000 which establishes requirements
for development of mobile home parks . The Planning Commission did not
approve this amendment and so made no recommendation to Council. At
this time Council is considering Ordinance No. 1421, an ordinance of the
City of Redlands amending ordinance 1000 by the adoption of Mobile Home
Park Development Regulations . Council discussed many, many facets of
the advantages and disadvantages of having additional mobile home parks
in the City of Redlands.
Councilman DeMirjyn suggested the possibility of a twenty-year condition' '
al use permit for the installation of mobile home parks in industrial
areas . In the discussion following this suggestion, it was felt that
this would not enhance the industrial development of the area and it was
stressed that industry and residences are not compatible in the same
zone. Councilman Sewall suggested limiting the percentage of total of
mobile home permits to 5% of the total number of residences in Redlands.
Councilman Knudsen pointed out the disadvantages of too many mobile
homes in a community, citing Hemet and Yucaipa as examples. Director of
Planning Schindler answered questions and reported on a comparison study
between apartment dwellings and mobile homes. He was of the opinion
that they were quite similar in their contributions to and demands upon
a city.
Mayor Cummings asked if there were anyone present in the audience who

2. Lot Split No. 415 - Emmett Lowry - Time Extension
That a time extension of one year be granted for Lot Split No. 41
November 4, 1971. on motion of Councilman Miller, seconded by Co

PARK COMMISSION RECOMMENDATIONS
Mr. Merritt announced that an automatic sprinkler system has now
installed in the entire 38 acres of Sylvan Park. This has been 1

TRAFFIC C014MISSION RECOMMENDATIONS
At the regular meeting of the Traffic Commission on October 15, 1
the following recommendation was submitted for Council considerat
SECTION ONE: Pursuant to Article 680, Section 68002 (a) of the R,
Resolution Traffic ordinance:
No. 2840 To establish 35 m.p.h. zone on Judson Street between Citrus Avenin
Traffic Colton Avenue.
Following discussion, onmotionof Councilman Sewall, seconded by
oilman Miller, this recommendation was approved and Resolution No
establishing this change was adopted by the City Council.
Councilman Sewall also reported that the juncture of Summit Avenin
Cajon Street will remain open and will be studied further by the
Commission.
APPLICATIONS AND PETITIONS
Director of Public Works Shone presented maps and a brief history

Mr. Bill Kellson, 1159 Sapphire, Mentone, addressed Council with a
request for waiver for the signing of the annexation agreement and fur-
nishing of water stock as required by ordinance to obtain outside-city
water service, in connection with property at 1159 Sapphire. For six

years Mr. Kellson' s property has been receiving water from the house at
-ce 1141 Sapphire. Deputy City Attorney James Smith explained that by City
ordinance each separate parcel must be served by a separate water meter
and stated that the Council cannot negate the ordinance now in effect.
Following discussion, on motion of Councilman Sewall, seconded by Coun-
cilman Miller, by AYE votes of all present, this request by Mr. Kellson
was denied.

City Manager Merritt read a letter from A. K. Smiley Library Board
president, William G. Moore, requesting that an agreement be adopted by
)ln which the operation of the Lincoln Shrine will be administered by the

ition Library Director. Following discussion, on motion of Councilman
DeMirjyn, seconded by Councilman Miller, the agreement was adopted in
principle, with AYE votes of all present.
City Manager Merritt and the Council congratulated Chief Budd and the
department for their efficiency and effectiveness in handling two recen
blazes over the weekend. City Manager Merritt expressed the apprecia-
tion of Chief Budd to the Contemporary Club for the gift of a Homelite
power chain saw for use in rescue work.
Manager Merritt also brought to Council attention the receipt of an
application for alcoholic beverage license for on-sale beer at 1265
West Brookside Avenue.
On motion of Councilman DeMirjyn, seconded by Councilman Miller, Coun-
cilman Sam Sewall was appointed as alternate voting delegate to the
forthcoming meeting of the League of California Cities, to replace
Councilman Knudsen who will not be able to attend the meeting.
Mayor Cummings announced that Paul Lieberman, a Redlands High School
graduate and University of Redlands student, will be on the panel,
Youth Views the Cities, on Tuesday afternoon for the Mayors and Council
section of the League of California Cities .
Mayor Cummings announced the opening of the Pioneer Testing Company' s
attractive new facility at 10:00 A.M. on Thursday, October 29, and
invited all councilmen to attend who possibly can.

Workable City Manager Merritt presented copies of the Workable Program and
