The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend Donald Weemhoff of the Bethany Reformed Church.
The minutes of the regular meeting of November 16, 1971 were approved
as submitted.

This being the time and place advertised for the public hearing on
Ordinance No. 1467, an ordinance of the City of Redlands establishing
zoning for property to be annexed to the City of Redlands as Annexa-
linance tion No. 44, the Agate Reservoir, Mayor Cummings at this time declared

PETITIONS FROM THE FLOOR
Mr. Gaylord Indvik of 1800 West Orange Grove, Pomona, requested a
variance to allow installation of a new cesspool in the yard of his
property at 631 E. Mariposa Drive, as there is no sewer available
except on Fairway Drive at the end of his 533 foot lot. Following
discussion, permission was unanimously given to install a cesspool at
this location, on motion of Councilman Miller, seconded by Councilman
Knudsen.

Following the agenda, Vice Mayor DeMirjyn requested that the Cov
consider passing a moratorium on multiple homes, both subsidized
non-subsidized, with exception of those planned for the elderly,
the reason that he believes San Bernardino County is over-develc
particularly in subsidized housing. The Council discussed brief
over-building which took place in 1964. Director of Planning Sc
expressed concern for the number of mobile home spaces now authc
and which seem not to be filling up; he added that 400 apartment
have been authorized at this time. Director of Building and Saf
Mitchell stated that he believed economics would take care of li

PARK COMMISSION

COMMUNICATIONS
City Manager Merritt read a letter from the Department of Public
stating that once again Redlands, San Bernardino County and six
counties are rabies regions. He stated that the City will conti
enforce the same requirements with respect to control of dogs .
Mayor Cummings announced the December 8th meeting of the LAFC, a
time consideration will be given to the Zone of Influence in con

Mayor Cummings announced the Police Reserve Dinner on Saturday n
December 11, which is their regular party honoring a reserve and

Councilman Miller spoke of a letter recently received from Mrs .
Johanna Fik concerning the escalation of city costs, and was assured
that the staff will acknowledge and answer her letter.

CITY MANAGER
City Manager Merritt presented Resolution No. 2909, a resolution
