Acting Mayor Lloyd Brook called upon Acting Director of Parks Rosalyn Riguis for the invocation. At the regular meeting of the City Council on March 16, 1976, the Council adjourned to this adjourned regular meeting which is being held for the purpose of permitting Redlands High School students to j take over the functions of the various departments of the City Government as a participation in Civic Week. Seated at the Council table to represent the legislators and the administrative offices of the City were: (i 1 Lloyd Brock, Mayor Rodger Carlson, Vice Mayor Don Swaim, Councilman Susan Tarter, Councilwoman Lori Yamashita, Councilwoman Chuck Willhite, City Manager Anne DiMaria, City Attorney a ,jenny Kruse, City Clerk 3' 1ATION Acting City Clerk Jenny Kruse read a proclamation declaring May 24-30, �} 1976, as American Field Service Week. The proclamation briefly pan described the history of the International Scholarh,4ii.p Program and urged all citizens to support the quality of brotherhood and citizens �e to support the quality of brotherhood and understanding between all.. people, and to respond generously to the solicitations of the Redlands Chapter to help provide international scholarships . t The Council concurred in issuing this proclamation over the signature of the Mayor . SHED BUSINESS 13 Acting City Clerk Jenny Kruse described Resolution No. 3232, a resolu- tion of the City Council of the City of Redlands , urging the United. j Force discussion, can motion of Councilman Miller, seconded by Council Elliott, the Council unanimously concurred in recognition of th worthy group. COMMUNICATIONS Mayor DeMirjyn announced a Health Care meeting on April 8, 1,976 Citrus Village. The League of California Cities program for ne mayors and councilmen will be held April 21-23, 1976. The Citr Belt dinner will be held in Corona on March 24, 1976, and Mayor DeMirjyn asked which Councilmembers would be attending; Council Grace so indicated. The Mayor urged all to attend. CITY MANAGER Acting City Manager Chuck Willhite presented Resolution No. 324 resolution of the City Council of the City of Redlands , of ince to approve an amendment to the contract between the Board of Ad tration of Public Employees Retirement System and the City Coun Resolution The purpose of this amendment is to change the benefits , retire No. 3240 age, and contributions for local safety members . The motion of Retirement Councilman Elliott, seconded by Councilman Miller, to adopt Res Safety Members tion No. 3240 was superseded by Councilman Knudsen stating that matter had not had sufficient study, and moving to table Resolu No. 3240. His motion was seconded by Councilwoman Grace and ad by the following roll call vote; AYES : Councilmembers Knudsen, Grace and Mayor DeMirjyn NOES : Councilmembers Elliott and Miller ABSENT, None Acting City Librarian, Molly Van Diest brought a request from t library that the parking lot on Eureka Street directly across f the library be posted "Library and Bowl Use Only. " Miss Van Di explained that the lot is used entirely by postal employees who arrive early in the morning and cuase library users and library Parking employees to use the street parking. The matter was discussed length. It was pointed out by Acting City Attorney Anne DiMari the only manner of control for this parking area would be to po for two-hour parking. Following considerable discussion, on me of Councilwoman Grace, seconded by Councilman Miller, unanimous val was given to posting the lot with a sign reading "Two-Hour Parking Between 9:00 A.M. and 5 :00 P.M. " Acting Street director Loretta Lengerich presented a corporatio claim deed from the City of Redlands to Florence R. Brown and W Quitclaim H. Brown. This parcel was originally used for the street light Deed system on Harding Drive which has been reconstructed and the ea Brown is no longer needed. On motion of Councilman Miller, seconded Councilman Elliott, unanimous approval was given to the release this property and the Mayor and City Clerk were authorized to e the agreement. purchase agreement. !j Acting utilities Superintendent Karen Wilson presented a grant of of easement from the City of Redlands to the Southern California Edison i nt Company for the relocated electrical system necessitated by the con-- 1 1 struction of Highland Avenue Reservoir at Ford Park. Following explanation, on motion of Councilman Miller, seconded by Councilman Elliott, the grant of easement was unanimously approved, and the Mayor and City Clerk authorized to sign in behalf of the City. j i There being no further business, Council adjourned, on motion at 3 :20 P.M. t Next regular meeting April 6, 1976.
