Public hearing was advertised for this time and place on Ordinance N

PTA Presentation Re : School Impaction Report
Prior to opening the oral petitions section of the agenda, Mayor Mar
reminded the audience of the Council guidelines for oral presentatic
three minutes for each report with statements not repeating informat
Councilman Riordan read Impaction Study Committee member Swen Larsen
motion and preamble in connection with presentation of the Committee
report to Council .
The following citizens spoke concerning Council ' s acceptance of the
School' report of the Committee on School Impaction: Dave Nollar , 824 Orcha
Impaction Dr. Kenneth Roth, 1720 Sarrita Drive; Dianna Summer , League of Women
Linda Farmer, RTA; Perry Dyke , 644 Los Altos; Mimi Norberg , 501 PepF

the audience. Mr. Elliott stated that there would be no bussing of students '
outside of the school district , no double sessions , and added that tracts
)n would not be approved in areas where they would impact schools.
Mrs. Riordan concluded that all citizens must work together to convince the
State Legislature of the need for schools in San Bernardino and Riverside
Counties.
Mr. Elliott reminded all present that on Friday, September 7 , 1979 , at 2 : 00
Lon P .M. the project evaluation under Proposition "R" will begin in these
Chambers.
Mrs. Van Oils of 423 Jordan Drive requested Council assistance in opening a
day care facility in her home. She has her State License but finds that such
a facility is not permissible in the zone. Following lengthy discussion in-
cluding recommendation of the project by several neighbors , Council requested
Mrs. Van Gils to meet with Mr. Christiansen; meanwhile Council will attempt
to give her every consideration.
Mr. Bert Easterling, 450 Judson Street, requested Council assistance in
relocating his day care center for 26 children to a location across from
Clement Junior High School . This was discussed briefly.

That R. P.C. No. 505, a resolution of the Planning Commission which amends
Section 52 . 10 of Zoning Ordinance No. 1000 by adding Section 52 .10 (D) :Adult
Bookstores, be approved. On motion of Councilman DeMirjyn , seconded by
Councilman Riordan, R.P.C. No. 505 was approved by AYE votes of all present,
and Ordinance No. 1699, an ordinance of the City of Redlands establishing
procedures for the construction, operation, or expansion of adult bookstores,
was introduced and laid over under the rules with public hearing set for
September 4 , 1979 , at 7 : 00 P.M.

Conditional Use Permit No. 315 - Redlands Federal Savings and Loan Association
That the application for a conditional use permit for construction of a new
savings and loan association office building on property bounded by State
Street , Seventh Street, Citrus Avenue, and Eighth Street, C-3 Zone, be ap-
proved subject to recommendations of all departments as contained in Plan-
ning Commission minutes dated August 14 , 1979, and with the requirement that
one additional handicapped parking space be provided on the surface level .

Minor Subdivision No. 72 - Redlands Ten Investment - Final Approval
All requirements as outlined in Council minutes dated May 1-5 , 1979 , having
been complied with, it is the recommendation of the Planning Department that
final approval be given Minor Subdivision No. 72 . On motion of Councilman
DeMirjyn, seconded by Councilman Elliott, this recommendation of the Plan-
ninq Department was approved by AYE votes of all present.
Conditional Use Permit No. 317 - Ronnie Peery - Final Approval
All requirements as outlined in Council minutes dated August 7 , 1979, having
been complied with, it is the recommendation of the Planning Department thati
final approval be given Conditional Use Permit No. 317 . On motion of Coun-
cilman DeMirjyn, seconded by Councilman Riordan, this recommendation of the
Planning Department was approved. by AYE votes of all present.
Conditional Use Permit No. 281 - Historical Glass Museum/D. Huckabee
Time Extension
On motion of Councilman DeMirjyn , seconded by Councilman Riordan, a time
extension of 90 days to November 14 , 1979 was given by AYE votes of all
present to C.U.P. No. 281.
Request for waiver of fire hydrant requirements - Don Leonard
Following lengthy discussion this request for waiver of fire hydrant moving
in order to widen street was tabled for two weeks for Council study.
Request for waiver of fees for child care center - Mrs. Edward Price
On motion of Councilman DeMirjyn, seconded by Councilman Riordan, the reques�
for waiver of fee for enlargement of this child care home was approved with
the stipulation that it remain no larger than eight resident children and
one drop in , and in the event it becomes any larger, fees will be required.
This action was by AYE votes of all present.
There being no further business , Council adjourned to a personnel session.
Traffic Commission - At its August 16 , 1979 , meeting, the Traffic Commissionl
recommended that all-day parallel parking be temporarily permitted on East
Olive Avenue to alleviate conditions resulting from construction activity

resolution of the City Council temporarily suspending time restrictions
established under Section 67905 (4) of the Redlands Ordinance Code as pertain
to parallel parking on East Olive Avenue between Cajon Street and Citrus
Avenue, was adopted by AYE votes of all present.
Historic and Scenic Preservation Commission - on motion of Councilman .Elliot
seconded by Councilman DeMirjyn, Dr. David Ellis of 1380 Knoll Road was
appointed to fill the remaining vacancy on the Historic and Scenic Preserva- i
tion Commission.
