The meeting was opened with the pledge of allegiance, followed ,
invocation by Reverend John Foerster of the First Evangelical L
of Bellevue Avenue. Following explanation by Mr. Shone, on motion of
Councilman Knudsen, seconded by Councilman DeMirjyn, a cooperative agree '
went between the City of Redlands and San Bernardino County for the im-
provement of Bellevue Avenue from Olive to Brookside was adopted, with
the Mayor authorized to sign in behalf of the City.
The following bids for the construction of Bellevue Avenue from Brook-
side to Olive were opened and publicly declared in the office of the
City Clerk at 10:00 A.M. this date:

After study by the Department of Public Works, it is the recommendation
that the bid of E. L. Yeager in the amount of $34, 244. 90 be accepted.
On motion of Councilman DeMirjyn, seconded by Councilman Miller, award
of the Bellevue Avenue construction was made to thie E. L. Yeager Company
in the amount of $34, 244. 90 . This was the lowest bid and met all speci-
fications .
Bids were also received and opened in the office of the City Clerk at
10,-00 o' clock this date for an alternate plan for employee insurance
from the following companies: Aetna Life and Casualty Company, River-

Company, Los Angeles . The bids were referred to the Manager ' s office

Public bearing was advertised for this time and place on ordinance No.,
1456, an ordinance of the City of Redlands, Zone Change 132, effecting

Mayor Cummings brought to Council attention receipt of certification of

1973 .
D BUSINESS
Following a recommendation by John Shone, Director of Publics Works, tliat
Council- not waive sewer extension requirements for the property of J. .
Klein at: 360 Campbell.. unless Council also wishes to change the City
ordinance, on motion of Councilman Knudsen, seconded by Councilman
DeMirjyn, Council denied the request for waiver of sewer extension re-
quirements, and ordered that the ordinance be complied with. Motion
carried by AYE votes of all present .

Clifford Farrar was appointed to the vacancy on the Airport. Advisory

Mr. John Wagner presented Ordinance No. 1457, relating to outdoor music

festivals, stated that it was based on recommendations developed by the
157 Tri-County Council on Criminal Justice, and that the ordinance is in

CITY MANAGER
TOPICS A TOPICS Agreement between the State of California and the City
Agreement Redlands was approved on motion of Councilman DeMirjyn, seconde,
Councilman Miller, with the Mayor authorized to sign the agreem,
AYE votes of all present.
Four grant deeds from the VELCE Investment Company to the City
Grant Deeds Redlands for street and alley right-of-way as required by Condi
VELCE Use Permit No. 176 were accepted on motion of Councilman DeMirj,.
seconded by Councilman Miller, with the City Manager authorized
execute the certificates of acceptance in behalf of the City.
The request of Mr. Ted Eichelberger for outside the city water
