The meeting was opened with the pledge of allegiance, followed
invocation by the Reverend Eleanor Saffell of the Church of Rel

SION RECOMMENDATIONS
Planning Commission recommendations as considered by the City Council,
at a regular meeting thereof on January 21, 1975 at 3t00 P.M.
Present: Councilmembers Miller, DeMirjyn, Knudsen, Grace, Mayor
Cummings; City Attorney Edward F. Taylor
Lot Split No. 457 - Terry Riter
That the revised request of Terry Riter for permission to split prop-
erty located on the north side of San Bernardino Avenue approximately
one-quarter mile west of Judson Street, A-1 Zone, be approved subject
to the recommendations of the various departments as contained in Plan-
ning commission minutes dated January 14, 1975 . Following discussion,
on motion of Councilman DeMirjyn, seconded by Councilman Knudsen, this
recommendation of the Planning Commission was approved, with the
proviso that the applicant sign an improvement agreement guaranteeing
participation in sewer construction by the applicant or his successors
in interest, at such time as construction occurs. This motion was
unanimously adopted by Council .
Tract No. 8845 - D. C. Andrew Smith, Jr. - Time Extension
That a time extension of two years, from February 7, 1975 to February
7, 1977, be approved for Tract No. 8845 located on the southwest corner
of South Avenue and Myra Street. On motion of Councilman DeMirjyn,
seconded by Councilman Miller, this recommendation of the Planning
Department was approved by four AYE votes of Council , with Councilman
Knudsen abstaining.
Following the planning agenda, Mayor Cummings briefly explained the
previous actions to the high school students present.
There being no further planning matters to come to Council attention,
the Council adjourned to this evening at 7 :00 P.M.
Park Commission - City Manager Merritt read a resolution from the Park
Commission meeting of January 16, 1975 requesting that the palm trees
and median dividers remain in Redlands Boulevard. Council discussed

evard egress passages through the divider as discussed at the last meeting,
and that they concurred in keeping as many palm trees as possible.
Council left the decision of possibly transplanting the trees removed
to Director of Parks MacKenzie, to be handled in his best judgment .
Traffic Commission - The Traffic Commission at its meeting of January
16, 1975 sent the following recommendations to council:

Recreation Commission - Councilman Knudsen reported renewal of t:

Public Works Commission - Councilman Knudsen announced a meeting
election of officers at 4:00 P.M. on Monday, January 27, 1975 .
APPLICATIONS AND PETITIONS
City Manager Merritt brought a request from the Christian Busine
Men ' s Committee asking to use the Redlands bowl for Easter Sunri
ices on March 30, 1975 between 5 :00 and 9:00 A.M. and requesting
waiver of fees. Mr.. Merritt also read Mr. MacKenzie ' s recommend
that the salary of the park attendant required when the Bowl is
paid by this committee, as it is actually out-of-pocket expense
department. On motion of Councilman Miller, seconded by Council
Grace, this use of the Bowl was authorized with the proviso that
employee ' s salary be paid, in the amount of approximately $30 .00
COMMUNICATIONS
Mayor Cummings reminded the Council and staff of the League of C

Mayor Cummings stated that he would be out of the state for two

D. C. to be a participant in the first National Conference on Inter-
governmental Relations, which takes place February 20 to 22nd. The
subjects to be discussed are Regionalism; State, County and City
Modernization; Urban Transportation; Revenue Sharing; Federal Assist-
ance Programs; State Revenue Sharing possibilities; Growth Policies ;
Economic Management and Productivity.

Council expressed approval of the new ladder truck which has arrived
and which the Fire Department is now preparing for use .

Consideration of the master plans for sewer and water will be held in
abeyance on motion of Councilman Knudsen, seconded by Councilman Millet .
City Manager Merritt brought to Council a request from Henry H. Kim,
owner of Kim' s Greenhouse at 10392 Richardson Street, for an increase
in meter size from the existing 3/4" to 1-1/2 " . The property is lo-
cated within the city limits of Loma Linda, but is served water by the
City of Redlands because Loma Linda does not have service on that
street at this time.
It is the recommendation of the staff of the Public Works Department
that the City Council grant the request under the following conditions :
ide 1 . Applicant to sell to the City acceptable water stock with a
delivery of 6 MID/Mo.
r 2 . Applicant to pay $180 into the Water Stock Acquisition Fund.

3 . Applicant to pay $375 for installation of 1-1/2" service and meter.
4 . Applicant shall connect to City of Loma Linda facilities when such
facilities become available.
Approval of this increase in service was unanimously given on motion
of Councilman Knudsen, seconded by Councilman DeMirjyn.
