The meeting was opened with the pledge of allegiance, followed
invocation by Vice Mayor Ellsworth E. Miller.
Mayor Cummings welcomed a very large audience of summer school
ment students present for the meeting.
The minutes of the regular meeting of June 18, 1974 were approv
submitted.
Certificate Mayor Cummings stated that Don Johnson was retiring after 17 ye
of service to the City and that he was leaving with 162 sick leave
Appreciation accrued. Mayor Cummings called Don Johnson to the podium, but
was not in the audience, requested that the certificate of appr
be forwarded to him.
BIDS
The bids for the construction of Sessums Drive at the Municipal
Award were tabled from the meeting of June 18, 1974. At this time it

seconded by Councilman Knudsen, this award was made by the City

Public Works Commission Chairman Fred Ford briefly addressed Co
concerning the problem of conflict of interest. He stated that

community wish to serve the City and requests that this matter be
studied thoroughly and some clarification given.

Mr . Merritt stated that the 1973 Conflict of Interest Act was being
reviewed by staff, will become effective in September, and that
Council and commissioners will be informed prior to that time.

Mr. DeMirjyn added that perhaps a conflict of interest exists only
where sales of property are involved, but not in a bidding situation.
Mayor Cummings requested that Council approve Douglas F. Welebir, the i
_ntment first mayor of soma Linda, as Deputy City Attorney. Mr . Welebir is
:.y City now the senior member of the firm of Welebir, Drunick and Taylor . On
neX motion of Councilman Knudsen, seconded by Councilman DeMirjyn, 1'
unanimous approval was given to the appointment of Mr . Welebir as
Deputy City Attorney.

Mrs . Helena G. Allen, Executive Editor and Publisher of the San
Bernardino County Museum commemorative book, addressed Council_
briefly concerning this undertaking. She congratulated the Council
for having the Museum located in Redlands, and explained briefly that '3
:y the publication is expected to be a prestige book containing county- d
�m wide information. j
Mrs . Allen requested a letter of welcome signed by the Mayor and a

group picture of the Council for inclusion in the book. She also
requested Council and Redlands citizen support of this publication.
Mayor Cummings expressed appreciation for Mrs . Allen' s work and
stated that the letter and picture would be available.

Mr. Mark Johnson, Manager of the Sandman Motel, briefly addressed 11

Council stating that the Chamber of Commerce supports all businessmen, 1
and particularly during the .recent "Cannon" filming brought $1, 700 1'

worth of business to his motel. Mr. Johnson pointed out that most of
this money would be returned back into Redlands businesses . Mr.
Johnson recommended that the Council reconsider their decision con-
cerning the Chamber of Commerce support, and further recommended
reinstatement or even an increase in the support.

Mayor Cummings asked if there were any comments concerning this
matter. None were forthcoming Councilman Miller stated that he
believed this matter fell into the jos tion of being in question at
this time due to possible legal conflict of interest.

MENTS
Mayor Cummings requested the reappointment of Mr. Oral ;Baker to anoth- '
er five-year term on the Park Commission. This was done unanimously
scion by Council on motion of Councilman Knudsen, seconded by Councilman ]
Miller .
Nursery had donated to Community Park plantings and landscaping
Dangermond total amount of $10, 508, and requested special natation of this

Expressing gratitude for this substantial donation and for the
continuing significant contributions to the community in many wa
including interest and expertise, Council approved a letter of a
ciation to the Dangermond family over the Mayor ' s signature.
Traffic Commission - Director of Public Works Shefchik reported

Recreation Commission - Mayor Cummings announced that he is rete

games and that it is a great inconvenience to call them and then
re-schedule them. Mayor Cummings asked for research on this mat

Council briefly discussed the problem of complaints from the nei
hood on Brockton Avenue in which site approval has been given fo
establishment of a church and school. The complaints received u
from people who had failed to attend the public hearings of whit
had received notices . It was concluded that the church people s
attempt to explain their plans to the neighborhood in an effort
solve this problem. Council did not wish to change their origin
approval of the Planning Commission recommendation.
Mayor Cummings stated that he is retiring from the San B ernardin
Associated Governments and that an appointment will be made Wedr
July 10, should any of the Council members like to attend the me
Ile added that the general meeting will be held Wednesday, duly 1
Victorville, at 7 : 30 P.M. and that he will be attending.
He also announced that Tuesday, duly 9, will be the meeting date
San Bernardino Transit.

Ordinance Ordinance No. 1537, an ordinance of the City of Redlands adoptir

City Manager Merritt requested authorization to advertise for bids for
ill two disposal packers, a budgeted item. On motion of Councilman

DeMirjyn, seconded by Councilwoman Grace, the City Clerk was authorized
to advertise for two packers for the Disposal Department.
Mr . Merritt announced that this year again spraying will be done for ,
IM the Elm Leaf Beetle, but that the area under attack by the beetle at
this time is much less than it was last year.
On motion of Councilman DeMirjyn, seconded by Councilman Knudsen, City
Manager Merritt was authorized to execute the Certificates of Accept-
ance for the following two grant, deeds to the City:
Deeds
From Victor and Willa B . Ray for street right-of-way purposes in
connection with a building permit;
ph From L. E. and Betty L. Randolph for street right-of-way and alley
right-of-way in connection with a building permit.
Ordinance No. 1538, an ordinance of the City of Redlands amending the

538 Ordinance Code to change the fee schedule paid to the County for
inspection services, was given first reading of the title and laid overil
under the rules with, public hearing advertised for the Council, meeting

of July 16, 1974 at 7:00 P.M.
Bills and salaries were ordered paid as approved by the Finance
Committee.
There being no further business to come before Council , Council
adjourned, on motion, at 7 : 50 P,M.
