ORAE PETITIONS FROM THE FLOOR
Mr . Joseph L. Walker, 336 Doyle Avenue, requested Council permit
to again put directional signs to Cope Junior High School for tY
second annual Madel Meet being held by the Round House Gang Mode
Model road Club on October 23, 1976, between 9:00 A.M. and 4 :00 P.M.
Railroad.
Meet assured Council the signs would be removed that day. Mr . Walker
announced the display of the Santa Fe Bicentennial Diesel on Sat
October 23 at the Santa Fe depot. Council concurred in approval
the posting of directional signs .
Mr . Philip Inman returned with the request for removal of a port
property on Dearborn Street between Highland Avenue and Fifth AN
Agricultural from the Agricultural Preserve which had been to Council on Sept
Preserve 21, 1976, It was explained to Mr . Inman that the proper procedL
to take this matter to the Planning Department for consideratior
the Planning Commission.
Mayor DeMirjyn signed a petition - Redlands Town Meeting ` 76 Dai
and presented it to Reverend Robert B. Wallace.
Commend The Council joined Chief Graefe in commending and extending Char

Planninq Commission - Planning Commission recommendations as cor

That a conditional use permit to construct a bed and care facility for
the elderly at the southeast corner of Redlands Boulevard and Highland
Avenue, R-S Zone be approved. Following general discussion, on motionl
of Councilwoman Grace, seconded by Councilman Miller, unanimous
approval was given to Conditional Use Permit No. 256 subject to the
recommendations of all departments as contained in Planning Commission il
minutes dated September 28, 1976, amending Planning Department Recom-
mendation No. 4 that the architect will submit his plans for the
heating and ventilating equipment to the Planning Commission before
construction, and adding Planning Recommendation No. 7 that the archi- 11
tect will present to the Commission the colors and materials to be
used before beginning construction, and adding that a Db noise leve1

test be run at this corner .
Councilwoman Grace expressed satisfaction that Planning Commissioners
are looking to the architectural matters of the Planning Commission
items .
2. Tentative Map, Tract No. 7765 - Edward Rosenberry
That tentative map of Tract No. 7765, proposed on property located on 11
the northeast corner of Valley View Drive and Country Club Drive, 8
lots , R-E Zone, be approved in accordance with the recommendations of
all departments as contained in Planning Commission minutes dated
September 28, 1976, and in accordance with the amended map. On H

motion of Councilwoman Grace, seconded by Councilman Knudsen, unani- 11
mous Council approval was given to the recommendation of the Planning
Commission.
3. Tentative Map, Tract No. 9523 - W.J.E. Corporation
That the tentative map of Tract No. 9523, proposed on property located 1'
west of Center Street between Pine Avenue and State Street, 21 lots , 11
R-2 Zone, be approved subject to the requirements of all departments Ii
as outlined in Planning Commission minutes dated September 28, 1976. 11
Following discussion, on motion of Councilman Knudsen, seconded by11
Councilwoman Grace, unanimous approval was given to the recommendations!!
of the Planning Commission.
4. Minor Subdivision No. 17 - William E. Cunningham
That the request for Minor Subdivision No. 17, to be located on pro- fl
perty on the north side of Mariposa Drive approximately 260 feet east 11
of Country Club Drive, R-A Zone, be approved subject to the recommen- 11
dations of all departments as contained in Planning Commission minutes I
dated September 28, 1976 . Following a brief discussion of the deed
requirements of the University of Redlands, as owners of the property
originally, and a brief discussion of the bridle trail easement, on
motion of Councilwoman Grace, seconded by Councilman Miller, unanimous 11
approval was given to this recommendation of the Planning Commission.
5 . Planninq Commission Denial of Variance No. 201 - LaVera Resendez 1,

The appeal filed by Mrs . Resendez protesting the decision of the Plan- 1i
ning Commission on August 10, 1976, in denying waiver to allow a six- 11
d
foot fence in the front set --back of her property, was tabled at the
request of Mrs . Resendez to this time.
Mr . Roy Thompkins appeared in behalf of Mrs . Resendez and briefly out-
lined the history of the house, stating that it was 80 years old,
originally a guest house, and the street was put in after the house 0
was built. He mentioned updating and various structural improvements II
which have been made to the property. He requested Council to permit fl
this six-foot fence in order to give privacy to the home. Council
pointed out that none of the other homes on the cul-de-sac had such a
fence above three-feet high in the front set-back. Mr . Schindler
explained the reasons for the variance procedure which are permitted

7. Tract No. 9211 - N.A,C,O.H. Financial Services Inc. - Final ARp
All requirements as outlined in Council minutes dated February 3
having been completed, it is the recommendation of the Planning
partment that Tract No. 9211 receive final approval. On motion
Councilwoman Grace, seconded by Councilman Miller, this recommen

8. Tract No. 9303 - Ray Sulser - Final Approval
All requirements as outlined in Council minutes dated April 20,
for Tract No. 9303, located 100 feet east of Grove Street betwee
Millman Avenue and Sylvan Boulevard having been completed, it i
recommendation of the Planning Department that Tract No. 9303 re
final approval . On motion of Councilman Knudsen, seconded by Co
man Miller, unanimous approval was given to Tract No. 9303.

Business A waiver of business license for the First Presbyterian Church F

Mr . David Waters requested waiver of the requirement for install
of a street light in accordance with Ordinance No, 1447, in conn.

Mr . Russel Wilmot, chairman of the Preservation Action CommitteE

Audit Council unanimously accepted the FY 1975-76 audit of the City o
Redlands submitted by the firm of Eadie and Payne.
On motion of Councilman Elliott, seconded by Councilman Miller,
