Knudsen, Vice Mayor Ellsworth E. Miller, Councilman The meeting was opened with the pledge of allegiance, followed I invocation by Bishop Weldon B. Jolley of the Church of Jesus Chi Latter Day Saints. Visitor At this time Mayor DeMirjyn asked the citizens in the audience From Hino, Japan staff to join him in welcoming Miss Emiko Matsumura, a visitor Redlands ' Sister City Hino, Japan. Mayor DeMirjyn then present( Matsumura with a small present for herself, a chain containing 1 City seal, and a ceramic tile of the City seal to be taken to M< Kimio Morita of Hino. Miss Matsumura read a very friendly greeting from the Mayor of I briefly described her city, added that her father is the Plannii Director of Hino, and invited all to visit Hino sometime. She I presented the Mayor with several presents . The minutes of the regular meeting of July 19, 1977, were appro, submitted. BIDS Bids for installation of the Sherril Lane sewer were publicly d( at the last Council meeting and referred to the Department of I Works for study and review with the property owners within the sewer assessment district. Only five of the fifteen property owners affected by this proje( Award tested upon receipt by them of the estimated amount of $1, 925 .0( Sherril Lane lot for the installation. It is now the recommendation of the I Sewer ment of Public Works that award be made to John T. Malloy of Lo., es in the amount of $26, 250.00. The amount differs slightly fr( original bid because one manhole has been deleted from the requ.- questions or comments concerning this change of zone. None being ince forthcoming, the public hearing was declared closed, and Ordinance No. 621 1621 was adopted on motion of Councilman Elliott, seconded by Council- woman Grace with waiver of the reading of the ordinance in full by the �O following roll call vote : AYES : Councilmembers Grace, Elliott; Mayor Demirjyn NOES : None ABSENT: Councilmembers Knudsen, Miller ION RECOMMENDATIONS Planning Commission - Planning Commission recommendations as considered by the City Council at a regular meeting thereof held on August 2, 1977 at 3 :00 P.M. Present : Councilmembers Grace, Elliott, Mayor DeMirjyn; Deputy City Attorney Bill Brunick Absent: Councilmembers Knudsen, Miller 1 . Conditional Use Permit No. 272 - Lawrence M. Cole That the application for a conditional use permit for 4 studio apart- ment units to be combined with three existing units located at 78 Nor- wood Street be approved subject to the recommendations of all depart- ments as contained in Planning C ommission minutes dated July 26, 1977 . On motion of Councilwoman Grace, seconded by Councilman Elliott, this recommendation of the Planning Commission was adopted by AYE votes of all present. 2 . Tentative Map Tract No. 8124 - Falcon West - Yucaipa Investments That the tentative map of Tract No. 8124, located between Center Streel: and Elizabeth Street, 500 feet west of Henrietta Street, 13 lots, R-E Zone, be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated July 26, 1977, and with the specific request that the developer be in full accord with the preservation of the rock-curb and wall. Mr. Robert Wagner spoke with Council. about the Engineering requirements along Elizabeth Streetand pointed out that perhaps Council would wish to delete requirements A and B under 6. He also discussed the rock curb and gutter on Center Street with Council. Councilmembers were in agreement with My . Wagner ' s understanding as pertains to Elizabeth Street; however, there was some concern expressed about the street width and turn on Center Street. Following discussion, on motion of Councilwoman Grace, seconded by Councilman Elliott, the recommendation of the Planning Commission was adopted subject to compliance with all departmental recommendations as outlined in Planning commission minutes dated July 26, 1977, and subject to deletion of Engineering Requirement 6A and 6B as pertains to Elizabeth Street and with the recommendation that 7A, B and C as pertains to Center Street be referred to the Advisory Committee, and that all other recommendations stand. Tentative Map Tract No. 9994 - Michael Terns That the tentative map of Tract No. 9994, located on the north Center Street, approximately 200 feet east of Center Crest, 6 R-E Zone, be approved subject to the recommendation of all depa: as contained in Planning Commission minutes dated July 26, 1977 The tentative map of Tract No. 9996, generally located at the