Cummings, Mayor The meeting was opened with the pledge of allegiance, followed by the invocation by Pastor Howard Welklin of the Seventh Day Adventist Church The minutes of the regular meeting of February 2, 1971 were approved with the addition requested by Mayor Cummings that his "Abstain" vote on Resolution No. 2865 relating to parking on Orange Street reflect that "the request from the Downtown Redlands Association which was made during the meeting of September 1, but it was too vague to comment on. " HEARINGS This being the time and place advertised for the public hearing on ordinance No. 1433, an ordinance of the City of Redlands - Zone Change No. 125, a change of zone to R-2 (Multiple Family Residential) for approximately 30 acres of land located on the north side of Lugonia riance Avenue west of Judson Street, Vice Mayor DeMirjyn at this time declared 1433 the meeting open as a public hearing for any questions or comments ge relative to this ordinance. None being forthcoming, the public hearing was declared closed and ordinance No. 1433 was adopted, on motion of Councilman Miller, seconded by Councilman Knudsen, with waiver of the reading of the ordinance in full, by the following roll call vote: AYES. Councilmen Knudsen, Miller, Sewall, vice Mayor DeMirjyn NOES : None ABSENT: Mayor Cummings ETITIONS Mr. Leigh Nickerson, a resident of the Redlands area since 1.903, addressed Council with his concern that pollution is sharply decreasing the productivity of orange trees and driving the orange growers out of business in the City of Redlands . Mr. Nickerson stated that a study of a grove adjacent to Redlands Boulevard prior to the installation of Freeway 10 proved that the first row of orange trees produced five ution boxes of oranges , the next row produced twenty-five boxes, the third row fifty, and the fourth row from the boulevard, one hundred twenty- five. Mr. Nickerson urged that the same effort which has been used to put a man on the moon be used to eradicate air pollution. Vice Mayor DeMirjyn thanked Mr. Nickerson for this presentation. The Council com- mented on various aspects of pollution, and Mr. Taylor summarized the twenty acres located on the north side of Lugonia Avenue, 1650 ft of Judson Street, be approved subject to 'the recommendations of i departments as contained in Planning Commission minutes dated Fel 9, 1971. Commission Review and Approval for Conditional Use Permit No. 16( Henry S . Henschel This request for review and approval of revised site plan and el( for an approved apartment complex to be located at the north-west of Pine Avenue and New York Street was returned for Council clar., cation as to whether this is a rental subsidy program. City Attorney Taylor stated that I reviewing a similar ordinance of the City of Los Angeles, and stt the legality of such an ordinance in depth. 1COMMUNICATIONS City Manager Merritt read a letter from the Downtown Redlands Asp Resolution ation requesting that the action in Resolution No. 2865 to remove No. 2565 ing on the west side of Orange Street between Citrus Avenue and E No. 2865 not take effect until May 1, 1971. Councilman Miller so moved, 1 seconded by Councilman Knudsen, and carried by AYE votes of all present. Vice Mayor DeMirlyn read a letter from Jack Holmes of the Grayback Council of the Boy Scouts of America thanking the Council for their participation in the Lincoln Day Pilgrimage. HED BUSINESS Ordinance No. 1430, an ordinance of the City of Redlands amending the Traffic Code of the City to prohibit the obstructing of official traffic signs or devices and the parking of motor trucks in residential dis- ance tricts , was given second reading of the title and adopted, on motion of 1430 Councilman Sewall, seconded by Councilman Knudsen, with waiver of the is reading of the ordinance in full, by the following roll call vote: AYES : Councilmen Knudsen, Miller, Sewall, Vice Mayor DeMirjyn NOES : None ABSENT: Mayor. Cummings INESS City Manager Merritt explained the desire of the City to vacate land in ution excess of that needed for city streets and right-of-way along New York 2866 Street and Pine Avenue. on motion of Councilman Sewall, seconded by t Councilman Knudsen, Resolution No. 2866, a resolution of the City of ion Redlands declaring the intention to vacate portions of New York Street and Pine Avenue, and setting the public hearing on this dedication for 7: 00 P.M. on the 16th of March, 1971, was adopted by AYE votes of all present. Councilman Sewall commented on what he considers a discrepancy between ng parking holidays and legal holidays . Following discussion, the matter ays was referred to the Downtown Redlands Association for recommendation concerning parking meter holidays . NAGER City Manager Merritt presented a proposal by the Redlands Golf and Country Club to dedicate property to the City for the widening of Mariposa Street provided the City will install the improvements and assumg the obligation to widen the crossing in a reasonable length of time. Following lengthy Council discussion, which included a request for presentation at the next meeting of a list of priorities for other gas tax projects, the matter was tabled for two weeks . Purchase of an electronic programmable calculator by the Water Division was authorized on motion of Councilman Knudsen, seconded by Councilman Miller, with approval of transfer of $3 , 180 from the General Plant Con- tingency Fund - Structures and Improvements, to office Equipment.
