The regular Council meeting of March 5, 1974 was adjourned to this
time due to the lack of quorum for that meeting.
This meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend Eleanor Saffell of the Church of Religious
election, the number of votes cast in each precinct for each ca
and the total number of votes cast in the city for each candida
Before discussing this resolution, Mayor Cummings noted receipt
Recount affidavit signed by Candidate Stephen M. Riddell, declaring thz

Submitted ''because of mistake and error" he requests a recount in all the
precincts in Redlands , including the absent voter ballots.
City Attorney Taylor explained that in view of this affidavit i:
ing recount, no action on Resolution No . 3103 can be taken and
seating of newly elected Council member and the reorganization
Council cannot take place at this time.
Mr. Taylor asked Candidate Riddell if he were prepared to make
necessary deposit of funds to support the request for recount ;

Deposit clerical help to complete the recount. Candidate Riddell anSWE
that he was prepared, and placed $553 in custody of City Clerk
The Clerk estimated possible cost for the recount could be $79E
more. Mr. Riddell stated that he will have the additional funs
the office of the Clerk prior to the beginning of the recount.
When asked the reason for requesting the recount of every preci
the city, Candidate Riddell stated that he had word from Secret
State Edmund G. Brown, Jr. that such a challenge was possible.
Attorney Taylor then read aloud Section 18501 . 5 of the State El
Code. He then re-read the section: "The money so deposited sl
returned to the depositor if upon the recount the candidate fil
declaration is found to have received the plurality of the VOtE
for the office. If the candidate filing the declaration has nc
received the plurality of the votes cast, he shall be entitled
return of any money deposited in excess of the cost of the recc
Mr . Taylor asked if Mr. Riddell understood that he possibly cot
his funds because of his position in the total balloting. Mr .
replied that he understood this .
City Attorney Taylor then stated that if one of the candidates
more advantageous position were to sign the request for recount
then receive the plurality of the votes, the money would automz
be returned , This was discussed at length by the Council . The
asked if anyone cared to sign the statement . No offers were fc
coming. Mr. Taylor added that if no change of signature is mac
this time, none can be made at a later time.
Resolution Resolution No. 3104, a resolution of the City Council ordering
No. 3104 recount of the ballots voted at the Municipal Election of Marcl
Ballot 1974, was read in its entirety by the Mavor, and was unanimousl
