Mayor DeMirjyn announced that the annonymous donation of $30,000 to the { i City several years ago for the beginning of the downtown park at Fifth W y� Park and State Streets had been made by Mr. and Mrs. Ben Rabe. This generous (fit Donation gift made it possible for the City to purchase the land for this little ` park. A letter of appreciation over the Mayor's signature was authorized 1 ] by the Council. ' K Mw 7--- H1. PLANNING COMMISSION RECOMMENDATIONS e Councilman Martinez entered the Council Chambers. 3. Tentative Tract No. 11451 - Western Investment Proper_ties__.____�___ ' �rr That the tentative map of Tract No. 11451, proposed for the subdivision „ of 41. acres of property generally located on the north side of Colton Avenue between Alabama Street and Tennessee Streets, south of I-TO Freeway C-M Zone, be approved as revised and subject to the recommendations of alit departments as contained in Planning Commission minutes dated May 13, 1980, and adding that all street improvements on Colton Avenue be fully con- structed with the ability to bond part of Industrial Parkway east. of "A" Street; and a maximum height of six feet should be maintained on all walls as per City Ordinance. On motion of Councilman Martinez, seconded by Councilman Riordan, this recommendation of the Planning Commission was ' 05 given unanimous Council approval. a4. Minor Subdivision No. 86 - Petersen Publishing Company That the request for approval of Minor Subdivision No. 86, located at 1324 Prospect Drive into four lots, R-A Zone, be approved subject to the IQ- recommendations of all departments as contained in Planning Commission ry7, minutes dated May 13, 1980; deleting Planning Recommendation No. 7; and adding Planning Recommendation No. 9: lots to be recorded by parcel map. s Council discussed the large size of these lots and expressed concern that a : an owner might request a further lot split. Dr. Roth suggested some sort ` of flag to alert the Planning Commission and Council. N Mr. Schindler commented that an owner of a lot in a recently approved and recorded subdivisi.on,which property had Proposition "R" requirements on j the recorded map, was now demanding a building permit. On motion of Councilman Martinez, seconded by Councilman Riordan, this recommendation �4 of the Planning Commission was unanimously approved. �Zq Following discussion of this subdivision, on motion of Councilman: Gorman, seconded by Councilman Martinez., the staff was requested to study the � long-range future of Propect Drive to preserve it as a historical .landmark'. � i 9 ' S. R.P.C. No. 528 - Ordinance Text Amendment No. 149 - Dwight Yeoman ' That R.P.C. No. 528, a resolution of the Planning Commission for adoption ' of Ordinance Text Amendment No. 149 which would allow Barber Shops in thei r t M-1 (Light Industrial) District, be approved. On motion of Councilman Riordan, seconded by Councilman Martinez, R.P.C. No. 528 was unanimously ' approved by the City Council, and Ordinance No. 1726, an ordinance of tho ' a s City of Redlands adopting Ordinance No. 1000 Text Amendment No. 149 to allow Barber Shops in the M-1 (Light Industrial) District was introduced and laid over under the rules with public hearing set for June 3, 1980, at 7:00 P.M.21 6. R_.P.C. No. 529 - Commission Determination No. 34 - Ed and JoAnn Rivera That R.P.C. No. 529, a resolution of the Planning Commission for adoption ' of Commission Determination No. 34 that an Auto Parts and Supply Store is similar to uses permitted in the C-2 (Neighborhood Convenience. Center) iI f District, be approved with the addition to Section 1: no repair work,ik minor or otherwise, to be done on the premise. On motion of Councilman Martinez, seconded by Councilman Gorman, R.P.C. No. 529 was unanimously approved by the City Council. 