Acting Mayor David Beall called upon Acting Councilman Rob Roberts for the invoca- tion. At the adjourned meeting of the City Council on April 13, 1977, the Council adjourned to this meeting which is being held for the purpose of permitting Redlands High School students to take over the functions of the various departments of the City government as a participation in Civic Day. Seated at the Council table to represent the legislators and the administrative offices of the City were: David Beal, Mayor Lisa Lines , Vice Mayor Jennifer Cantwell, Councilwoman Rob Roberts, Councilman Terri Schowalter, Councilwoman Beth Dalton, City Manager John Beall, City Attorney Cela Fraze, City Clerk kTIONS Acting Mayor Beall read a proclamation declaring April 17 - 23, 1977 to as Private Property Week. The proclamation recognizes the efforts of rty the National Association of Realtors toward continuing education for salespeople involved in real estate. On motion of Acting Councilwoman Schowalter, seconded by Acting Councilman Roberts, Council issued this proclamation over the signature of the Mayor . National YWCA Week - Acting Mayor Beall read another proclamation declaring April 24 - 30, 1977 as National YWCA Week and honoring this woman Cantwell (Grace) , seconded by Acting Councilwoman Schowall (Elliott) , motion carried unanimously. APPLICATIONS AND PETITIONS On motion of Acting Councilman Roberts (Miller) , seconded by Ac- BusiLicense ness Councilwoman Cantwell (Grace) , waiver of business license was 9: Waiver unanimously to the Riverside Entertainers who will perform at t] Saturday and Sunday, April 16 - 17, 1977 . CITY MANAGER Ordinance No. 1604, which was adopted at the March 15, 1977, mei Appointments created a Relocation Appeals Board. Acting Director of Plannin( Relocation Community Development Mary Bruns reported the following persons Appeals agreed to serve on this board : Harry John, Charles Scates , Llol Board Yarborough, Bill Buster, and Beverly Perry. On motion of Actin( Councilman Cantwell (Grace) , seconded by Acting Vice Mayor Line; (Knudsen) , Council appointed the above persons to the Relocatiol Appeals Board with terms of office from one to four years to be established by drawing of lots . Acting Director of Public Works Kenneth Thiessen reported on thi Sodium recommendations from the Public Works Commission requiring new Lighting replacement street lighting systems incorporating use of high p: Report sodium lighting . Mrs . Joyce Fraser, 1346 Monterey Street, requi Council continue discussion. Since no Council action was reque! this time, this matter will be discussed at a later meeting. Acting Parks Director Reho Schuler brought a report on the grog. on the reconstruction of Ford Park, and the construction of sews lines, restrooms and security lights at Prospect Park. Acting Recreation Director Rick Mosso gave a report on the deve. of the Community Center. Request for advertisement of bids wilt to Council on May 3, 1977 . At this time, City Attorney Taylor commented that he was the sti City Attorney on Civic Day in 1943 . He then left the Council C' and Deputy City Attorney Robert H. Ziprick took his place at th, Council table. Acting Director of Building and Safety Vivian Ngo advised Counc Skateboard the current status of construction presently underway within thi Insurance Acting Councilman Roberts asked Council to consider making skat4 Hazard facilities available in the City. Acting Attorney Beall stated City would have a potential liability hazard, and Acting Financ, Director David Allen reported the difficulties in obtaining lial insurance. There being no further business, Council adjourned, on motion,
