DeMirjyn. Minutes of the regular meeting of February 20, 1979, were approved as scab-- mitted. HEARINGS Ordinance No. 1681, an ordinance of the City of Redlands amending Zoning Ordinance 1009 as relates to regulations on location and height of fences and walls, was given first reading at the last Council meeting and set for public hearing at this time. A maximum height of sixteen feet was estab- lished for a fence within a buildable rear yard area . Mayor Martinez opened the meeting as a public hearing for any questions or comments concerning this ordinance. Mills That the tentative map for 'Tract No. 10347, located on the northeas of Highland Avenue and LaSalle Street, 28 lets, R--S Zone, be approv ject to all departmental recommendations; making two corrections an additions, Planning Items Nos. 11 and 12 . No. 11 . Minor Subdivision No. 32 - Scorpion Enterprises/John Moore M bricke ssoc<' A request for time extension of one year from June 7, 1979 to June 7, 1980 (first extension) was approved on motion of Councilman DeMirmjyn, seconded by Councilman Elliott., for Minor Subdivision No. 32 . There being no further business, the Council adjourned to an Executive Session. 'traffic Commission - Councilman Elliott presented Resolutions Nos . 3561 ions and 356:3 which emend the Redlands Ordinance Code; one relates to parking 561 63 and a stop sign, the other, to speed limits on San Bernardino Avenue. On ode motion of Councilman Elliott, seconded by Councilman DeMirjyn, these reso- lutions were unanimously adopted by the City Council. Park Commission -- On motion of Councilman Knudsen, seconded by Councilman Riordan, Mr. Bill Larsen was unanimously appointed to replace Gorden Nollar. rents on the Park Commission and Glenn Feenstra was unanimously appointed as Student Representative . Housing Commission - On motion of Councilman Riordan, seconded by Council- man DeMirjyn, Mrs. Margaret Bacon was unanimously appointed to the Housing hent Commission. This commission will meet on Thursday, March 1.5 at 8 :00 P.M. in the Council Chambers Recreation Commission - will meet on Thursday, March 15 at 2 :00 P.M. with ion the Park Commission in the Conference Room. at City Tull . The commissions will tour the facilities to learn of each others problems. Public Works Commission -- will meet on Monday, March 19. Historic and Scenic Preservation Commission - will meet on March 8 at 5 :30 P.M. in the Lyon ' s Gallery, Mr. Scott Showler was unanimously approved tment to replace Mr. Jerry Pyle on the commission on motion of Councilman Elliott, seconded by Councilman Riordan. `'IONS AND PETITIONS Dr. Craig Northcutt of 222 Escondido Road addressed Council concerning engineering requirements in connection with approval for waiver of water system installation in connection with Minor Subdivision No. 28» This waiver of water system installation was given by Council.. at the Council meeting of November 21, 1978. The requirement specifications were explained to Council members in a memorandum from the Public Works Director and in- cluded in each Councilmember's packet provided them on Friday prior to the tion meeting as. hown in the Manager's letter to Council dated November 1.7, 1978. On motion of Councilman DeMirjyn, seconded by Councilman Riordan, a Denial for permission to solicit funds within the City of Redlands from Ma 1979 to March 1, 1980 by the American National Volleyball Associati denied. COMMUNICATIONS Councilman Knudsen thanked Chief Brickley for the patroling that is done at the elementary school crossings and stated that it is succe Councilman Demirjyn suggested the possible use of mobile stop signs could be placed in the middle of the crosswalks by the maintenance nel before and after school hours at the elementary school crossing Building and Safety Director Bob Dale reported on tracts in which t has been inactivity in the recent past and stated that the tracts i tion have been refinanced and will be going forward... He also repor the salability of homes under $100,000 is going quite well, the $20 range is going very well, but purchasers of homes in the $100, 000 r Housing becoming more selective. Mr. Dale further reported that in the pas Cost-Volume Report 1, 000 homes in the $50 to $75,000 range have been finished or are u construction; 500 homes in the $75 to $100,,000 range; 300 homes in to $150, 000 range; and 20 homes in the $1.75 to $200,000 price range stated that in tract homes at this time, the least expensive homes about $66,000 . Mr. Dale added that El Dorado Developers ' four--plea built on Brookside Avenue are presently priced at $191,000 per four unit and that they are selling as fast as they are being built. Councilman Knudsen again mentioned streets that have been torn up f excessive length of time. Counc.ilmembers Knudsen, DeMirjyn, Elliott, Riordan; Mayc Martinez TNESS Resolution No, 3560, a resolution of the City of Redlands establishing a public hearing for the purpose of authorizing a Cooperation Agreement be- tween the City of Redlands and the Housing Authority of the County of San Bernardino, was explained by Mr. Eon Newcome of the Office of community ;560 Development. Mr. Newcome described the housing situation in San Bernardino County in connection with HUD and added that he expects the housing under :gat this agreement to be placed in other areas of the County. On motion of Councilman Riordan, seconded by Councilman. DeMirjyn, Resolution No. 3560 was unanimously adopted. The public hearing referred to will be held on March 20, 1979, at 7 :00 P.M. Resolution No. 3564, a resolution of the City Council. declaring its inten ion tion to vacate a portion of Fourth Street lying between the Southern Pacific 564 Railroad right-of-way and the Santa Fe right-of-way and setting the public to hearing on this street vacation for March 20, 1979, at 7 :00 P.M. , was unanimously adopted on motion of Councilman DeMirjyn, seconded by Council- man Knudsen, , 7AGER City Manager Christiansen presented an agreement between James Montgomery i Consulting Engineers and the City of Redlands for the preparation of plans = and specifications for relocation of existing water and sewer pipe lines 'ring in connection with the proposed Route 30 highway construction. Mr. int Christiansen assured Council that the State will reimburse the City for, the construction cost in connection with the utility relocations . A water contract with Option CCB" was unanimously approved in the name of "B t Southeastern California Association of Seventh Day Adventists on motion of Councilman DeMirjyn, seconded by Councilman Knudsen, and with the Mayor , and City Clerk authorized to sign the contract. a1 On motion of Councilman Knudsen, seconded. by Councilman DeMirjyn, unanimous authorization was given for the transfer of $5, 000 from the General Fund Reserve to the Disposal Department for the purchase of four pick.--up bins .