7. General Plan Amendment No. 23-A - City Council of. Redlands _ •a On May 13, 1980, the Planning Commission unanimously adopted Planning 4 Department Recommendation No. 3 as follows: "Recommend to the City Council sE that no action be taken to amend the General Plan as proposed by the City Council until a unified agreement as to how the area will be eventually �* developed is reached by all the affected property owners (all owners of undeveloped land within the Specific Plan Boundary and interested citizens.) y "The agreement should be specific to the extent that all permitted uses are clearly identified; the exact amount of land to be utilized for non- * residential uses is specified and the property development standards to be applied are defined. This action would provide assurance to the Corr mission and Council that a mutual agreement on future development of the area had been reached between all parties concerned." i AE The Commission also recommended a committee comprised of 6 representatives ' "ofthe area"; six chosen by the developers; a representative of the G .ty ; . Planning staff; and the Mayor, or a person designated by him to act as moderator. M ANNING COMMISSION RECOMMENDATIONS (Continued) -mm T Council comments were: Councilman Riordan recommended that the parties involved be permitted to have their counsel present. She also requested that the meetings be recorded on tape. She agreed with Mayor DeMirjyn that the committee be cut into three members from each group. Mayor DeMirjyn agreed to moderate. Mayer DeMirjyn specified that the "area members" be SERCA members, and 8 people familiar with the history of the property. IIe recommended: The President of SERCA, Mrs. Atkinson and Mrs. Eldridge; Mr. Moore, Mr. Buster £� and Mr. Hartwick. Vice Mayor Gorman specified that the other property owners within the Specific Plan area should be notified of the meetings. Councilman Roth ' said that other property owners should be invited to choose two or three ' representatives. ' ( Planning Director Schindler explained that the principal features of the Specific Plan would be the alignment of Golden West Drive extended to Ford, Street; the land use distribution in the area, how much residential and N Administrative-Professional. Tie added that on a Specific Plan property development standards are more restrictive than those of a zone change. OF He described the area included within this Specific Plan to be: "A7.1 vacant and undeveloped land on both sides of Ford Street, south of I-10 Freeway, west of Wabash and north of Sunset Drive. lie added that this is not a complicated procedure, it is very straight forward. Councilman Roth then moved to accept the basic recommendation of the Planning Commission; have those committee members whom we will assign later meet and confer and make recommendation by July 15, 1980. Legal counsel will be permitted to accompany the committee members, and the meeting will be tape recorded. The motion was seconded by Councilman Riordan and unanimously adopted. ADDENDA 1. Affordable Housing Policy Statement _ After discussing this proposal at length including concerns about controls timing, and future requirements, Council concurred with the Planning Com- mission in concept regarding the proposed policy statement related to Affordable Housing submitted for consideration by the Board of Supervisors( of San Bernardino County, on motion of Councilman Riordan, seconded by °• Councilman Martinez. v .. OTP_ER PLANNING ITEMS FOR COUNCIL CONSIDERATION 1. Minor Subdivision No. 52 - Thomas Godfrey Time Extension On motion of Councilman Martinez, seconded by Councilman Gorman, a time extension of six months to November 16, 1980 was unanimously given for r Minor Subdivision No. 52 subject to the following additional requirements (1) Parcel 3 to be provided access to Marion Road via a dedicated fifty foot wide street as per ERC recommendations on March 20, 1978; (2) Further; { division of Parcel 3 and 4 subject to evaluation under the provisions of 1 Proposition "R" and any of its implementing ordinances in effect at the time. 2. Reversion to Acreage - Parcel Map No. 5915 - Charles N. Zilch_ As a condition of approval for Commission Review and Approval No. 318, the application was required to combine two existing lots into one parcel. " y ' On motion of Councilman Martinez, seconded by Councilman Gorman, Council unanimously accepted Parcel Map No. 5915. .a 3. Contracts for Right-of-Slay Work - Traffic Signal s Council authorized the Mayor to sign four copies of a contract for acqui- sition of right-of-way needed to construct traffic signals at the inter- section of. Pennsylvania Avenue and Orange Street with CDBG funds on motion° of Councilman Gorman, seconded by Councilman Riordan. Kzi 4. Request for Reconsideration of