Minutes of the adjourned regular meeting of October 13 and the regular meeting of October 21, 1980, were approved as submitted. BIDS Bids for the betterments and relocations of water and sewer facilities for State Route 30 were reported at the Council meeting held October 21, 1980. At this time, it is the recommendation of the Department of Bid Award Public Works with concurrence of the City's engineering consultant and Route 30 Cal-Trans that award of the contract be made to T & N, is Joint Venture, Betterments and Arcadia, as this is the lowest, qualified bid. On motion of Councilman Relocations Garman, seconded by Councilman Riordan, unanimous Council approval was given to the award of the betterments and relocations of water and sewer � facilities for. State. Route 30 to T & N, A Joint Venture in the amount of $381,765.00. CO2i£9ISSION REPORTS Planning Commission - Planning Commission recommendations as considered by the City Council at a regular meeting thereof held on November 4, 1980, at 3:00 P.M. Present: Councilmembers Gorman, Martinez, Riordan, Roth; Mayor DeMirjyn; Edward F. Taylor, City Attorney 1 R.P.C. No. 537 - Zone Change No. 233 - Amir Enterprises and University of Redlands That P.P.C. No. 537, a resolution of the Planning Commission for adoption of Zone Change No. 233, a change of zone from A-1 (Agricultur_al) District and R-1 (Single Family Residential) District to R-2 (Multiple Family Residential) District for property located on the southwest corner of Lugonia Avenue and University Street, be approved. On motion of Council- man Riordan, seconded by Councilman Martinez, R.P.C. Nc. 5:37 was unani- mously approved by the City Council., and Ordinance No. 1737, an ordinance of the City of Redlands establishing Zone Change No. 233 was introduced and laid over under the rules with public hearing set for November 1.8, 1980, at 7:00 P.M. i 2. Tentative Tract No. 11611 - S. Ra han, M.D. That Tentative 'T'ract No. 1.1.611, proposed at the southeast corner of Laconia Avenue and proposed Route 30 extended (Tennessee Street) , C-M Zone, 17 lots, be approved subject to the recommendations of all depart- ments as outlined in Planning Commission minutes dated October 28, 1980. On motion of Councilman Martinez, seconded by Councilman Riordan, this recommendation of the Planning Commission was given unanimous Council r approval. PLANN'ri� COMMISSION RECOMMENDATIONS (Continued) 3 Minor Subdivision No. 97 Joseph P. Buoys, Jr. That the request for approval of Minor Subdivision No. 97, Located on the east side of LaSalle Street, 307 feet north of Citrus Avenue, R-1. `Lone, 4 parcels, be approved subject to the recommendations of all departments as contained. in Planning Commission minutes dated October 28, 1.980. On motion of Councilman Martinez, seconded by Councilman Riordan, this recommendation of the Planning Commission was unanimously approved. 4.; Minor Subdivision No, 98 - W.J.E. Corporation That the request for approval of Minor Subdivision No. 98, located on the south side of Colton Avenue, 341 feet west of Tennessee Street, C-M Zone, be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated October 28, 1980, and adding to Planning and Community Development Recommendation No. 6: City Council to hold up their action of final approval until the E-Z 8 Motel sign has been lowered to twenty-five feet per Code. Mr. Atencio reported the motel sign is now in conformance. On motion of Councilman Martinez, seconded by Councilman Gorman, this recommendation of the Planning Commission was unanimously approved. 5.1 Conditional Use Permit No. 334 and Variance Na. 251 - Sohn and Kav Ahrens That the request for a Conditional Use Permit to establish a Child Care Center and a variance to allow a setback of twenty feet for parking rather than the required twenty-five feet for property located at 201-205 North University Street, R-2 Zone, be approved subject to the, recommendations of all departments as contained in Planning Commission minutes dated October 28, 1980, and in accordance with the amended study map. On motion of Councilman Gorman, seconded by Councilman Riordan, this recom- mendation of the Planning Commission was unanimously approved subject to compliance with all State and County requirements for this type of center. PLANNING ADDENDA ITEMS 1. Ordinance A?o. 1733 - Property Development Standards On motion of Councilman Riordan, seconded by Councilman Gorman, Ordinance No. 1733, an ordinance amending Zoning Ordinance No. 