Knudsen, Councilman There being no quorum present at the Council Chambers at 7 :00 P. August 6, .1974, the meeting was adjourned to this time and place City Clerk . ii rliis meeting was opened with the pledge of allegiance, followed invocation by Mayor Cummings . The minutes of the regular meeting of July 16, 1974 were apprOVE submitted. PUBLIC HEARINGS Public hearing was advertised for this time and place on ordinary 1539, an ordinance amending Zoning Ordinance No. 1.000 as relates parking requirements. Mayor Cummings declared the meeting open public hearing of any questions or comments concerning this ordi Ordinance No. 1.539 None being forthcoming, the public hearing was closed, and ordir Parking 1,539 was adopted on motion of Councilman DeMirjyn, seconded by C man Miller, with waiver of the reading in full, by the following call vote: AYES : Councilmembers Miller, DeMirjyn, Grace, Mayor Cummings NOES: None ABSENT: Councilman Knudsen Public hearing on Ordinance No. 1540, an ordinance amending Zoni nance No. 1000 as pertains to Television Antennas in Mobilehome Ordinance was advertised for this time and place. Mayor Cummings declared NOES: None ABSENT: Councilman Knudsen 3 COMMISSION RECOMMENDATIONS The following recommendations are from the Planning Commission meeting of August 13, 1974 R.P.C. No. 407 - Zone Change No. 159 That R.P.C. No. 407, a resolution of the Planning Commission recommend- ing approval and adoption of Zone Change No. 159, from C-4 (Highway Com- mercial) District to C-3 (General Commercial) District for properties generally bounded by Redlands Boulevard, Eureka Street, Southern Pacific Railroad and orange Street, be approved. on motion of Councilman DeMirjyn, seconded by Councilman Miller, R.P.C. No. 407 was approved by the City Council, and Ordinance No. 1541, an ordinance of the City Council adopting this change of zone, was given first reading of the title and laid over under the rules, with public hearing set for the Council meeting of September 3, 1974 at 7:00 P.M. R.P.C. No. 408 - Zone Change No. 160 That R.P.C. No. 408, a resolution of the Planning Commission recommend- ing approval of Zone Change No. 160, from M-1 (Light Industrial) Dis- trict to C-M (Commercial Industrial) District for properties generally bounded by Colton Avenue, Alabama Street, Interstate No. 10 and Tennessee Street, be approved. On motion of Councilman Miller, seconded by Councilwoman Grace, R.P.C. No. 408 was approved, and Ordinance No. 1542, an ordinance of the City Council adopting Zone Change No. 160, was given first reading of the title and laid over under the rules, with public hearing thereon ordered for September 3, 1974 at 7:00 P.M. Amendment No. 121 to Ordinance No. 1000 Amendment No. 121, an amendment to Section 27.20D of Ordinance No. 1000 to permit discount stores and supermarkets by Conditional Use Permit in the C-M (Commercial Industrial) District, was considered by the Planning, Commission and denied by a three-to-two vote. Council discussed this amendment at length, City Manager Merritt ex- plained that this addition to the Zoning Ordinance was related to the previous two planning matters and pertained to the proposed redevelop- ment project between Alabama and Tennessee Streets and Colton Avenue and Interstate No. 10 . Councilman DeMirjyn moved to accept -the action of the Planning Commis- sion and deny amendment No. 121; motion seconded by Councilwoman Grace. Dr. Miller moved to table the matter for 120-day period,- this motion died for lack of a second. Mr. Merritt added that the staff recommended holding a public hearing on this matter at the meeting of September 3rd, Mayor Cummings stated that he desired time for more study and in-put from citizens, and believed a full Council should be present for deci- sion. Mrs . Grace agreed with this . Councilman Miller then moved to table this to September 3, 19747 motion seconded by Mayor Cummings and carried by the following vote: AYES : Councilmembers, Miller, Grace, Mayor Cummings NOES : Councilman DeMirjyn ABSENT: Councilman Knudsen Building Schedule - Salvation Army Director Schindler recommended Council authorization to permit the start of construction on the new Salvation Army building in order to expedite removal from present quarters which are due for demolition. Mr. Schindler stated that the plans meet all specifications of the City, and the Salvation Army directors will comply with any require- ments of the Planning Commission. On motion of Councilman DeMirjyn, seconded by Councilwoman Grace, this authorization was given by AYE votes of all present. 1 .
