At this time, Mr . Mitchell explained the cost differential, stating ' that the higher bids represented equipment which exceeded the City' s inaus needs and recommended that the low ibutor qualified bid of United Equipment Company be accepted. On motion of Councilman Miller, seconded by i Councilman Elliott, award was made to the United Equipment Company in the amount of $6, 294. 28, with a $400.00 trade-,in allowance. " i, Mr . Mitchell stated that 0SHA requires that this equipment must have brakes and must have a positive turn-off device. These items will cost E? an additional $1, 200 . On motion of Councilman Knudsen, seconded by Council- e woman Grace, Resolution No, 3331 was unanimously adopted. Leda Stockton addressed the City Council regarding the proposed San- i I Cypress Park, and stated that the Committee for the development of this 11 11 maintenance, and equipment maintenance, and the City to provide ; through separate meters and pay for the water at the three schoo. In response to a question by Councilwoma: Schools Mr. Knudsen stated that he believes the funds should come from t �i General Fund for the present, and that the matter could be discus at the next budget session. Mr. Knudsen pointed out that the Sc have reduced their contributions to recreation by three/eights . Present : Councilmembers Knudsen, Miller, Grace, Elliott, Mayor i DeMirjyn; Deputy City Attorney Ziprick 1. R.P.C. No, 446 - Zone Change No. 172 Annexation No. 53) That R.P.C. No. 446, a resolution of the Planning Commission rec( ing to the City Council the adoption of R-A zoning for 6. 557 acre land to be annexed under Annexation No. 53, be approved. This pi is generally located on the north and south sides of Mariposa Dr: extended, east of Wabash Avenue. On motion of Councilwoman Grac€ seconded by Councilman Knudsen, the recommendation of the Plannin Commission was unanimously adopted, and Ordinance No, 1603, an of of the City Council establishing the zone classification of R-A (Residential Estate) for Annexation No. 53 was given first readiz the title and laid over with public hearing set for March 15, 19' 7 :00 P.M. r 2 . Conditional Use Permit No. 260 - W.J.E. Corporation That an application for a conditional use permit for a townhouse minium project proposed on 7 .1 acres of property bounded by Pine Avenue, Center Street and State Street, R-2 zone, be approved. C motion of Councilwoman Grace, seconded by Councilman Miller, unar j approval was given to Conditional Use Permit No. 260, subject to recommendations of all departments as contained in Planning Comm-' minutes dated February 22, 1977. 3 . Conditional Use Permit No. 261 - William Buster �Tr . That a request for conditional use permit for a 14-unit planned x dential development proposed on four acres of property on the soL side of Highland Avenue between Ramona Drive and Prospect Drive, approved. Following brief discussion, on motion of Councilwoman seconded by Councilman Knudsen, unanimous approval was given to C tional Use Permit No, 261, subject to the recommendations of all ments as contained in Planning Commission minutes dated February 1977, amending Engineering Division requirement No. 5 by adding t this occur subsequent to an agreement between the parties as to E eliminating Engineering Division requirement No. 7; and includinc part of the submission of the preliminary plan, the letter from Charles Hiller and Michael Murphy. i Councilman Knudsen spoke again concerning his recommendation that Ordinance 1000 be re-worded in connection with requirement for ar architect. Councilwoman Grace explained that the letter mentionE above was included to cover the requirement of "services of an al tect" . Mr . Tentative Map Tract No. 9733 - Robert M. Pratt t That tentative map of Tract No. 9733, located on the northeast corner 11 of Olive Avenue and San Jacinto Street, 27 lots, be approved subject 11 to the recommendations of all departments as contained in Planning x Commission minutes dated February 22, 1977, and in accordance with.. 3 the applicant ' s revised map. Councilwoman Grace expressed pleasure with the changes made, and moved to approve Tract No. 9733 . Motion H was seconded by Councilman Elliott and unanimously adopted. 6. Tentative Map Tract No, 9734 - William R. Rasmussen 3 That tentative map of Tract No. 9734, located on the northeast corner of Colton Avenue and Judson Street, 64 lots, be approved. On motion 11 of Councilwoman Grace, seconded by Councilman Miller, unanimous approval was given to Tentative Map of Tract No. 9734, subject to all j departmental recommendations as contained in Planning Commission minutes dated February 22, 1977. Mr. Hartwick then addressed Council with the request for deletion of the requirement under Engineering Division requirement No . 14 which is a requisite of Ordinance No. 13564'; Mr. Donnelly briefly explained this requirement as coming under Zone 31 Flood Control Planning, Councilwoman Grace then amended her motion with approval of the second of Councilman Miller to delete require- 11 ments under item 14 of Engineering Division. The motion was then 11 unanimously adopted, as amended. 