1000, Property Development Standards, was discussed at length, given first reading of the title, and set for public hearing on November 18, 1980, at 7:00 P.M. 2.iii Ordinance No. 1738 - Sian Code Amendment Ordinance No. 1738, an amendment to the Sign Code of the City of Redlands to establish a coordinated sign system for non-residential projects, was given first reading of the title with public hearing set for November 18, 1980, at 7:00 P.M. 3. Loma Linda/West Redlands Community Plan and Consolidated General Plan The meeting held Friday morning was discussed briefly. OTHER PLANNING I'T'EMS FOR COUNCIL CONSIDERATION L. Minor Subdivision No. 85 - Patrick and Virginia Ro ers - Final Azproval All requi.r.ements as outlined in Council minutes dated April 1, 1980, having been complied with, it is the recommendation of the Planning Department that final approval be. given Minor Subdivision No. 85. On motion. of Councilman Riordan, seconded by Councilman Roth, this recommendation of the Planning Department was unanimously approved. 2. ; Minor Subdivision No. 75 - Scott B. Hutson - Time Extension On motion of Councilman Roth, seconded by Councilman Riordan, a time extension of one year to November 6, 1981, was unanimously given for Minor Sub0ivi.s.ion No. 75. t 3. Tentative Tract. No. 10420 - J. F. Davidson Associates and A. G. Enterprises - Time Extension On motion of Councilman Martinez, seconded by Councilman Riordan, a second time extension for one year to December 5, 1981, was unanimously given for Tentative Tract No. 10420. 14�g• OTHER kANNING ITEMS FOR COUNCIL CONSIDERATION (Continued) 4.'' Request for Second. Sign—SEARS This request was continued from the Council meeting of September 16, 1980. Following a brief discussion of the need for a second sign, Dr. Roth moved to permit such sign, to be no greater than eighteen inches in height, with the length to be in proportion to the five ;letters - SEARS. This motion was seconded by Councilman Riordan and carried unanimously. 5. Median Removal - West Redlands Boulevard At the meeting of October 21, 1980, the City Manager reported the recom- mendation from the Traffic Commission to remove the median strip in Redlands Boulevard, west of Alabama Street. After long discussion this was approved by a three: to two vote of the City Council. At this time, the City Manager read a staff recommendation that the median strip remain for twelve months after the proposed development has been in operation, and that the developer post a cash bond for its removal, should that prove necessary. Councilman Gorman then moved to rescind the prior action of the Council on the median removal. This was seconded by Councilman Roth and carried by the following vote: AYES: Councilmembers Gorman, Roth, Martinez; NOES: Councilmember Riordan and Mayor. DeMirjyn. Councilman Roth then moved to accept the staff recommendation that the median remain for twelve months for evaluation of traffic flow and problems; and include the required bone?. Councilman Gorman seconded the motion. Mr. Stanger of Continental Group addressed Council to state that this was a Catch-22 position for a developer; that he had told potential tenants the median would be removed. fie added that they will not sign a lease so Council will not see how it works for twelve months. Council was reminded that a five-foot wide median from Alabama Street, 235 feet to the west, was required to protect electronic devices for the signals. Dr. Roth's motion to approve staff's reconnendat.ion failed by the following vote: AYES: Councilmembers Gorman and Roth; NOES: Councilmembers Martinez and Riordan; Mayor DeMir.jyn. Director of Public Works Donnelly spoke of the City's low accident rate; stated that mosttraffic handbooks recommend raised medians and added that it has been the Department of Public Works' policy to maintain the raised median.. He then recommended that Council. observe Waterman Avenue from Third to Fifth Streets during heavy traffic. Councilman Gorman explained his reasons for reversing his original vote as the potential for blocking of westbound traffic by cars making left turns into K-Mart, and the potential for accidents. Following further discussion, the motion to remove the area of the median orig-inally regcsted, made by Councilman Riordan, seconded by Councilman Martinez, carried by the following vote: AYES: Councilmembers Martinez, Riordan; Mayor DeMirjyn; NOES: Councilmembers Gorman and Roth. 6, Storage Building for Agricultural Use - Eel Brown The request for permission to build a 24 x 75 foot storage: building to store farm eauipment on property located between Bellevue Road and Linda Vista Avenue, was unanimously approved on motion of Councilman Riordan, seconded by Councilman Martinez, after the applicant assured Council... that the structure will. be adequately screened. 