The following bids were opened and publicly declared at 10 : 00 A.M. can November 29, 1979, in the office of the City Clerk for 24 inch pipe for the Fifth Avenue pipeline: U. S. Pipe and Foundry Riverside, California $269 , 393 . 70 Ameron Pipe products Group El Monte, California $256 ,244 . 40 At this time, it is the recommendation of the Department of Public Works that award be made to U. S. Pipe and Foundry in the amount.. of $269 ,393 . 70 ward as this is the lowest, fully qualified bid. Public Works :Director Donnelly stated that the seeming low bid of Ameron Pipe and Foundry was ine not fully qualified. On motion of Councilman DeJirjyn, seconded by Councilman Riordan, Council approval was given to the award of 24 inch i pipe for the Fifth Avenue pipeline to U. S. Pipe and Foundry in the amount, of $269, 393 . 70. HEARINGS Public hearing was advertised for this time and place on Ordinance No. 1703 , an ordinance of the City of Redlands which establishes a change of ance None from A--1 (Agriculture) District to C-M (Commercial/Manufacturing) 1703 District for 5. 95 acres of property located on the south side of Lugonia Change Avenue approximately 640 feet west of Narcan Street. Mayor Martinez de- 220 clared the meeting open as a public hearing for any questions or comments c concerning this change of zone. Mrs. Anita Dimery of 1335 Arlene Street spoke of the proximity of residences, 48 occupied and 40 under construction, to this proposed Commercial/Manu- facturing District. She expressed concern for increased traffic , hazards to children, and reminded Council of the neighborhood dissatisfaction with the Teledyne Factory already in the area. She requested that. Council not adopt this ordinance tonight, but allow time for study and consider- ation by the neighbors. Mr. John Powell, applicant, explained his 80-year-old mother ' s need to sell this property for cash at this time. lie envisioned warehouses and office type buildings and stressed the advantages of the property' s location at the intersection of two .freeways. Council discussed the area and potential development at length. Mrs. Riordan read the uses permitted in the proposed zoning. Appeal of Drainage Requirements - Magee Development Company, Inc, City Manager Christiansen presented the request for waiver of re( ment for installation of storm drain by Magco Development CompanN the development at the northeast corner of Mt. View Avenue and I• Freeway. He pointed out that granting such a waiver would jeopai the drainage plan of the city and weaken Ordinance No. 1.625 . Mr. George Balch, applicant, stressed the cost of the installati< protested that this drain would carry water from Redlands and Loi Council considered the matter at length and following discussion matter was tabled for two weeks to allow "communications with th# county" on motion of Councilman DcMirjyn, seconded by Councilman with the following vote: AYES : Councilmembers DcMirjyn , Riordan; Mayor Martinez ABSTAIN: Councilman Knudsen ABSENT: Councilman Elliott 2 . R.P.C. No. 513 - Ordinance 'Text Amendment No. 145- Redlands Busii Properties, Ltd. That R.P .C. During lengthy discussion of this amendment, Planning and Commun Development Director Schindler explained that several large mark interested in coming to Redlands and Councilman Riordan expresser cern with the amendment to the Zoning Ordinance. Councilman DcMirjyn moved to approve R.P.C. Mr. Schusterick tiled an appeal to this decision with the City Clerk on December 3 , 1979. On motion of Councilman DeMirjyn, seconded by Council- man Riordan, Council set December 18 , 1979, at 7 ; 00 P.M. for the hearing on the appeal . Conditional Use Permit No. 320 - Mrs. Elizabeth Price- Final Approval All requirements as outlined in Council minutes dated November 6 , 1979 , pertaining to C.U.P . No. 320, having been complied with, it is the re- commendation of the Planning Department that final approval be given Conditional Use Permit No. 320 to expand an existing day-care facility from six to eight children at 1306 Colton Avenue. On motion of Council- man DeMirjyn, seconded by Councilman Knudsen, this recommendation of the Planning Department was approved by AYE vote of all present. Traffic Commission - meets December 20, 1979, at 2 : 00 P.M. in the Council. Chambers. Recreation Commission - meets 'Thursday, December 13 , 1979 at 7 : 00 A.M. in theJoslyn Senior Center. Public Works Commission - meets December 10, 1979 , at 3 :30 P.M. in the City Hall Conference Room. Appointments - On motion of Councilman DeMirjyn, seconded by Councilman - Knudsen, Mr. Franklin Postle was reappointed to a three year term on the Library Board, and Regina ,Jimenez , Rasa Rodriguez , and Bunny Soria were appointed to the Community Center Advisory Board.
