The meeting was opened with the invocation by Reverend Howard
Skinner of the First Assembly of God, followed by the pledge o
allegiance.
The minutes of the regular meeting of January 18, 1972 were ap]
as submitted.
BIDS At this time it is the recommendation of the Department of Pub
Works that the bid for the drilling of the well near the Agate
Agate voir not be awarded, as it is unlikely that the well could be
Reservoir duction before September, 1972. Meanwhile, the Department of I

Works is negotiating with owners of existing wells which could
used to supply the city, and with the Bear Valley Water Compan,
delivery of the water stock entitlement.
Councilman Knudsen briefly described the aid given by MUNI in
of pooling wells to arrange a water exchange.
Councilman Knudsen suggested the establishment of a public wor.
commission.

Ordinance This being the time and place advertised for public hearing on

by the following roll call vote:
AYES : Vice Mayor DeMirjyn, Councilmen Knudsen, Miller, Sewall
NOES: None
ABSENT: Mayor Cummings
Public hearing was also advertised for this time and place on Ordi-
nance No. 1475, an ordinance of the City of Redlands establishing
ance Zone Change No. 140, a change to residential district of one acre of
1475 property on Lugonia Avenue. Vice Mayor DeMirjyn at this time declare�
Change the meeting open as a public hearing for any comments or questions
concerning this zone change. None being forthcoming, public hearing
was declared closed and Ordinance No. 1475 was adopted, with waiver ol
the reading of the ordinance in full, on motion of Councilman Knudsen
seconded by Councilman Sewall, with the following roll call vote:
AYES : Vice Mayor DeMirjyn, Councilman Knudsen, Miller, Sewall
NOES: None
ABSENT: Mayor Cummings
This also was the time and place advertised for public hearing on
Ordinance No. 1476, an ordinance of the City of Redlands for estab-
ance lishment of Zone Change No. 141, 'a 'change of zone to airport district
1476 for nine acres of land adjacent to the Redlands Municipal Airport.
Change Vice Mayor DeMirjyn at this time declared the meeting open as a pub-
lic hearing for any comments or questions concerning this ordinance.
None being forthcoming, the public hearing was declared closed and
Ordinance No. 1476 was adopted, with waiver of the reading of the
ordinance in full, on motion of Councilman Knudsen, seconded by
Councilman Miller, by the following roll call vote:
AYES: Vice Mayor DeMirjyn, Councilmen Knudsen, Miller, Sewall
NOES : None

ETITIONS FROM THE FLOOR
Mr. Joe Mulder, Vice President of the Calimesa Chamber of Commerce,
addressed Council concerning SCAG, the Southern California Area of
Governments .
Mr. Charles C. Parker, of 510 Elder Way, addressed Council concerning
the water rate for the Redlands Country Club. The Council assured
Mr. Parker that this matter had already been considered by the water
committee, and suggested that he meet with Director of Public Works
Shone and the water committee concerning this matter.

brief description of the easement granted by Mr. and Mrs . W. L.
Thornquest to the City to permit the installation of a city sewer
across their uronertv. At this time. Mr. and Mrs . Frank Thornauest
which shall meet requirements of the City of Redlands and s
comply with standards established by the City of Redlands f
such developments . Additionally any approval by the San Be
dino County Planning Commission of any tentative tract for
property shall require that sewer and water service be pro%
by the City of Redlands. "
Attorney Cranmer stated that the developer will pay the installz
charges, outside utility service rates, and sign the annexation
went to annex at the time the city requests . on motion of Counc
Miller, seconded by Councilman Knudsen, approval was given for t
service of "outside-city" utilities under the terms outlined, b�
votes of all present. Attorney Taylor added that the city regul
are in no way waived, and this is no exclusion of any other requ

As considered by the City Council at a regular meeting thereof I
February 1, 1972 at 3:00 P.M.

