DeMirjyn, Councilman At the time and place for the regular August 15th meeting of the Cit Council, no quorum was present. The City Clerk adjourned the meetin Monday, August 21, 1978 at 2:00 P.M. , and posted notice to this effe Mayor Martinez called this adjourned meeting to order at 2:10 P.M. a. Appointnent stated that the first matter of' business was to appoint H. L. Archbo Acting acting City Manager. On motion of Councilman Riordan, seconded by 0 city Manager man Elliott, Lee Archbold was appointed to serve as Acting City Mana until a City Manager is appointed by Council, by AYE votes of all pr Resolut on Resolution No. 3523, a resolution of the City Council approving appl, No. 3123 for pedestrian fund for safety and handicapped facilities and design %.J.L Culla 4110 J:>kjul.U VL Oupt:::-LV I.tj Lt::CL.-juiI-j J-U.L 1.t.:4uC._j4.L119 Lilt:: City to participate in this Initiative Measure on the ballot. It was pointed out that the first cost ($75.00 per precinct) of the Iniative - Lon Measure to each City will be paid by the County from the Block Grant Fund. 324 This matter was discussed at length, particularly regarding this resolution's possible effect upon the City Council 's Resolution No. 3515 which puts Ballot Measure S (Senior Housing) on the November 7, 1978 ballot. Follow- ing this discussion, Councilman Riordan moved to approve Resolution No. 3524, Ballot Measure B, and to include in the motion the affirmation to keep Resolution No. 3515 on the ballot. This motion was seconded by Council man Elliott, and approved by AYE votes of all present. Council concurred in the acknowledging of a gift from the Contemporary Club of a drinking fountain to be placed in the Mini-Park. A letter of 1�k appreciation was authorized over the Mayor ' s signature. i Mayor Martinez addressed Mrs. Mildred Rania, Mrs . Thelma Atkinson, and Mrs . Ruth Patton who were present in the audience and thanked them for this considerate gift. Mr. Archbold explained the motion from a special meeting of the Traffic Commission held Friday, August 18, 1978. The Commission urged the Council to take action to facilitate parking in connection with the proposed Mervyn Development north of Redlands Boulevard between Eureka Street and Orange Street. City Attorney Taylor explained that if condemnation of certain parcels of property in connection with this development were necessary, the City must notify the owners of said property of a Public Hearing at which they might appear to discuss the matter with the Council. At this same hearing other interested citizens will also be heard. In response to a question by Mr. xient Eugene Malone, Mr. Taylor explained that setting and holding this hearing did not commit the City to taking any action on a Resolution of Condemna- tion. However, he pointed out that if the Council did adopt a Resolution of Condemnation, the funds to complete the transaction must be available. Mr. Malone reminded Coucil that $650,000 had been promised to the East Core Area for parking and other development. Following discussion, on motion of Councilman Riordan, seconded by Council- man Elliott, the public hearing on this matter was set for September 5,1978 and authorization was given the City Attorney to notify the property owners in question by AYE votes of all present. City Manager Archbold presented a request from Dr. Charles Irwin, III for L9nal final approval of Conditional Use Permit No. 262. The Planning Department it confirmed that all requirements as outlined in Planning Commission minutes but stated that she felt that it was in the best interest of the app and the City that the matter be handled as scheduled on September 5t Following her request, Mr. Coffin graciously withdrew his request. on motion of Councilman Riordan, seconded by Mayor Martinez, Council Voting Elliott was appointed alternate voting delegate to the Mayor at the Delegate coming League of California Cities on September 24, 25, and 26th. The Councilmembers and those in the audience paused in a minute of s prayer in memory of the City's very special citizen, Mr. Lee Guggisb who died during the past week. on motion, the meeting then adjourned at 2:45 to a brief personnel s Next regular meeting, September 5, 1978.
