The meeting was opened with the pledge of allegiance, followed by the
invocation by Reverend David Fong, Youth Pastor of the Seventh Day
Adventist Church.
The minutes of the regular meeting of May 3, 1977 were approved as
submitted.
The following bids were opened and publicly declared in the office of
the City Clerk at 10 :00 A.M. this date for the construction of Ford
Street between Citrus Avenue and Palm Avenue:

District City Attorney Taylor then advised Council that the proper action
is to adopt the assessment district, order, the engineering and
work, and calling for bids on the installation of this sewer, P
Taylor repeated that notices were given and advertising done ac(
to the law and that no protests had been filed. He added that k
could be received and at that time costs would be finalized, an(
the Council and the residents on Sherril Lane would have an oppc
to decide,
City Manager Mitchell pointed out that the staffing for specifi(

scheduled for ,lune 7, 1977.
A request for reconsideration of the Council action upholding an appeal
for denial of planning Commission approval of Variance No. 210 for
Minor Subdivision No. 23 was scheduled for this time and place. Mr.
Robert Wagner addressed Council and restated his reasons for requestin
reconsideration of this matter. These were: that Council had not.
asidera- taken action on Variance No. 210 for Minor Subdivision No. 23 as
recommended by the planning Commission; that the owners were not pro-
3..nce No. vided the same rights as were available to adjacent property; and that
the five foot variation in a front property line is a small matter,
inasmuch as this is not a transition area between zones . Mr . Wagner
pointed out that his property is 300 feet from the zone change area..
Mr . Robert Treacy then addressed Council at length, speaking to
sections of the Redlands Ordinance Code and the State Code on zoning.
He discussed the zoning practices of Loma Linda, Colton, and other
nearby cities .
Addressing Council in favor of upholding the appeal were Dr . I . H.
Crittenden, 560 Terracina, Mr . Lee Hawkins , 1521 West Cypress , Mrs .
Ogden, Kay Wood, 1540 West Cypress, and Mrs . Atkinson.
Speaking in behalf of Variance No. 210 were Mrs , Bill Gregory, 480
Terracina, Mrs . Lula Ponte of 511 Terracina, and Mr . Lloyd Ponte. Als
speaking was Linda Nimmo of 317 South Eureka and Harold Pringle of 519
West palm.
City Attorney Taylor clarified that this Council hearing was not a new
appeal, but a reconsideration of the appeal that had been filed previ-
ously. Following this discussion, the public hearing was declared
closed, and on motion of Councilman Elliott, seconded by Councilman
Knudsen, the motion to uphold the appeal and deny Variance No. 210 was
adopted by the following roll call vote:

This decision was based on the grounds that the four criteria necessar
for the granting of a variance were not present :
1 . Undue hardship to applicant;
2 . Denial of rights awarded to others ;
3. Not a granting of special privilege;
4 . Does not violate the general plan.
Mr. Wagner thanked Council for its reconsideration of this matter.

Planning Commission consideration of a specific street plan for
realignment of Sunnyside Avenue between Fern and Cypress AvenueE
tabled by the Planning Commission indefinitely. The Council diM
this item. Mr. Schindler stated that the Public Works Departmer
make some effort to lower the crown of the street, which will hE
drainage somewhat. Following other discussion, Council concurrE
the Planning Commission action to table.
. Minor Subdivision No. 29 - Nelson B. Reames
That an application for a minor subdivision proposed. at 2 Summit
Avenue, R-F Zone, be approved; and with respect to Bow "A" , no c