7. Tentative Map 'Tract No. 9680 - Rocco Construction Com an jl That the tentative map of Tract No. 9680, located on the south side of ; San Bernardino Avenue approximately 330 feet east of Church Street, H 20 lots, be approved, subject to the recommendations of all depart- ments as contained in Planning Commission minutes dated February 22, 1977 . On motion of Councilwoman Grace, seconded by Councilman ?' Knudsen, unanimous approval was given to this recommendation of the Planning Commission. s 8. An Appeal to Planning Commission approval of Variance No. 210 and s Planning Commission approval of Minor Subdivision No. 23 has been r filed in the office of the City Clerk by Mr. Robert E. Treacy, On motion of Councilwoman Grace, seconded by Councilman Knudsen, con- il sideration of these two matters was tabled by unanimous vote to the evening session of the March 15, 1977, meeting. i ;1 iM 1. Tentative Map Tract No. 9644 - C.H.J. En ineerinq Co. Tentative approval of this tract was tabled to allow developer to try to obtain property for the alignment of Clay Street Right-of-way for > Clay Street was not available; hence, the design has been changed. On motion of Councilman Knudsen, seconded by Councilman Elliott, < tentative map of Tract No, 9644, as revised, was unanimously approved by the City Council subject: to the requirements as outlined in i Planning Commission minutes dated December 28, 1976. i 3 2. Housinq Commission - The Housing Commission will meet on March 11 at` 8 :00 P.M. in the Council Chambers - .," Recreation Commission - The Recreation Commission will meet on M 1977, at 7 :070 A.M. in the School Board Room Public Works Commission - The Public Works Commission' s neat mee March 14, 1977, in the Conference Room in City Hall. Historic and Scenic Preservation Commission - The Historic and S Preservation Commission will meet on March. 10, 1977, at 5 : 30 P.M the Lyon Gallery- ICOMMUNICATIONS Councilman Knudsen reported that the SANBAG meeting on March 2 w consider the distribution of Federal aid, done by SANBAG, and wh 3i distribution is presently heavily weighted toward the larger cit 1 Councilman Elliott reported OMNITRANS will meet tomorrow immedia following the SANBAG meeting- Councilwoman Grace announced SCAG will meet on March 10, 1977. Mai_1 It was also announced that the Mall and Harris ' will open March Opening 1977, at 9:30 A.M. and 10 :00 A.M. , respectively.. Councilman Elliott brought attention to the following hours seen the Police Reserves in 1976 : Patrol Hours = 4, 800 Special patrol hours = 800 Meetings and shoots = 960 Paid jobs = 240 Council concurred that a letter of appreciation, over the Mayor ' signature, be addressed to the Police Reserves thanking them for great contribution. This was done on motion of Councilman Ellio seconded by Councilwoman Grace. ,1UNFINISHED BUSINESS Ordinance No. 1602, an ordinance of the City Council amending Or No. 1418 which awards the ambulance franchise, was given second ordinance and adopted by the following roll call vote, on motion of Counci No. 1602 (ZrArr o czot-nnrl arl 1-, 7 (-niinri 1 man Vn>>r9cpn - fl of an offer of easement for bridle path was tabled. Mr. ' t Mitchell stated that he would forward this resolution to the appro- 1 priate persons . i Councilman Miller requested that minute- notice be made of a request toil place this on the agenda in six months for follow-up action. �I ution Resolution No. 3330, a resolution of intention to vacate a portion of 3330 West Avenue in the Terra.cina Boulevard area was unanimously adopted on '' to motion of Councilman Miller, seconded by Councilman Knudsen. This Avenue resolution sets the public hearing on this street vacation for March 1. , 1977. VAGER ?I On motion of Councilman Miller, seconded by Councilman Elliott, a claim against the City resulting from a vehicle driving over an un- finished trench backfill in the street, was denied and referred to the =1 City' s insurance carriers, unanimously. !I Grants of Easement for pipeline needed for the installation of water i? main southwest of the intersection of Terracina Boulevard and Olive .ent. Avenue were granted to the City of Redlands from Donald R. Foreman ine Council sooner, stated that the first important item was approva the Yucaipa Valley County Water District, and recommended that t matter be referred to the Public Works Commission for study. Or i motion of Councilman Miller, seconded by Councilman Knudsen, the matter was referred to the Public Works Commission for study ans recommendation. Councilman Elliott questioned whether the staff might be working unnecessarily and suggested that the :Public Wox Commission not study the matter until approval was given by the Yucaipa Valley County Water District and a commitment received, so moved. The amendment was seconded by Mr . Knudsen and carries original motion carried unanimously. On motion of Councilman Knudsen, seconded by Councilwoman Grace, Airport transfer of $900..00 from unbudgeted surplus to Special Aviation Funds E was authorized for installation of a safety climbing device on t airport beacon tower. Bills and salaries were ordered paid as approved by the Finance Committee. There being no further business, the Council adjourned, on motic 8 :30 P.M.