Tract No. 9733 The Fire and Police Chiefs recommend Council reconsider the traffic pattern approved for Tract No. 9733. As approved, cul-de-sacs have been created NO at the north end of Dale Lane and another at the north end of Nanette Street, preventing easy access of emergency equipment into the area. Chicf` Bulls spoke to this problem expressing grave concern. On motion of Counci man Martinez, seconded by Councilman Riordan, Council tabled the matter for two weeks for study. At this time extreme concern was expressed for ambiguous street naming in this area. It is believed this problem could provide a threat to safety. OTHER I?LANNING ITEMS FOR COUNCIL CONSIDERATION (Continued) 5. Resolution No. 3680 - Low-Rent Housing On March 20, 1979, the City Council adopted Resolution No. 3566 approving the development of up to 45 units of low-rent housing in Redlands and entered into a cooperation agreement with the San Bernardino County Haus- ` ing Authority for such construction. On May 8, 1980, the tlouving Commis- sion approved the request of the Housing Authority of San Bernardino County to proceed with the acquisition of two sites in the City of Redlands for the purpose of constructing two public housing projects that will be j r owned and managed by the County Housing Authority. The first site located at 108 west Cypress Avenue will contain up to five two-bedroom units and the second site located at 48 San Mateo Street will contain tip to eleaven two-bedroom units. On motion of Councilman Riordan, seconded by Council- '• man Roth, Council set public hearing for June 17, 1980, at 7:00 P.M. an Resolution No. 3680, a resolution of the City Council approving applica- tion of the Housing Authority for the County of San Bernardino for prelim- inary loan for low-rent housingv projects Jects of not to exceed forty-five units. Park Commission - will meet June 19, 1980, in the City Hall Conference Room at Housing Corunission - approved the County Housing recommendations. Recreation Commission - will meet June 12, 1980, at the Joslyn Senior 1. ' Center at 7:00 A.M. • Historic and Scenic Preservation Commission - will meet June 10, 1980, at 6 ProNident recl:ral Savings and Loan at 7:30 P.M. t APPLICATIONS AND PETITIONS � On motion of Councilman Martinez, seconded by Councilman Roth, Council fund unanimously approved the waiver of a business license for the Cystic ` Raising' Fibrosis Foundation's special fund raising event "Swim for Breath" to be Event t` held on June 28, 1.980, at various locations throughout town. On motion of Councilman Riordan, seconded by Councilman Martinez, Council Absence' man Roth's .request for permission to be out of the country in the next six months was unanimously approved subject to his signing the necessary i permits for emergency meetings. NEW BUSINESS Televents' request for an increase in their monthly service rates from $6.95 to $7.75 for the first TV outlet and from $2.00 to $2.75 for eachRT P. Televents additional outlet and an adjustment of installation rates was unanimously j t Rate av Increase approved on motion of Councilman Martinez, seconded by Councilman Riordan. `. Mr. Richard Glascoek of Televents assured Council the rate increase would 1 not occur prior to August 1, 1980. j The Redlands' Dial-A-Ride currently has two cars operating Monday through Friday from 9:30 A.M. to 3:30 P.M. and is unable to meet the demand for � Extend service. On motion of Councilman Martinez, seconded by Councilman Gorman,; ' Dial-A-}tide Council authorized extending the service to provide for eight-hour service' ervice 2on weekdays with two cars. This would increase the city's participation FI m costs by $17,000.00 to be funded from SB 325 funds. Sale of auction. On April 4, 1980, the Public Works Department held an auction Surplus for the purpose of this sale. At this time, it is the recommendation that Property sale be made to Carroll M. Lawson and Bryan C. Hartnell in the amount of Miramon:te $7,500.00. on motion of Councilman Martinez, seconded by Councilman Drive Lot Gorman, Council unanimously authorized the sale of the property on Mira 204 monte Drive, Assessor's Parcel No. 292-092-25 to Carroll M. Lawson and Bryan C. Hartnell in the amount of $7,500.00 and authorized the Mayor and City Clerk to execute the proper documents.