Division recommendations and adopting all other recommendations

for 9. 1 acres of property located on the southeast corner of Kar

Planning Commission action on the above tract was to table this

5. Tentative Map Tract No. 9777 - Ra mond C. Mills
That the tentative map for Tract No. 9777, located on the south(
corner of Lakeside and Olive Avenues , 27 lots , R-S Zone, be apps
in accordance with the departmental map and subject to the recon
tions of all departments as contained in Planning Commission mir
dated May 10, 1977 . On the recommendation of Mr. Schindler and
motion of Councilman Miller, seconded by Councilman Knudsen, thJ
matter was returned to the Planning Commission.
6. Tentative Map Tract Nes. 9840 - Lewis Domes of California
That the tentative map of Tract No. 9840, located on the south
Magnolia Avenue between Bellevue and Lakeside Avenues , 41 lots,
Zone, be approved subject to the recommendations of all departmE
contained in Planning Commission minutes dated May 10, 1977 , ane
accordance with the changes shown on the map. On motion of Cour
woman Grace, seconded by Councilman Knudsen, unanimous approval
given to this recommendation of the Planning Commission.
7. Minor Subdivision No. 30 - Esther B. Paq�t
That application for a Minor Subdivision No. 30 proposed at 617 East 11
Mariposa Drive, R-A Zone, be approved subject to all departmental
requirements as outlined in Planning Commission minutes dated May 10
1977, and in accordance with the lot line adjustment as stated on the
map. On motion of Councilman Knudsen, seconded by Councilman Elliott,
unanimous Council approval was given to this recommendation of the
Planning Commission.
8. Tract No. 9645 - Rune Johansson - Final Approval
All requirements as outlined in Council minutes dated January 4, 1977,
having been completed, it is the recommendation of the Planning
Department that final approval be given Tract No. 9645. On motion of ,
Councilwoman Grace, seconded by Councilman Elliott, unanimous final
approval was given for Tract No. 9645.
9. Tract No. 9607 - Russ Wilbar - Final A royal
All requirements as outlined in Council minutes dated December 21, 197
having been complied with, it is the recommendation of the Planning
Department that final approval be given for Tract No, 9607. On motion '
of Councilwoman Grace, seconded by Councilman Miller, unanimous appro-
val was given to Tract No. 9607.
10 . Appeal for Reversal of Council Decision - Minor Subdivision No. 26
W. H. Merritt
City Manager Mitchell presented a request from Drs . Merritt and Critte
den to be relieved from the requirements of street improvements on
their lot. The applicants state that these requirements are not appro
priate to the neighborhood at this time nor in keeping with the desire ,
of the applicants . Mr. Mitchell pointed out that at the time Sunset
Drive would be developed, it would be a major undertaking and would be
funded by Gas Tax or other funds . He recommended Council reversal., of
its decision of April 5, 1977, requiring improvements, but that the
dedication be required. Following discussion, on motion of Councilman '
Knudsen, seconded by Councilman Elliott, Council moved to accept the
staff recommendations unanimously.
11 . Minor Subdivision No. 19 - Virginia Hart _JQjADSe Hill)
on motion of Councilman Knudsen, seconded by Councilwoman Grace,
unanimous Council approval was given the applicant 's request to be
permitted to save the rock curbing in connection with this minor sub-
division and not construct curbs and gutters as required in approval
of Minor Subdivision No. 19, Parcel Map No. 3446.
12 . Appeal to Planning Commission Denial of Variance No. 212 - Bob Steisel
for American Sign and Indicator C2Ep.
On April 28, 1977, Mr . Bob Steisel filed an appeal with the City Clerk
stating that the denial of Variance No. 212 "violates the first amend-
ment of the constitution as decided by the Supreme Court. "
At this time Council considered this request for a variance to permit
informational messages on the temperature and time sign located on
Provident Savings & Loan property at the corner of Citrus Avenue and
Sixth Street. Mr . Steisel stated that Council cannot deny his firm
the opportunity to place messages on this existing sign.
In the ensuing discussion, Councilwoman Grace stated that the sign is
identifiable at present and represents Provident Federal Savings and
Loan, but further information would cause a hazardous distraction at

completed and ready for recordation. In this proposed map, the
developer offered to put a cul-de-sac at Olive Avenue to limit tl
traffic through the development and the Dale Lane area..
Mr . Dennis Thomas , 36 Brookdale Drive, spoke again and presented
original points . He also brought a sketch which he presented to
Council . Mrs . Johnny Guest, 24 Dale Lane, and Mrs . Tan Riper, 3"
Brookdale Drive, repeated the original request that the developme

Council, Dr . Miller moved to approve back-to-back cul-de-sacs re<
ded by the staff and to have the name of Dale Lane changed to Naz
Street as it enters into Olive Avenue. Motion was seconded by C<
man Knudsen and carried unanimously.
Mrs . Ruth Patton asked if cul-de-sacs allowed developers increas(
within a tract. Mr. Knudsen replied, "No. ` Mr. Mitchell pointe(
that in the future refuse vehicles and other large vehicles may 1
problems turning within cul-de-sacs . In this discussion which ez
Council. concluded that the above motion must be amended. Counci'
Knudsen moved to amend the original motion to state that cul-de-:
approved may be contained within the rights-of-way approved for 1
original development. Motion amending original motion was recon(
Councilman Miller and unanimously approved.
Community Development Director Schindler explained to the Counci:
public hearing notices are required by law to be published in th(
paper and that the City has been notifying residents within 300
but that this policy may be changed in the future.

There being no further business, the Council adjourned to 7 :00 P,
Councilman Knudsen recommended that the Traffic Commission consi.c
Traffic changing the unlimited parking allowed on the north side of Oliv(
Avenue between Citrus and the alley south of Citrus (across from
Myrtle Street entrance to Olive) . Councilman Knudsen added that
hour parking exists now on the south side of Citrus . Mayor DeMiz
again mentioned the "no parking" problem under the overpass at Fc
Street. This will be referred to Sergeant Alexander .
Recreation Commission - Councilman Knudsen reported on remarkabl(

savings of power brought about by the new lighting at the Communm
B allfield. He states that a 65 to 71%3 saving has been realized,
extended the Commission ' s thanks to the Council for making Revent
Sharing funds available for the installation of the lights .
APPLICATIONS AND PETITIONS
On motion of Councilman Miller, seconded by Councilman Elliott,
of the requirement of a business license for the Pancake BreakfaE
the Kiwanis Club was unanimously approved.
COMMUNICATIONS
Councilman Miller brought a request from Richmond - Division of I
Inc. asking Council help to maintain railroad service to their f<
Richmond in the event that the Santa Fe Railroad and Southern Pacific Lin(

Councilwoman Grace was given permission to be absent from the next
two Council meetings .
Council briefly discussed the proposed joint use of Norton Air Force
Base.

The quitclaim for easements on West Avenue, which was approved by the
