Palmer, San Bernardino Sun A13SENT None The meeting was opened with the pledge of allegiance followed b invocation by Reverend John Foerster of. the First Evangelical the results of the April 11., 1.972 municipal election of the City giving the results of the election and certification of the canvass by the City Clerk was read by Attorney Taylor and adopted pan motion of Councilman Miller, seconded by Councilman Sewall. ` RESOLUTION NO. 2941 ution A RESOLUTION OF THE CITY COUNCILS OF THE CITY OF REDLANDS, 2941. CALIFORNIA, REC".ITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF REDLANDS ON THE 11TH DAY OF APRIL, 1972, DECLARING THE RESULT THEREOF ANIS SUCH ion OTHER MATTERS AS ARE PROVIDED BY LAW. WHEREAS ,, a regular general municipal election was held and conducted in the City of Redlands, County of San Bernardino, Mate of 11 fl California, on "Tuesday, the llth day of April-, 1.972, as required by law; and WHEREAS, notice of said election was duly and regularly given ,in time, form and manner as provided by law; -that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and. the .returns made and declared ' in time, form and manner as required by the provisions of the Elec- tions Code of the Mate of California for the holding of elections in cities ; and WHEREAS, pursuant to Resolution No. 2934 adopted! the 21st day of March, 1972, the City Clerk of the City of Redlands canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part hereof as "Exhibit A. " NOW, THEREFORE, THE CITY COUNCIL, OF THE CITY OF REDLANDS , CALIFORNIA, DOES RESOLVE AS FOLLOWS- ECTION 1. That there were 26 voting precincts established for the purpose of holding said election consisting of consolidations of the regular election precincts in the City of Redlands as established for the holding of state and county elections . SECTION 2 . That said regular general. municipal election was 1-e1d l for the purpose of electing the following officers of said City as required by the laws relating to cities in the Mate of California, to wit: i Two members of the City Council of said City for the full. term of four years ; A City Clerk of said City for the full term of four years , il A City Treasurer of said City for the ful_1 term of four ji years ; i SECTION 3 . That the whole number of votes cast in said City (Except absent voter ballots) was 7, 514. I' That the whole number of absent voter ballots cast in said City was 115 making a total of 7, 629 votes cast in said City. I SECTION 4. The City Council does declare and determine th Tack B. Cummings was elected as Member of the City Council said City for the full term of four years , Chresten M. Knudsen was elected as Member of the Citi Cou.n said City for the full term of four ,years , Peggy A. Moseley was elected City Clerk of said City for t :full term of four years , Marion H. Poyzer was elected City Treasurer of said City f full term of four years . �E SECTION 6. The City Clerk shall enter on the records of t € City Council of said City, a statement of the result of said el. showing (1) The whole number of votes cast in the city; {2} The names of the persons voted for ; ( 3) For what office each person was voted for, (4) The number of votes given at each precinct to each pe (.5) The number of votes given in the city to each person SECTION 7. That the City Clerk shall immediately make and: compliance by the persons elected with the provisions of Sectio z 11565 and Section 11.56€3 of the Elections Code of the State of C forni.a shall deliver to each of such persons so elected a Certi of Election signed by her and duly authenticated, that she shat administer to each person elected, the Cath of Office prescribes the Mate Constitution of the State of California, and shall ha subscribe thereto and file the same in her office. Whereupon, and all of said persons so elected shall be inducted into the respective office to which they have been elected. SECTION 8 , That the City Clerk shall certify to the, passa adoption of this resolution, shall enter the same in the book o original resolutions of said City; and shall make a minute of t proceedings of the City Council of said City, in the minutes of meeting at which the same is passed and adopted. y PASSED, APPROVED AND ADOPTED this 18th day of April, 1972. On motion of Councilman LeMiryn, seconded by Councilman Knudsen, this recommendation of the Planning Lepartm approved on the condition that the heavy earth moving equipment removed within 30 days i Councilman Knudsen moved to commend the Planning Commission on study and guidance they give. Motion seconded by Councilman Mi and carried unanimously. PARK COMMISSION RECOMMENDATIONS As recommended by the Park Commission, an agreement between the Agreement - of Redlands and the United Southern Citrus Growers Company for Grove vision and care of the 25. 5 acre grove the City owns in Rrospec Supervision was unanimously approved on motion of Councilman Sewall , second �E Councilman DeMi.rjyn, with the understanding that there will be G to the City other than that of furnishing water as stated in th contract. Covington expressed anxiety that, this will ul- timately be used as an alley, and suggested a barrier of the start that: would permit horses to pass but not vehicles . He read the deed re- striction can. his property which specifies bridle trail and utility easement. Cather owners of property on this side of Mariposa Street described the advantages of using this easement for access to the rear of their 00 foot lots for the purposes of pool construction generally, weed removal., and access to the back of the lot for parking of recreational vehicles . Council discussed the entire matter at length with numerous comments from the floor. Among the many speakers were Mr. James Glaze, Mr. Lloyd fount, Mr . Glenn Emmerson, Mr. Andy Testman, Mrs . Michael. Minnder Mr. C. 0. Pierpoi t, Mr . Jerry Van Ness, Mr . Blair Stephenson, Mr . Phillip Ile Rienzo, and many unidentified people. Councilman Sewall moved that the staff be directed to maintain the bridle paths as designated, that obstructions be removed or caused to be removed, and that the portion of the curbing which Mr . Stephenson has a permit to open be allowed to be exercised upon representation that he has made about cooperating by oiling the brindle trail at his expense. Motion seconded by Councilman Miller and carried, unanimousl.y�' Mayor Cummings recommended that the people interested work together in solving these problems and recommended that the staff discourage building garages on easements. hi_se City Manager Merritt brought notice of the following franchise payment„ nts I ;southern California Gas Company, $38, 298. 89; Edison Company, $18, 0385. 7: SHED BUSINESS Can motion of Councilman Sewall, seconded by Councilman Knudsen, unaaa_. Pate imous approval was given to the placing of an irrigation rate on the ry meters that supply irrigation water' for the Redlands Co-intry Club, this being an interruptable rate which could be in the event of water shortage or system failure, as recommended by the water advisory committee. This rate which is comparable to the rate of city parks will apply with the understanding that the Redlands Country Club agree to notify the Cavity of Redlands in advance of any future increase in green fees . 8 I:NE88 Vince Mayor DeMirjyn recommended the establishment of a public works commission for the city.
