Mimnagh, St. Mary ' s Catholic { Church. The minutes of the regular meeting of April 20, 1976, were approved as submitted. The following bids for the construction of Vine Street from Cajon Street to Fourth Street were opened and publicly declared in the office of the City Clerk at 10 .00 A.M. this date : A-J Construction Co. , Inc. $14, 751. 30 San Bernardino. Calif. Commission this ordinance. None being forthcoming, Ordinance No, 1581 was adopted with waiver of reading of the ordinance in full, on mot of Councilman Miller , seconded by Councilman Elliott with the following roll call vote: AYES : Councilmembers Knudsen, Miller, Grace, Elliott, Mayor DeMirjyn NOES : None ABSENT: None s. In the discussion, Councilwoman Grace stated she voted AYE beta of the administrative problems surrounding the Architectural Re Commission, and that she hoped matters considered by the Review Commission would fall within the Planning Commission' s scope of consideration. Mayor DeMirjyn stated he believed that the Plan Commission would undertake these additional responsibilities . COMMISSION RECOMMENDATIONS Planninq Commission - Planning Commission recommendations as cc dered by the City Council at a regular meeting thereof held on May 4, 1976, at 3 :00 P.M. Present . Councilmembers Knudsen, Miller , Grace, Elliott, Mayor DeMirjyn; City Attorney Taylor 1. Conditional Use Permit No. 251 - Robert I . Stern That a Conditional Use Permit for a 61-unit rental housing deve for the elderly and handicapped on the southwest corner of Jud Street and Central Avenue, R-2 Zone, be approved. It was noted Mr . Stern received a variance, No. 197, to permit 50 parking sp instead of the required 93 parking spaces . Councilwoman Grace to approve Conditional Use Permit No. 251, subject to the recom dations of all departments and subject to Variance No. 197 . Councilman Miller seconded the motion. Mr . Stern, of Sherman Oaks, addressed Council requesting deleti of another 15 parking spaces . He described many other developm in which parking was limited to one space per four units . This discussed at length. On motion of Councilman Miller, seconded Councilman DeMirjyn, the original motion was amended to permit present installation of 35 parking spaces , with the following t provisions : 1 . That a covenant running with the land be provided and approved by the City Attorney, which would as the installation of these 15 parking spaces upon request of the City. 2 . That the project be reviewed one year from comple to consider the needs for parking. The later motion was approved by the following roll call vote : AYES : Councilmembers Knudsens , Miller, Mayor DeMirjyn NOES : Councilmembers Grace, Elliott (they believe, the parki inadequate) ABSENT: None The original motion, as amended, to approve Conditional Use Per No. 251, subject to the recommendations of all departments as o lined in Planning Commission minutes dated April 27 , 1976, was approved by the following roll call vote: rr,.. -1.,. 2 . Tentative en That the Tentative Map of Tract No. 9328, located at the northeast corner of Roosevelt Road and Evergreen Court, R-S Zone, be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated April 27, 1976. on motion of Councilman Elliott, seconded by Councilwoman Grace, unanimous approval was given to this recommendation of the Planning Commission. 3, Tentative Map Tract No. 9330 - Robert Gividen That the Tentative Map of Tract No. 9330, located on the east side of Dearborn Street, adjacent to and south of the railroad right-of- way, R-1 Zone, be approved subject to the revised recommendations of all departments and subject further to the submission of a pre- liminary grading plan to the County Flood Control, District as outlined in Planning Commission minutes dated April 27, 1976. This matter was discussed briefly and approval expressed with' the requirement of County Flood Control consideration. Dr . Miller mentioned that the Motorcross is located nearby, and he hopes this will not bother the future owners . On motion of Councilwoman Grace, seconded by Councilman Miller , this recommendation of the Planning Commission was approved unanimously. 4. Minor Subdivision No. 8 - Grant England That Minor Subdivision No. 8, located at the northeast corner of Ford Street and Crestview Road, R-S Zone, be approved as submitted subject to the recommendations of all departments as contained in Planning Commission minutes dated April 27, 1976, and with approval of the grading and drainage plan by the Department of Building and Safety. This development was discussed at length with Mr . England addressing Council and answering questions . The use of a private sewer line across some lots was discouraged by Council, and possible City participation in installation of 50 feet of sewer line to bring it within the ordinance distance requirement for Mr . England to install the sewer line in street property was considered. On motion of Councilman Knudsen, seconded by Councilwoman Grace, approval of Minor Subdivision No. 8 was given subject to working out the sewer line problem in a manner satisfactory to the Public Works Department and in accordance with all other requirements as stated in Planning Commission minutes dated April 27 , 1976, and subject to approval of the drainage plan by the Building and Safety Department . 