The meeting was opened with the pledge of allegiance, followed by an invoca-'
tion by Nevin Limburg, Manager of the Redlands Chamber of Commerce.
The adjourned meeting of the City Council held on March 23, 1.978, was ad-
journed to this time and place in order to hold this meeting for the purpose'
of further consideration of growth. regulations .
Warren Hooper of 1501 West Olive Avenue felt the moratorium and Growth
Management Study were bad decisions and should be cancelled; Gus Bisesi., 1-5
West Palm Lane Drive, asked Council to not stop growth in Redlands ; Fred
Ford, 49 Summit Avenue, requested a step to the moratorium but continuance
of the Studya W. E. "Gene" Malone, 1580 Ridge Street, stated construction is
slowing down on its own and a moratorium is not needed. Also speaking
against continued limited growth management were Norman Langley, Ron C:reamie ',

As president of the Redlands Chamber of Commerce, Stan Lemmond reiterated
the Chamber ' s stand to stop the moratorium but continue the Growth. Manage-
ment Study, Nevin Limberg, 839 Lincoln Street, manager of the Chamber of
Commerce, told Council the Chamber stands for the principal of free enter-
prise and feels further government intervention is not needed.

Diana Sommer, 448 Center Street, reaffirmed the League of Women Voter ' s
stand to extend the moratorium and continue the Growth Management Study.
Dr. Kenneth Roth, 1720 Saritta Drive, read a prepared statement from the
Friends of Redlands strongly recommending support of the staff' s recd enda-
tions and extei)sAion of -he moratorium for 90 days or more until the Growth
Management Study is completer. Bob Treacy, 554 Terracina Boulevard, felt
that this was not an issue of free enterprise and asked that the moratorium
be maintained until the Study tells us what is the best approach. Walter
Baumgartner, .302 East Sunset Drive North, asked Mrs . Riordan to comment
briefly as chairman of the Citizen' s Advisory Committee on the three most
significant reasons to continue the study.
Also speaking in favor of continuing growth management were Tom Lynard, 1030
Fletcher Avenue; Mrs. Ruth Patton, 440 South Buena Vista Street; L eanora
Jimenez, 701 Baldwin Avenue; Teresa Regester, 330 Bond Street,; Ann Caples,