1. Conditional Use Permit No. 186 - D. W. Wilcott, et al
That the request of D. W. Wilcott et al for a conditional use pe
in an R-1 zone to construct a 266 space mobile home park on 38 a
of property' bounded by Dearborn Street, the Zanja, Wabash Avenue
the Southern Pacific Railroad Tracks, be approved as a site for
home park purposes, subject to the recommendations of the variou
departments as contained in Planning Commission minutes dated
January 25, 1972. And, this approval is also' conditioned on the
sentation of a precise plan complying with all the requirements
the ordinance which will be presented to the Commission at a lat
date. On motion of Councilman Knudsen, seconded by ' Councilman S
this recommendation of the Planning Commission was adopted by th
City Council.
2. R.P.C. No. 358 - Amendment to Subdivision Ordinance No. 921
That R.P.C. No. 358, amending Subdivision Ordinance No. 921, Sec
4 (e) Regulations Governing Tract Developments, be approved. Af
slide presentation and explanation by Planning Director Schindle
and considerable discussion, on motion of Councilman Sewall, sec
by Councilman' Miller, R.P.C. No. 358 was adopted by the City Cou
and Ordinance No. 1477, an ordinance of the City of Redlands ame
Subdivision ordinance No. 921, was introduced and laid over unde
rules with public hearing set for February 15, 1972 at 7:00 P.M.
3. Tentative Map - Tract No. 8523 - Paul V. Soderlund
That the tentative map of Tract No. 8523, located on the northea
ner of Church Street and Brockton Avenue, R-1 zone, be approved
to the recommendations of all departments as contained in Planni
Commission minutes dated January 25, 1972 . On motion of Council
Knudsen, seconded by Councilman Sewall, the recommendation of th
Planning Commission was adopted by. the City Council.
4. Tentative Map - Tract No. 8499 - Mark Beguelin
That the tentative map of Tract No. 8499, located adjacent and s
east of the Redlands Country Club, R-A zone, be approved subject
recommendations of all departments as contained in Planning Comm
Redlands perform the terms and conditions of their agreement
with the City in connection with Street 0A" .
2. Delete I(e) , the reason for deleting sidewalks in this par-
ticular tract being td'con'form with the original intent of
the "adjoining tract to the morth, which deleted sidewalks in
that area.
3. Amend 4 (a) : that the developer work out with the Public
Works DepArtment' and Planning Department the necessary type
of drainage for the area except as to that which goes under
Street "A" .
Director of Public Works Shone stated that he felt there might be some
misunderstanding concerning drain&ge, which he believed could be
worked out between the developer; the City, and the Country Club.
Mr. Ken King spoke relative to, tha plans for handling the drainage
from the lots within this, develppment. The Council discussed the
drainage of the entire area, and referred to this Chanbers ' drainage
problem. Mr. Charles Parker, President of the Redlands Country Club,
expressed the concern of the Coun.try Club Directors for drainage into
the Club property and the resultant converging into the lower fairways.
Council discussed the matter at great length.
On motion of" Councilman Sewall-, seconded by Councilman Miller, this
matter was tabled for two- weeks.
Councilman Knudsen was not present for this vote.
Director of Parks MacKenzie stated that a survey is being made by the
Soil Conservation Department of the 11-acre sprinkler system for
Prospect Park.

Councilman Miller read a recommendation from the Housing Commission in
relation to the county wide housing distribution model. Miss Gertrude
Hagum, chairman of the Housing Commission, gave a detailed explanation
of the program of the Housing Distribution Model as it applies to San
Bernardino County. Miss HagUm also spoke on the lack of development
of subsidized housing in Redlands in the last two years. She added
that the Housing Commission moved to strongly oppose any moratorium on
the cons tru6tion 'of' multir-=6:t housing.
Vice Mayor DeMirjyn pointed out the- responsibility of the Council to
all segments of the. community.. He, added that he preferred units not
larger than twenty or thirty in one group and that he believes fifty
to be too large. Councilman Sewall -statedthat he also believed re-
lating the number of units to the size and type of community was
practical. Councilman Knudsen stated that- he felt that the earlier
development of subsidized housing in Redlands was very successful.
Miss Hagum read from the resolution of the Council approving Section 23
Housing in the City of Redlands.
ATIONS AND MITIONS
City Ranaget ' Me.iritt brought notice of Application. for a new alcoholic
beverage license at 1265 Brookside.
Note was made of a letter from Fred Ford concerning water.
Council agreed to meet as the Redevelopment Agency on Wednesday,
February 9 at 4:00 P.M. to hear the Downtown Redevelopment Committee' s
progress report, at the .request I of Mr. Clifford Farrar.
Vice Mavor DeMirivn announced rectiot of a letter inviting the Mavor
Water No. 1445, was adopted on motion of Councilman Sewall, seconded b,
Rates Councilman Miller, by AYE votes of all present.
City Manager Merritt announced receipt of checks for $389.00 and
$2, 461.00 representing Peace Officers ' Standards and Training re:
bursement for attendance by police officers of the City of Redlai
approved schools during the year 1971, and added that this is a
icant amount of training.
Bills and salaries were ordered paid as approved by the Finance
Committee.
There being no further business, the Council adjourned, on mot�oj
