The meeting was opened with the pledge of allegiance, followed by the il
invocation by Reverend Robert B. Wallace of the First Baptist Church.
The minutes of the regular meeting of April 19, 1977, were approved as
submitted., and on motion of Councilman Miller, seconded by Councilman

Elliott, the minutes of the meeting of April 14, 1977,. were amended to !
state that Mrs . Maxine Doss would serve on the Relocation Appeals Board?
in place of Mr. William Buster. This change was unanimously approved. x1.
Before beginning the meeting proper , Mayor DeMirjyn called Mr, William;

then read the following statement of support : "With regard to a

"On April 13th, by majority vote, this Council selected Robert Brickley

as Chief of Police„ While the choice was not popular in all areas, thcl
fact remains , it was a majority decision and as such must be accepted
and respected.
"We are all interested in a healthy and productive Police Department,
one we can all be proud of. Redlands has had an efficient Department

for many years and we must all lend our support to assure the continua-1
tion of a high Level of Law enforcement in our community.
"I therefore, respectfully request the personnel of the Police Depart- 1

ment and the Citizens of Redlands to join with me in giving Chief

Mr. Dennis Thomas of 36 Brookdale Drive addressed Council and pi
petitions from the neighbors on Roma Street, Ash Street, Dale Ez
and Brookdale Drive. The neighbors are concerned that the cul-c

L . Minor Subdivision No. 28 - Craig Northcutt
That the application for a minor subdivision proposed south of Sunset
Drive across from Caroline Park, R-A Zone, be approved subject to ali
departmental recommendations , with the indication of the lot split line
to be as per the Engineer 's request and that Planning Department Recom-
mendation No. 2 be deleted. Councilwoman Grace moved for approval of
the Planning Commission action with the deletion of Planning Department
Recommendation No. 2. Councilman Knudsen seconded the motion.
Before the vote was taken, Dr . Craig Northcutt spoke from the audience.
He stated that he had applied for the subdivision as the buyer, not thell
seller of the property. Council explained that it did not affect the
Council ' s action on this development; however, the requirements were
the obligations upon the seller of the property, and this lot split
could not be recorded unless all agreements are met. Mr . Dan Klein of
Ketcherside Realty also spoke in behalf of the buyer . Mayor DeMirjyn
explained the action of the Advisory Board requiring an agreement to
install improvements at such time as these are requested. Following
this discussion, Minor Subdivision No. 28 was unanimously approved by
the City Council.
R.P.C. No. 453 - Zone Change No. 177 - Jeff Eltipge
That R. P.C. No. 453, a resolution of the Planning Commission for adop-
tion of Zone Change No. 177, creating a change of zone from A-1 (Agri
culture) District to R-S (Suburban Residential) District for approximatq,-,
ly 9. 94 acres of property located on the southwest corner of Citrus
Avenue and Dearborn Street, be approved. on motion of Councilwoman
Grace, seconded by Councilman Elliott, R.P.C. No. 453 was unanimously
approved by the City Council . ordinance No. 1610, an ordinance of the
City Council establishing Zone Change No. 177, was given first reading
of the title and laid over under the rules , with public hearing set for ,",
May 17, 1977, at 7 :00 P.M.

That R. P.C. No. 454, a resolution of the Planning Commission for adop-
tion of Zone Change No. 178, creating a change of zone from A-1 (Agri-
culture) District to R-S (Suburban Residential) District for 8. 14 acres
of property located on the southwest corner of Citrus Avenue and Wabash
Street, be approved.
On motion of Councilwoman Grace, seconded by Councilman Miller, R.P.C.
No. 454 was approved, and ordinance No. 1611, an ordinance of the City
Council establishing Zone Change No. 178, was given first reading of
the title and laid over under the rules, with public hearing set for
May 17, 1977, at 7 :00 P.M.
Iti Variance No. 212 - American Sign and Indicator Corp2ja.fion
The application for a variance to utilize existing time and temperature
display located at 125 East Citrus Avenue to show messages in addition
to time and temperature, was unanimously denied by the Planning
Commission.
Mr. Schindler explained that no Council. action is required unless an
application for reversal for denial of a variance is filed. Ile stated
that one had been filed by the American Sign and Indicator Corporation,
and requested 'that Council set the time for consideration and public
hearing of this matter. On motion of Councilwoman Grace, seconded by
Councilman Miller, the time for consideration of this appeal was set
for Tuesday, May 17, 1977, at 3 :00 P.M.

Councilwoman Grad, seconded by Councilman Knudsen, unanimous Con
approval was given to this recommendation of the Planning Commiss
7. Commission Review and Approval for C.U.P. No. 247 - Pl mouth Vill
That the request for approval of a master plan for a total care/v
center including 70 grouped dwellings and four detached dwellings
located on the east aide of Cajon Street between Palm and Highlan
Avenues , receive Commission Review and Approval for Conditional U
Permit No. 247, subject to all the recommendations of the various
departments as outlined in Planning Commission minutes dated Ap.ri
1977, and including permission for Plymouth Village to place a si
each end of Palm Avenue.
Mr . Schindler expressed satisfaction with this present: design, an,
explained that the signs requested will be small and low. Counci
Grace moved for Council approval of the Planning Commission actio:
approving C.R.A. for C.U.P. No. 247, including permission to use
signs as outlined. Motion was seconded by Councilman Knudsen and
unanimously adopted.

Vice Mayor Knudsen mentioned two calls concerning the music festival
held recently at the University of Redlands , and also a call concern-
ing the narrowing of Eureka Street at Eureka and olive which is caused
by the --ulvert. He asked that the Public Works staff see if there is
some solution to this problem.
Mr. Klip Kreps of Cortner Hall, University of Redlands, explained the
recent music festival which was a benefit for the University radio
station. He stated that the Police had been notified that the music
festival was going to be held. It was terminated at 8:00 P.M. Counci
concurred in the hope that future concerts would be held at a lower
decibel output.
Mayor DeMirjyn read a proclamation proclaiming May 9 - 15, 1,977
Municipal Clerk' s Week and, on motion of Councilman Miller, seconded
by Councilman Elliott, the proclamation was ordered read into the
minutes .
WHEREAS , the strength of local government depends upon the cities
opinion of it and their trust in its competency and goals, and such ,,
opinion is formed largely by the image set forth by the municipal
government employees ; and