south- east corner of Highland Avenue and Dearborn Street extending southerly to Fifth Avenue, 106 lots , R-S Zone, be approved subject to the recom- mendations of all departments as outlined in Planning Commission minuteq dated July 26, 1977, and adding Planning Commission recommendation No. 9, to state that the Tract be redesigned to incorporate the half street on Highland Avenue, and redesign all lots to be standard in area and dimensions . Councilwoman Grace commented that in studying this devel- opment she learned that 142 new trees will be planted within the devel- opment in addition to trees that will be transplanted. Councilwoman Grace then moved for approval of the recommendation of the Planning Commission. The motion was seconded by Councilman Elliott and adopted by AYE votes of all present. 1.0. Minor Subdivision No. 38 - Hal Hagen That the request for Minor Subdivision, proposed on the west side of Edgemont Drive, approximately 700 feet south of the intersection of Sunset Drive and Edgemont Drive, 3 lots, R-A Zone, be approved. On motion of Councilman Elliott, seconded by Councilwoman Grace, Minor Subdivision No. 38 was approved subject to all requirements as outlined in Planning Commission minutes dated July 26, 1977, The motion seconde(' by Councilwoman Grace and approved by AYE votes of all present. 11 . Tract No. 9734 - Lewis Homes of California - Final Approval All requirements as outlined in Council minutes dated March 1, 1977 having been complied with, it is the recommendation of the Planning Department that Tract No. 9734 be given final approval with the proviso that the section on the map labeled "not a part" be designated Lot A and be deeded to the City. on motion of Councilwoman Grace, seconded by Councilman Elliott, final approval was given to Tract No. 9734 subject to the requirements as outlined by the Planning Department. The motion was seconded by Councilman Elliott and approved by AYE votes of all present, 12. Petition Tract 9538 Community Development Director Schindler, explained briefly concerning the petition received by Council relating to Tract No. 9538. Mr. Schindler explained that this tract and one adjoining it will be affect-. ed by the previous action of having a portion of the Tract -No. 9734 designated "Lot A" and deeded to -the City. Mr. Schindler explained that this land may then be used as access to Tract No. 9538. He added that this entire matter will be considered by the Planning Commission at their next meeting. There being no further business from the Planning Commission, the Council adjourned to a personnel session. ,TIONS AND PETITIONS i City Manager Mitchell brought to Council attention receipt from 1 Alcoholic Beverage Control Office notification of a new On Sale I and Wine License at 320A East State Street and renewal of an tiff General License at 775 grange Street. UNFINISHED BUSINESS Police Chief Robert Brickley reported on the request received at last Council meeting for a donation to the "We Tip" program. Ch. Brickley explained that the Police .Department received only six in 1975, six in 1976, and two in 1977 in connection with the pro( Denial He explained further that nearby cities have not found the evidei We lip" sufficiently dependable and have only developed one prosecutable Request in three years . He added that the "We Tip" concept is excellent does not seem practical in results . This mo was adopted by AYE votes of all present. Archbold to sign lease agreements betw No. 3388 City of Redlands and the County of San Bernardino Housing Author Rental order to participate under the Section 8 Rental, Assistance Progr Assistance Program was adopted by AYE votes of all present on motion of Councilwoma: seconded by Councilman Elliott. Resolution No. 3389, a resolution of the City Council declaring Resolution intention to vacate a portion of Fern Avenue in the vicinity of No. 3389 Street side Avenue and setting the public hearing for 7 :00 P.M. on Augu Vacation 1977, was adopted on motion of Councilwoman Grace, seconded by C man Elliott. These were in the names of Arnott, Grisetti , and Leach. Mayor DeMirjyn announced that he will be visiting Mexico during the if next few days . if Mr. Mitchell reminded the Councilmembers that there will be a meeting in the Lyon' s Gallery at 1 :30 P.M. on Friday, August 5, 1977 to discussli 11 the adoption of the tax rate for 1977-78. Chamber of Commerce members will attend and interested citizens are also invited.