5 . Street Vacation No. 66 - City of Redlands That the vacation of Fourth Street between Redlands Boulevard and the Southern Pacific Railroad right-of-way as required by the City of Redlands be approved in accordance with the recommendation of the Planning Department and the Utility Division. on motion of Councilman Knudsen, seconded by Councilwoman Grace, unanimous approval was given to this recommendation of the Planning Commission. 6 . Conditional Use Permit No. 238 - Rune Johansson - Time Extension That a time extension of one year , from May 6, 1976, to May 6, 1977, for Conditional Use Permit No. 238, a 30-unit planned residential H development proposed on the east side of Bellevue Road approximately 445 feet north of Fern Avenue, be approved. On motion of Councilman Knudsen, seconded by Councilman Miller, this request for time extension was approved unanimously by the Council. 7 . Tract No. 8920 - PRD - James Coffin - Final Approval All requirements as outlined in Council minutes dated June 3, 19751 having been fulfilled, with the exception of submission of a Letter of Credit for off-site improvements , it is the recommendation of the Planning Department that final approval be given this tract at this time, with signing of the map by the Mayor and City Clerk to be tomorrow in San Bernardino. Councilman Miller moved that the Council draw up a resolution o: Resolution appreciation to Mr. R. P. Merritt for his many years of service of the City of Redlands, both in and out of city government, and f( Appreciation his giving unstintingly of his time and his unselfish service t( his community, because his actions have helped to make Redlands better community in which to live. He further moved that the resolution be presented to Mr. Merritt at the next regular Coun( meeting . This motion was seconded by Councilwoman Grace and cat by the following roll call vote: AYES - Councilmembers xnudsen, Miller, Grace NOES: Councilmember Elliott stating 'he would be hypocri,tica' vote otherwise; and Mayor DeMirjyn ABSENT; None Councilman Miller brought to Council 's attention a request from Stop Sign Roger Woodrow for installation of a stop sign on New York Street Request north of and adjacent to the railroad crcssing at Redlands Boulf to stop southbound traffic prior to the "big surprise, " with fui recommendation that the sign at Redlands Boulevard remain. Thi., request was authorized to be sent to the Traffic Commission. Mayor DeMirjyn announced a meeting of the Inland Counties Compri pensive Health Planning Council, May 11, 1976, at 7 : 30 P.M. at Crafton Hills College. UNFINISHED BUSINESS Mayor DeMirjyn stated that Ordinance No. 1580, as given first r( at the Council meeting of April 20, 1976, should be amended to eliminate the section permitting a councilman to assume the off, of City Manager . Ordinance No . 1580 Councilman Miller moved that Ordinance No. 1580 as given first Amend Code two weeks ago be denied. Councilwoman Grace seconded the motion City Manager Denial of this ordinance as presented was unanimously accepted. Mayor DeMirjyn then presented a revised Ordinance No. 1580, an ordinance of the City Council of the City of Redlands amending Chapter 13 of the Redlands ordinance Code entitled "City Manage] This ordinance was given first reading of the title and laid ov( under the rules, with public hearing set for May 18, 1976, at 7 :00 P.M. NEW BUSINESS Mr. Mitchell presented Resolution No. 3250, a resolution of the City Council of the City of Redlands amending Resolution No. 31� Resolution which establishes a salary schedule and compensation plan for tl No. 3250 city employees . P1NAGER 'I I The City of Redlands has been requested to underwrite, in the amount rative of $500 .00, a cooperative water study requested by San Bernardino Valley Municipal Water District and made by Neste, Brudin and Stone. The study concerns the supplemental water supply available in the City's west zone of influence and a portion of the City west ofa Tennessee Street. Following discussion of the necessity of this ? cooperative venture, payment of the $500.00 was authorized unanimously 11 on motion of Councilman Knudsen, seconded by Councilman Miller, this payment to come from water funds .