7. Barn for Agricultural Use - Dr. Louis Smith The request for permission to build a 27 x 30 foot barn for storage of farm equipment on property located at Sunnyside Avenue and Cypress Avenue was unanimously approved on motion of Councilman Martinez, seconded by Councilman Roth, after the applicant assured Council that it would be adequately screened "so as not to offend neighbors." Chambers. APPLICATIONS AND PETITIONS On motion of Councilman Martinez, seconded by Councilman Riordan, Council. granted permission and waivers of business licenses to the following: a 1. Inland Counties Chapter of the March of Dimes for a walkathon to be Yield Sunday, April 26, 1981. 2. Redlands FIost Lions Club to sell packaged dates and candy for approxi- Gdas.ver mately six weeks beginning on. November 6, 1980. 3. The New Life Church United Foursquare Women for a parking lot sale to be. held November 13 and 14, 1980. 4. Troop 33 of the Boy Scouts to sell helium balloons at the Christmas Parade, COMMUNICATIONS On motion of Councilman Gorman, seconded by Councilman Riordan, Mr. ~Fames McCririe was unanimously appointed to a four year term on the Appoan m<n Airport Advisory Board replacing Richard A. Mulligan. Letters of appointment and appreciation respectively were authorized. NEW BUSINESS On motion of Councilman Roth, seconded by Councilman Martinez, Resolution Resolution No. 3722, a resolution of the City Council approving the assi.gnme:nt of No, , 722 the franchise for the construction of a community antenna television CATV system in Redlands from,Televents of Redlands, Inc.. to Field Cablevison Franchise of Redlands-Yucaipa, Inc. and setting a public hearing for November 18, Transfer. 1980, at 7:00 P.M., was unanimously approved. CITY MANAGER The City Clerk was authorized to advertise for bids for the construction Bid Call of the Nevada Street and Lugonia Avenue trunk sewer which will replace Trunk an old existing eighteen inch sewer within Alabama Street between? Lugonia Sewer Avenue and Palmetto Avenue which is in very poor condition on motion of Councilman Roth, seconded by Councilman Gorman„ The request for an additional. appropriation for the Police Department for weapons and ammunition was continued to November 18, 1980. Execution of a Pipe Line License between the City and The Atchison, Pive Line Topeka and Santa Fe Railway Company to permit installation of a storm License drain which will pass under the railroad tracks in Alabama Street, north, Storm Drain of Redlands Bouel.vard, was unanimously approved on motion of Councilman Installation Riordan, seconded by Councilman Martinez, with the Mayor authorized to sign in behalf of the City. The Regional. Water Quality Board has required the: City to implement an industrial wastewater pretreatment program. Representatives of the Resolution State Water Resources Control Board has advised the City of 87'k, percent. On motion of l Councilman Gorman, seconded by Councilman Riordan, Resolution No. 3723, 4"las#c°"ter a resolution of the City of Redlands authorizing filing application for Pre tredtine nt Program Federal and State grants for publicly owned wastewater treatment works, was unanimously approved, and John Donnelly, Puhlic Works Director, authorized to execute the grant application in the amount of $25,400.00. On motion of Councilman Martinez, seconded by Councilman Gorman, an additional appropriation for $10,000 from prior years' reserves to CITY MANAGER (Continued) purchase twenty-six three cubic yard front loader bins and six 4�, cubic Funds yard bins for the Disposal Department to lease to the University of 41,112111 11 Disposal Redlands and Fernwood Condominiums respectively was unanimous]_), approved. Department Councilman Martinez strongly recommended the use of reflectors or warning barricades for disposal bins parked on city streets. On motion of Councilman Martinez, seconded by Councilman C,orman, claims Claims in the names of Velma Nelson and Dennis D. Bauman were unanimously denied in routine manner and referred to the City's :insurance carrier. Bills and salaries were ordered paid as approved by the Finance Conanittee.'
